The Council of Sal Harbour Village met at the Village Hall at 9:30 A. M.
on Saturday, October 30, 1965.
Present were: Messrs: Hart, Landis, Taplin and White.
Absent: Mr. Fred Faulkner.
Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village
Clerk; and Thomas H. Anderson, Village Attorney.

Mr. Webb stated that he and Mr. Roth had been st dying the drainage
problem for the Collins Avenue and Harbour Way area. He said one contractor
had given him a rough figure of $22,000.00 for laying 950 feet of 27" con-
crete pipe and 6 catch basins from Collins Avenue to he pumping station. He
said that consideration was being given to the instal ation of an electric
motor at the pumping station and the underground cables to operate this
electric motor would have to run from the nearest transformer vault and would
cost about $4,500.00. The exact cost of the electric motor has not been
ascertained as yet. This motor would make the operation automatic and would
keep the lines free of tidewater before a severe rain. The entire cost of
this improvement would be in the neighborhood of $35,000.00. It was suggested
that possibly the State could be contacted to improve their system and Mr. Webb
said that the State Engineers design only for the road run off and some of the
water comes from hotel property. Mr. Hart asked Mr. Taplin to work with Mr.
Webb on possible solutions to this problem as he realized that the hotel and
apartment owners along Collins Avenue were gravely concerned. He suggested

that Mr. Webb prepare an outline for the Councilmen to study on the possible
solutions to this flooding problem.
Mr. Webb stated that the Humane Society had given us a price of $100.00
per month for the pick up of stray animals. The Council decided to table this.
Mr. Webb reported that to balance the department accounts for the end of
the fiscal year $500.00 had been transferred from Dept. 02 to Dept. 05G, and
$1,800.00 from Dept. 06 to Dept. 07. On motion of mr. Taplin, seconded by
mr. White, the action was approved.
mr. Brooks from Hoover Awning Company appeared before the Council to ask
that they reconsider the awning for the Camelot Hall which had been turned down
at the last meeting. He explained that the building had a sun and weather pro-
blem and asked that the Council grant a variance and allow this awning to ex-
tend into the front set back area. After discussion, on motion of Mr. Landis,
seconded by mr. White and unanimously voted, the permit was denied.
Applications for Taxi Permits were considered for Morse Taxi and Baggage
Transfer 16; North Beach Yellow Cab Company 15; and Surf Cab, Inc. 15. On
motion of Mr. White, seconded by Mr. Landis and unanimously voted, the permits
were granted.
An application for a limousine Permit by Red Top Sedan Service was granted
on motion of Mr. White, seconded by Mr. Taplin and unanimously voted.
Mr. Webb said he would like to discuss with the Council the status of
holidays for the employees. He said that the Council had set seven holidays
per year, but now that we have some Jewish employees, they were receiving ten
per year. Mr. Taplin said he thought it was two religous holidays that were
granted to these employees. The Council felt this was an administrative mat-
ter and as long as it was not abused, it would not be necessary to make a
definite ruling on it.
The Village Manager explained to the Council Lhat when he was preparing
the 1965-66 Budget, he was not able to give most of the employees any raises
without raising the millage. However, at the end of last fiscal year there
was a surplus and asked that some of this money be allocated to salary raises.
Mr. Anderson said he would like to suggest that some of this surplus be used
to reduce taxes next year and Mr. Webb explained that this would depend on the
Metro assessments for 1966 as all assessing and collecting would be done by
them as of that date. Mr. Landis said that often pay increases are the only
way an employee has of knowing that his work is appreciated and moved that
salary increases be given to the employees as suggested by the Village Manager.
The motion was seconded by Mr. Taplin and unanimously voted.
Mr. Webb said the auditor had completed the audit of the fiscal year
ending September 30, 1965, and he had some copies if the Councilmen wished
to see it. He said it would go to the printers next week.
The Councilmen were then given their salaries of $1.00 each for the past
fiscal year.
Mr. Webb informed the Council that a limousine was operating from the
Beau Rivage and that the Doorman had not filed for a Certificate of Public
Convenience and Necessity at the September meeting through a misunderstanding
on the Doorman's part. The Council decided to allow him to operate this

winter until he could make a proper application in March of 1966.
Mr. Webb explained that there are some inequities in the Occupational
License Ordinance and asked if the Council would consider revision of some
of the fees. The Council agreed that some of the license fees could be
revised.
Mr. White asked if it would be possible to close some of the street
entrances into the Village after a certain hour at night and Mr. Webb
stated this was a Club matter and the Village would have no jurisdiction
over this.
On motion of Mr. Taplin, seconded by Mr. Landis and unanimously voted,
the meeting was adjourned.

The Council of Bal Harbour Village met November 27, 1965, at 9:30 A. M.
at the Village Ha11.
Present were: Messrs. Hart, Landis and Whits.
Absent: Messrs. Faulkner and Taplin.
Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village
Clerk; and Herbert Nadeau representing Thomas Anderson, Village Attorney.
On motion of Mr. Landis, seconded by Mr. White, the minutes of the pre-
vious meeting of October 30, 1965, were 'approved as submitted.
Rev. John Yenches, pastor of the Church By The Sea, appeared before the
council and stated that they are ,opposed to the construction of an additional
sidewalk along 96" Street as it will necessitate the removal of their circular
driveway which is essential for church services and deprive them of the trees
and grass which they badly need. He said that inasmuch as the business sec-
tion parking lot, the Church and the Village Ha11 front on 96th Street, he
didn't think it was necessary to have a master landscaping plan for the street.
He informed the council that the Church has hired Mr. Stone, the architect who
is doing the shopping center's landscaping plan, and asked that they defer
