Nol 04-784 Date of Adoption September 9, 2004 I[ AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T&M ASSOCIATES- INDUSTRIAL ROAD/TRANSPORT A nON MASTER PLAN WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with Industrial Road/Transportation Master Plan; and WHEREAS, the Borough's Consulting Engineer, Donald J. Norbut, P.E., C.M.E., ofT&M Associates, possesses the requisite skill and expertise to provide said services; and WHEREAS, Donald J. Norbut, P.E., C.M.E. has submitted a proposal to provide said engineering services at a total cost not to exceed $33,350.00; and \ WHEREAS, the Mayor and Council have reviewed and approved said proposal, contingent upon the Borough successfully entering into an appropriate developer's agreement with Catellus, Inc. with regard to its Carteret/ Port Reading Project, which will provide for the completion of the Industrial Road; and WHEREAS, The Chief Financial Officer certifies that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal of T & M Associates for the specialized engineering services related to Industrial Road/Transportation Master Plan in a total amount not to exceed $33,350.00 is hereby approved, contingent upon the Borough and Catellus, Inc. entering into an appropriate developers agreement; 2. Annexed hereto is a copy of said proposal; 3. Transportation Master Plan for Industrial Road (a.k.a. Peter J. Sica Highway). As discussed the purpose of this study is to develop a Transportation Master Plan (TMP) for Industrial Road. The TMP "ill identify existing, proposed and planned developments within .~ Carteret and the Port Reading area of Woodbridge (limited to the OENJ Site). The potential trip generation of these sites will be determined and the trips will be distributed along Industrial Road. The trips derived from these potential developments will drive the need to plan ahead for improvements to Industrial Road. The proposed extension of Industrial Road to Port Reading Avenue and the improvements to NJ Turnpike Interchange 12 will be included in the analysis. An analysis of the traffic operations of Industrial Road will be made and an assessment of the necessary mitigating factors will be provided. The main objectives of this study are to develop the future traffic demand and recommend roadway improvements that will accommodate the future traffic demand. Based upon the findings of the future traffic analysis, recommendations will be made as to the number of lanes for Industrial Road, roadway access and traffic control at the various intersections along Industrial Road between NJ Turnpike Interchange 12 and Port . Reading Road in Woodbridge. I Scope of Work rThe following tasks describe the Scope of Work involved in developing the TMP for Industrial 'Road: Task 1 . Develop Vision Statement A Vision Statement will help guide the TMP. T&M will meet with Carteret representatives to kick· off the study and to discuss the goals and objectives of the Borough. Carteret will provide input into the Vision Statement and T &M will develop the Vision Statement that will establish the goals and objectives of the Industrial Road Transportation Master Plan. The goals of a transportation master plan should increase mobility, enhance transportation performance, support economic development and the existing land use plan, be financially feasible, and have a commitment to implementation. We will review the developer agreements. Meeting minutes will be developed in draft form for review and comment and finalized for the proj ect file. Deliverable: The Vision Statement will be prepared in draft form for review and comment. Comments will be addressed and the Vision Statement will be finalized for inclusion as a chapter of the final report document. Task 2 . Define the Study Area Boundaries/Develop Base Map The area of focus of the TMP will include: · Industrial Road · Roosevelt Avenue (between Driftway and Industrial Road) · Driftway · Interchange 12 improvement phases · Middlesex A venue (between Roosevelt A venue and Industrial Road) · Carteret A venue Extension (plaJmed) · Industrial Road Extension into Woodbridge aJld Port Reading A venue (planned) The following seven intersections will be the only intersections included in our analysis: · Industrial Road with Roosevelt Avenue (4·way stop) Hill · Industrial Road with Roosevelt Avenue (Firehouse) · Middlesex Avenue with Roosevelt Avenue · Industrial Road with Middlesex Avenue · Industrial Road with Carteret A venue extension (proposed) · Industrial Road and New Matzel Development · Potential Ferry Terminal Off of Carteret Boulevard Extension Diagrams will be drawn for use in summarizing the traffic data and identify the potential development sites within the study area. Deliverable: A digital image of the most recent aerial photograph of the study area will be used to establish the street names, existing properties, existing traffic control devises and identify he boundary of the study area. This aerial photograph will be developed as the "base map" and used throughout the study to summarize appropriate information. -eM ASSOCIATES Sheet 3 of 6 CART-G040l September 8, 2004 Le: Mayor Daniel Reiman - Borough of Carteret Re: Industrial Road Transportation Master Plan Task 3 - Review of Existing Reports and Plans There are numerous studies available containing existing traffic data of some sort within the study area. This data will be used as a basis for the TMP. Previously prepared reports and plans will be reviewed in order to assess the future traffic condition along Industrial Road. These reports include the following: · Carteret Landing proposal, prepared by Chester, Ploussas, Lisowsky Partnership, LLP · NJTA Interchange 12 Improvements, Alternatives Analysis Summary, Final Report, February 3, 2003, prepared by Edwards & Kelcey · Catellus Development Traffic Report-Port Reading, Woodbridge, by Schoor DePalma · Kaplan Traffic No new traffic data will be collected under this project. The data contained within these reports will be summarized in graphical fortll to be used in developing the future traffic conditions. Deliverable: A technical memorandum will be prepared with tables and figures to summarize the information gathered in this task. The teclmical memorandum will be prepared in draft form for review and comment and ultimately incorporated as a chapter in the final report. Task 4 - Review Existing Transportation Deficiencies We will review the existing transportation operational analyses of the capacity of the existing transportation infrastructure as prepared by others for various studies throughout the corridor. We will summarize the existing capacity and accessibility of the corridor. We will identify the recommended capacity improvements at various locations throughout the roadway network, as proposed by others. Deliverable: A technical memorandum summarizing the findings of this task