HomeMy Public PortalAboutPB Minutes 1997-08-26 PLANNING BOARD 8/26//97 MINUTES Requested of the Selectmen: Appoint Ron Dilauro as a regular Planning Board member, replacing George Walker. A meeting of the Orleans Planning Board was held on August 26, 1997, in Meeting Room A, Orleans Town Hall. Present were: Chair Alan Conklin, Vice Chair Tad Vautrinot; Nate Pulling, Associate Ron Dilauro; Highway Manager Bob Bersin; Secretary Jane Albahari. Absent were: Sims Mcgrath; Associate Stan Hart. Discussion with Chet Lay, Slade Associates, regarding work on Juniper Hill Road (E. Meany owner). Also present: Chet Lay, Slade Associates; Jim Falla, Applicant's Attorney; Mrs. Meany, Applicant. At the July 8, 1997 Planning Board meeting, the Board voted to release Lots 1 + 2 from a subdivision plan showing property on Juniper Hill Road. The lots were released under conditions listed in the July 8 minutes. Chet Lay was retained by the applicant to perform the tasks listed in the conditions. Mr. Lay was present to discuss with the Board a letter he had written to Dr. Alfred Kraft, dated August 87 1997, regarding Juniper Hill Road. Mr. Lay would like to appear before the Board again when he has an as-built plan of Juniper Hill Road. Bob Bersin suggested that Mr. Lay speak with Conservation Agent Sandy Macfarlane regarding conservation issues on the plan. MOTION: On a motion by Ron Dilauro, seconded by Nate Pulling, the Board voted to continue this discussion until September 23, 1997. VOTE: 4-0-0, unanimous. ANR Plan. Applicant: Clyde Hanyen. Location: Namequoit Road. Also present: Ken and Gussy McKusick This plan proposes to combine Lot Al and Lot A2, into A3, then divide Parcels C + D from Lot A3, and convey those parcels to Lot B. The plan appears to conform to the Orleans Subdivision Rules and Regulations. MOTION: On a motion by Nate Pulling, seconded by Ron Dilauro, the Board voted to endorse an Approval Not Required Plan of Land located in Orleans, MA, prepared for Clyde Hanyen, dated August 4, 1997, showing land on Namequoit Road, prepared by J. K. Holmgren and Assoc. Inc. VOTE: 4-0-0, unanimous. Planning Board 8126197 Minutes Page 1 of 1 Approval of Minutes MOTION: On a motion by Nate Pulling, seconded by Ron Dilauro, the Board voted to approve the minutes of 8/12/97. VOTE: 4-0-0, UNANIMOUS. Vote to endorse a letter asking the Selectmen to appoint Ron Dilauro as a regular member. MOTION: On a motion by, Tad Vautrinot, seconded by Nate Pulling, the Board voted to endorse the letter to the Selectmen, dated August 26, 1997, requesting that they appoint Ron Dilauro as a regular member, replacing George Walker. VOTE: 4-0-0, unanimous. ANR Plan. Applicants: K. Smith and M. Jenks. Location: Rock Harbor Road. Also present: Don Poole, Coastal Engineering. This plan proposes to divide Parcel 95 on Assessor's Map 17, into Lots 1 and 2. It is proposed that Lot 2 will acquire its frontage from a 95' strip of Cedar Pond Road, which the applicant purports to be a cul-de-sac, and therefore requires at least 50' of frontage. Bob Bersin had met with Town Counsel Mike Ford earlier this day, and Attorney Ford noted 164-22. H., of the Zoning Bylaw, which states that, "Lots may be created having a frontage of fifty (50) feet of arc frontage on a dead-end turnaround..." After further discussion, Don Poole told the Board that he may resubmit this plan as an Approval Required Plan (subdivision plan), showing Lot 2 as a panhandle lot. Board Business: Tad informed the Board that he may be resigning because he may be moving to Brewster.
