A RESOLUTION OP TILE CITY COUNCIL OP THE
CITY OP LYNWOOD AGAINST PSYCHIATRIC ABUSE
IN SOUTH AFRICA
WHEREAS, the Citizen's Commission on Human Rights,
~ the American Psychiatric Assoc.i.ation, and the Rrorld IIealth
Organization have established that approximately 11,000
black South Africans suffering from mental disorders are
detained against their will in privately owned institutions
or camps i.n the Republic of South Africa; and
WHEREAS, blacks in these camps are forced to sleep
on floors, forced to go without medication, blankets, toilet
paper, sheets, adequate cleaning and toilet facilities; and
IVHEREAS, the extent and adequacy of the mental.
health care they receive i.s determined by the color of the
patient's skin; and
WIIEREAS, these blacks are forced to work :for local
industries with the profits from their work going to parent
companies, some owned and operated by citizens of the United
States; and
IVHEREAS, the conditions and practices which exist
under the guise o:C psychiatric treatment are tantamount to
the operation of slave labor camps which i.s contrary to the
American ideals of freedom, human rights, and equal treatment
for all; and
WIIEREAS, it is fi.tt.ing that on this date, officially
declared "Free South Afr.i.ca Day" in the City of Lynwood, we
should take special note. of the intolerable and inhumane
treatment of blacks i.n these "mental health" camps in addition
to condemning the apartheid. system as a whole:
NOW, THEREFORE, BE IT RESOLVED, that the Lynwood
City Council, in meeting assembled urge the House of Repre-
sentatives of the Congress of the United States to i.ni.tiate
an investigation of these conditions and practices, and i.n
particular, American support, involvement, or profiting
which is resulting from their existence.
PASSED, APPROVED and ADOPTED this 3rd day of
June 1986.
