SEPTEMBER 25, 1965 •
The Council of Bal Harbour Village met at 9:30 A.M•, Saturday,
September 25, 1965 at the Village Hall.
Present: Messrs: Lanais, Taplin and White
Absent: Messrs: Faulkner end Hart
Also present were W. H. Webb, Village Manager; Mary T. Wetterer•
Village Clerk; and Thomas H. Anderson, Village Attorney.
Upon motion of Mr. Landis, seconded by Mr. Taplin and uninimously voted,
the minutes of the previous meeting of August 28,'1965 were approved as submitted.
Mr. Samuel Fletcher, Attorney, representing Mr. M. Schoenfeld, owner of
White Cab Co., Inc. and Mr. C. McLaughlin, owner of Harbour Taxi Cab Co., Inc.
appeared requesting the Council to issue Certificates of Public Convenience
and Necessity to these two -companies. He stated that in view of the fact that
both of these companies are licensed to operate in all the North Dade areas
surrounding Bal Harbour, it is proving a hardship on these drivers, as, after
discharging their passengers in Bal Harbour, they are forced to "dead head"
back to their original stand being unable to pick up passengers Sin Bel Harbour.
Mr. Fletcher stated further that with the increase in the number of new high
rise apartments, combined with the opening of the Bal Harbour Shops this win—
ter, he felt this woyld necessitate a need for more cabs in the Bel Harbour
area. Mr. Edward Morse, representing Morse Transfer and Baggage, Inc. and Mr.
Siegel, representing Yellow Cab Co. were then heard. Mr, Morse stated that
for the ten year period in operation in Bal Harbour, good service was always
rendered and to his knowledge no complaints had been received. Mr. Anderson
asked if Surf Cab Co., Yellow Cab Co. and Morse Cab Co. had merged and were
now solely owned and operated by Morse. Mr. Morse stated that insufficient
business in Bal Harbour several years ago made it necessary that'these firms
merge and this information could be verified by the books of the Company. Mr.
Landis asked Mr. Webb if his office had received any complaints on the taxi
service and he replied, "no". Mr. Webb advised that both White Cab Co. and
Harbour Taxi Co. enjoy good reputations and that there was nothirg derogatory
in the report rendered by thi Chief of Police. However, in his opinion the
cab service was ample at this time. Mr. Taplin stated he had checked with the
door at Harbour House to determine the kind of service they were receiving and
was advised that the service presently being rendered was adequate. Mr.
Bmgdahn, General Manager of the Americana Hotel, was asked if his hotel had
any complaints regarding the cab service and stated they were quite pleased
with the service. Mr. Landis then moved that the applications for Certificates
of Public Convenience and Necessity by Harbour Taxi Co., Inc, and White Cab
Company be denied. Motion seconded by Mr. Taplin and unanimously voted.
The Village Manager reported that Mr. Woody Hampton, City Manager of
North Miami Beach had called his office for an appointment to discuss the
possibility of purchasing water from their City. An appointment has been made
for September 29, 1965 and he will report on the results of same at the
next meeting.
The Village Manager then asked the Council for permission to transfer
funds between departments to balance the 1964-65 department budgets, stating

