GEOTECHNICAL SERVICES WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the Carteret Park Pond Restoration/Geotechnical Services; and WHEREAS, the Borough's Consulting Engineer, Donald J. Norbut, P.E., C.M.E., ofT&M Associates, possesses the requisite skill and expertise to provide said services; and WHEREAS, Donald J. Norbut, P.E., C.M.E. has submitted a proposal to provide said engineering services at a total cost not to exceed $10,000.00; and - WHEREAS, the Mayor and Council have reviewed said proposal, and do approve of the same contingent upon the availability of funds from the Open I Space Trust Fund; and WHEREAS, The Chief Financial Officer certifies that funds are or will be available for said purpose from the Open Space Trust Fund. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal of T & M Associates for the specialized engineering services related to the Carteret Park Pond Restoration/ Geotechnical Services III the total amount not to exceed $10,000.00 is hereby approved; 2. Annexed hereto is a copy of said proposal; 3. It is understood the Borough would like to proceed with the soil investigation phase initially. This work will provide the Borough with an understanding of on-site soils in and around the pond. 1.0 Project Description The Borough would like to restore the pond by completing the following improvements in accordance with the Green Acres grant received: 1. Dredge the pond of sediment to increase the overall depth by approximately four (4) feet. The pond will be drained and the sediment will be stockpiled on one end of the pond. Once it is dried, it will be loaded onto trucks and hauled to an approved disposal site. 2. Repair the shoreline of the pond. The existing concrete and stone treatment is broken, settled and undermined in various locations. It is proposed to repair the damaged areas while the pond is drained. In addition to the items noted above, the Borough has also requested the following improvements: 1. Improve the circulation of the pond water to control the growth of algae. Algae growth will also be reduced by the increase in water depth. It is proposed to replace the two existing aerators with three new lighted floating aerators. These more efficient aerators will also help control algae growth. 2. Provide a pre-fabricated pedestrian bridge to span the narrowest portion ofthe pond. The bridge will be set on concrete foundations beyond the shoreline. 3. As an alternative to the shoreline repair, the Borough requested that T &M design a concrete curb retaining wall along the pond perimeter. - 2.0 Scope of Services Based on the above project description and the scope requested, we will provide the following services for the Carteret Park Pond Restoration: 1.
