HomeMy Public PortalAbout2020-03-05 minutes City of Jefferson Police Personnel Board Minutes-March 5, 2020 The meeting was called to order at 12:00 p.m. Ten persons attended as follows: BOARD MEMBERS PRESENT (6) STAFF PRESENT (3) Stacey Backues (Chair) Lt. Dave Williams Kemp Shoun (Vice Chair) Lt. Jeff Stiefermann Stephanie Scruggs Sara Trittler, HR Pete Fleischmann Guest Present (4) Bill Burton Jason Ambler Dan Klindt Jeremy Bowman Eric Wilde Jeff Haldiman (News Tribune) Following greetings, roll call was taken. Approval of January 9, 2020 minutes It was moved by Klindt and seconded by Fleischmann that the minutes from January 9, 2020 Board meeting be approved. The motion was carried unanimously. New Business – Fraternal Order of Police gave a presentation on their concerns for the recruitment and retention of Police Officers. FOP was established in 1984. They offer legal protection, life insurance and bridge the communication gap between administration and the officers. They asked the board to consider reviewing city code section 7.158. FOP expressed a concern about the increased 11% turnover of veteran 5,6,7 year police officers that occurred 2018-2019. You lose self-initiated activity with the loss of veteran officers. They feel a major factor in the turnover is the pay structure and compression within said structure. They feel we need pay and progression together in a consistent pattern. The Board asked for the presentation files to be emailed from the FOP for further study. Chief Schroeder informed the Board of some internal meetings that occurred in November looking for suggestions to better our retention of officers. They have a list of approximately 40 items to help morale. The Board asked for this list to be provided to us by our May meeting. The Fraternal Order of Police is planning on making this presentation to the Public Safety Committee at their meeting Thursday March 26, 2020 at 7:30am in the JCPD training classroom. Hiring Update – Sara has ordered some different police officer tests to be evaluated as possible replacements for the current test. It has been suggested that we give the tests to some of the newer officers to see if any of the new tests work better. We hired a new communication officer. She started work Monday March 2, 2020. A former JCPD officer was rehired and started Wednesday March 4, 2020. Chief Schroeder has three administrative tech interviews today. There are 30 applicants for an animal control officer. The test has been ordered and they may need one proctor to facilitate the test. Next meeting date- The next meeting will be April 2, 2020 Adjourn It was moved by Burton and seconded by Shoun for adjournment. The motion carried.
