REGULAR COUNCIL MEETING, MAY 18, 2020
CALL TO ORDER
Mayor Carrie Tergin called the May 18, 2020 City Council meeting to order at 8:17 P.M.
Due to the Governor’s COVID-19 Order, the City Council meeting was made available for
viewing on the City’s Facebook page: https://www.facebook.com/CityofJefferson.
ROLL CALL
The f ollowing Council Members were present via WebEx for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Schreiber,
Vogt, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilwoman W iseman to adopt the agenda. Councilman
Mihalevich seconded the motion. There being no objection, the motion to adopt the
agenda was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin presented the Peace Officers Memorial Day/Police Week proclamation. Lt.
Dave Williams accepted the proclamation on behalf of the Jefferson City Police
Department and thanked the Mayor and City Councilmembers for the recognition.

There were no public hearings at this time.

a. Human Resources Director Gail Strope presented the following recommended
appointments. Councilman Hensley motioned to approve the recommendations.
Councilman Hussey seconded the motion. The motion passed unanimously.

b. Mayor Tergin recommended appointing Councilman Hank Vogt to the following
City Council Committees and City Boards and Commissions for the duration of the
2019/2020 City Council Calendar: Administration, Annexation, Finance, Building
Code Construction Code Review Committee, Chamber Economic Development –
Transportation Committee, Industrial Authority, and MSP Commu nity Partners.
Councilman Hussey motioned to approve the recommendation. Councilman
Schreiber seconded the motion. The motion passed unanimously.

There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
All City meetings and cancellations can be found on the City’s calendar at
jeffersoncitymo.gov.
Mayor Tergin thanked everyone for doing their part in maintaining social dis tancing
efforts, and in doing so, helping keep Cole County’s COVID-19 cases to a
minimum.
Councilman Mihalevich announced the Finance Committee meeting scheduled for
Thursday, May 21st at 7:30 A.M. via WebEx.
Mayor Tergin announced United Way’s “Restoring Hope Care-A-Van” to
commemorate the May 22, 2019 tornado response and recovery efforts as well as
COVID relief efforts. The Care-A-Van starts at 10:00 A.M. and is expected to be at
City Hall around 10:45 A.M.
Mayor Tergin then announced the May 29th “Be Part of the Missouri Bicentennial”
overview of bicentennial-related projects, programs, and events hosted by the
State Historical Society of Missouri. This is a free, online event, and registration is
required: https://shsmo.org/events/2020/be-part-of-missouri-2021.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Mayor Tergin congratulated the City’s Lincoln University Student Representative, Caroline
Wanjiru on her recent graduation, and thanked her for her representation at City Council
meetings.

A motion was made by Councilman Mihalevich and seconded by Councilman Graham to
approve the consent agenda items. The motion was approved unanimously.

Mayor Tergin reminded everyone of the June 2nd Election. There is one contested City
Council race which is in Ward 2. There are also four City Charter amendments on the
ballot.

Graham, and approved unanimously at 8:45 P.M.