our Charter grants the Council permission to transfer these funds within the last
three months of the fiscal year. Mr. Landis asked for a breakdown of what these
transfers Dover and Mr. Webb stated that this was not available at the present
time as we still have a few days left to close the books. Mr. Landis asked if
this information would be available at the next meeting and Mr. Webb stated,
"yes.". Mr. Taplin then made emotion to grant the village manager permission
to transfer funds to balance the 1964-65 budgets. mr. Landis seconded the
motion and it was unanimously voted.
Mr. Webb advised the members that the Florida League of municipalities
was meeting this year in Miami, October 24th through October 26th and asked
the members if they would be interested in taking a room at the hotel or if they
wish as in previous years just to attend a few of the sessions and register
several of the officials. The Councilmen unanimously agreed to the latter.
Mr. Charles H. Bogdahn, General Manager of the Americana Hotel, re-
quested the council to authorize the perking of four tank trucks in the south
parking lot of the hotel in conjunction with the American Gas Association
Convention to be held October 9th through October 13, 1965. Mr. Webb advised
that this had been done in the past, however, the Council have previously
objected when banners and signs were used in conjunction with these displays.
Mr. Taplin made a motion to allow the Americana Hotel to park tank trucks in
the south parking lot for said convention during the period of October 9th
through October 13th provided no banners or signs were displayed. Mr. Landis
seconded the motion and it was unanimously voted.
Mr. Anderson read
RESOLUTION NO. 136
setting forth the Countil's support of the Dade League of Municipalities in
their position in respect to Metropolitan government in Dade County. Mr.
Taplin moved to adopt Resolution No. 136. Motion seconded by Mr. Landis and
unanimously voted.
Mr. Landis then brought up the matter of the tape recordings of the
council meetings stating that he felt they should be kept for a oeriod of
two years. After discussion, on motion of Mr. Landis, seconded by Mr. Taplin
and unanimously voted, the recordings of the council meetinos are to be
filed for a period ❑f two years.
Mr. Webb presented the members with a sketch of an awning to be placed
on the Camelot Hall apartments stating it was in violation of our Zoning
Ordinance as it extended into the Inn' set back area. Inasmuch as his office
had turned it down, he was requested to present it to the council. On motion
of Mr. Landis, seconded by Mr. Taplin and unanimously voted, the council denied
the request for the canopy to be placed over the entrance or Camelot Hall.
Mr. Landis asked if something could be done to alleviate the flooding
of the low lying sections such as Harbour Way and Bat Cross Drive. He further
stated that this condition occurs about four times a year and felt that perhaps
a spillway, running adjacent to the curbs, would help get rid of this excess
water. In this connection, Mr. Taplin mentioned that the same condition exists
on Collins Avenue. Mr. Webb explained that our enoineers had made a study
of the conditions several years ago and in accordance with their survey, a
pump was installed at the Yacht Basin which pumps this excess water into the
bay. However, the pump was recently inoperable and has since been repaired.

He asked that this item be placed on the agenda for the next meeting at which
time he will present the findings of the engineers and will be more fully
prepared to discuss the condition.
On motion of mr. Landis, seconded by Mr. Taplin and unanimously voted
the meeting was adjourned.

COUNCIL MINUTES
October 30, 1965
The Council of Sal Harbour Village met at the Village Ha11 at 9:30 A. M.
on Saturday, October 30, 1965.
Present were: Messrs: Hart, Landis, Taplin and White.
Absent: Mr. Fred Faulkner.
Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village
Clerk; and Thomas H. Anderson, Village Attorney.
On motion of Mr. Taplin, seconded by Mr. White, the minutes of the pre-
vious meeting of September 25, 1965, were approved as submitted.
The Village Manager reported that on the negotiations for a secondary
source of water that he had not received the North Miami Beach report and
tflat,the North Miami engine ling department were Still working on their plan.
mr.,Hart suggested that this item be tabled for the next meeting.
Mr. Webb stated that he and Mr. Roth had been studying the drainage
problem for the Collins Avenue and Harbour Way area. He said one contractor
had given him a rough figure of $22,000.00 for laying 950 feet of 27" con-
crete pipe and 6 catch basins from Collins Avenue to the pumping station. He
said that consideration was being given to the installation of an electric
motor at the pumping station and the underground cables to operate this
electric motor would have to run from the nearest transformer vault and would
cost about $4,500.00. The exact cost of the electric motor has not been
ascertained as yet. This motor would make the operation automatic- and would
keep the lines free of tidewater before a severe rain. The entire cost of
this improvement would be in the neighborhood of $35,000.00. It was suggested
that possibly the State could be contacted to improve their system and Mr. Webb
said that the State Engineers design only for the road run off and some of the
water comes from hotel property. Mr. Hart asked Mr. Taplin to work with Mr.
Webb on possible solutions to this problem as he realized that the hotel and
apartment owners along Collins Avenue were gravely concerned. He suggested