will be prepared in draft fortllat for review and comment. The final version will address any comments and be included as a chapter in the final report document. Task 5 - Traffic Impacts of Future Development Scenario We will assess the traffic impacts of the future development scenario. We will gather and review information about the planned and proposed developments in the study area. The information that wil1 be summarized from these reports will include proposed square footage by land use type, number of residential units, proposed completion year, any proposed traffic operation modifications or improvements, trip distribution, and vehicular trip generation reductions due to other transportation modes. We will use the Institute of Transportation Engineers 7'11 Edition of the Trip Generation manual to determine the weekday AM and PM peak hour trips generated by 11M ASSOCIATES Sheet 4 of 6 CART·G0401 September 8, 2004 Le: Mayor Daniel Reiman Borough of Carteret Re: Industrial Road Transportation Master Plan each site. We will distribute the trips generated by each of the developments along the roadway network. We will assume a transportation mode split for the ferry service. Truck trip generation will also be determined and distributed along the roadway network. The final version will address any comments and be included as a chapter in the final report document. Task 6 . Adiacent Development Impacts We will also identify other developments outside the immediate study area that would create a traffic impact on the future traffic conditions within the study area. In order to account for these developments, we would apply a background growth factor to the existing traffic volumes to account for other development trips passing through the study area. This background growth factor would be applied to the through traffic along Industrial Road to account for the trips from these adjacent developments outside the study area passing through on Industrial Road. Deliverable: A technical memorandum summarizing the findings of this task will be prepared in draft format for review and comment. The final version will address any comments and be included as a chapter in the final report document. Task 7 . Future Roadwav Access Scenario We will identify the planned and proposed roadway improvements within the study area. This will include the proposed improvements to the Turnpike interchange, as well as the Industrial Road extension into Woodbridge. We will also include the extension of Carteret A venue into the planned Carteret Landing site in our future condition. We will analyze future traffic with these improvements. Based upon our analysis of the future traffic under these interim improvement conditions, we will make additional recommendations for the configuration and traffic control of the Middlesex A venue, Roosevelt Avenue, Carteret A venue and Industrial Road intersections. Proposed roadway and intersection improvements will impact the overall circulation and traffic distribution patterns within the study area. These improvements wi1l be accounted for in the future traffic conditions. Traffic flow diagrams will be created to show the distribution of the trips by the planned and proposed developments under the future roadway configurations added to the existing base traffic conditions. Deliverable: A technical memorandum summarizing the findings of this task will be prepared in draft format for review and comment. The final version will address any comments and be included as a chapter in the final report document. Task 8 . Master Plan Recommendations Based upon the results of Task 8, we will develop and prioritize the recommended improvements based upon the traffic demand. The proposed improvements will be categorized into "quick· fixes'~, "near-term" and "long-term" solutions. The "quick· fixes" will include those improvements already under construction, already approved or anticipated to be completed within one year. The "near·term" solutions will be those recommended improvements that are already approved, funded and designed, but will not be completed within the next 5 years. The "long· term" solutions are considered to be completed in more than 10 years and may require right of way acquisition and may require special permits. We will use tax maps provided by the Borough to evaluate the available roadway widths and designate which properties will be impacted. The TMP will quantify these improvements by category. The impacts of each category of improvement on the overall roadway network will be quantified with a Level of Service analysis. The analysis developed for this TMP will be limited to the weekday AM and PM peak hours. Traffic flow diagrams will be created to summarize the existing traffic volumes for the typical weekday AM and PM peak hours. The result of this task will be a compilation of the "quick·fix", "near·term" and "long·term" transportation solutions and the impacts of these improvements on the overall transportation circulation network. The benefits of the recommendations will 1) serve the transportation demand, 2) balance system capacity with travel demand, and 3) provide effective connections to the required transportation system. Deliverable: A technical memorandum summarizing the findings of this task will be prepared in draft format for review and comment. The final version will address any comments and be included as a chapter in the final report document. Task 9 - Cost Estimates We will develop cost estimates for the proposed improvements recommended in the report. The cost estimates will be based upon our knowledge and past experience with similar types of projects. Percentage of the entire cost estimate will be used to estimate the cost of right of way acquisition, drainage, design, permits, site clearing and utility relocation. Deliverable: A technical memorandum and cost estimate tables summarizing this task will be prepared in draft format for review and comment. The report will contain summaries of the data collected and analyzed as well as the findings and recommendations. The report will contain graphics, which show the existing conditions and the recommended improvements. A draft report will be prepared for review and comment. The final report will address the comments. We will meet with the Borough representatives to discuss and finalize the Transportation Master Plan document. Deliverable: The previously prepared technical memorandum will be formatted as chapters in the final report document. Twelve hard copies of the final report and 20 copies of a CD-ROM with the portable document files (PDF) will be prepared for distribution. õ) <9/ Fee and Schedule 'S ~ ';) The estimated fee to complete this Scope of Work will not exceed~~~ We propose to invoice the work on a montWy basis and bill on an hourly basis in acc ce with our annual contract rate schedule.
