The motion passed unanimously. Approval of Minutes Mr. Hoffman moved and Ms. Jones seconded to approve the minutes from the February 11, 2020 Regular Meeting as written. The motion passed unanimously. Communication Received Ms. Senzee stated that no communications have been received. Demolition Clearance Public Hearing-Over 100 Years Old Ms. Senzee explained that 418 Case Avenue is under consideration for demolition clearance and is owned by the Jefferson City School District. The Historic Southside/Old Munichburg District & Neighborhood Plan identifies this property as future redevelopment land use, presumably for Capital Region Medical Center and Jefferson City High School expansion. In addition, the May 2019 tornado significantly damaged and/or destroyed this property. Any local significance to this working class neighborhood is no longer intact. This property no longer exemplifies the cultural, economic, social or historic heritage of the city. Staff recommendation for this property is demolition. Mr. Frank Underwood, Director of Facilities for Jefferson City Public Schools resides at 220 Partridge Lane, Holts Summit, Missouri. He explained that Jefferson City High School is landlocked and the purpose of acquiring this property is to further expand their sports facilities. No one spoke in opposition to this request and no correspondence was received. Mr. Hoffman moved and Ms. Jones seconded to approve the demolition clearance application for 418 Case Avenue. The motion passed unanimously. Demolition Clearance Review-Under 100 Years Old Ms. Senzee explained that the following properties under consideration for demolition review are owned by the Jefferson City School District: 409 Union Street; 411 Case Avenue; and 411 Case Avenue. These properties do not hold stand-alone historical significance in terms of heritage, cultural or architecturally. Staff recommendation for these properties is demolition. Ms. Jones moved and Mr. Hoffman seconded to approve the demolition review application for the aforementioned properties. The motion passed unanimously. Old Business A. Call for Landmark Applications Ms. Senzee explained that the following properties were nominated for the Landmark Designation Award: (1) 103 Jackson Street; (2) 601 E. High Street; and (3) 815 E. Dunklin Street. Ms. Senzee gave a brief description for 103 Jackson Street (The Standish House) and 815 E. Dunklin Street (The Charles and Yvonne W. Hoard House). Ms. Deetz gave a brief description for 601 E. High Street (The Tweedie House). Mr. Hoffman moved and Mr. Wheat seconded to approve the nomination of the aforementioned properties. The motion passed unanimously. Ms. Senzee explained that the nominations for the Landmark Awards will be forwarded to the City Council for their consideration and approval. B. Preservation Month Activities Ms. Deetz reported that the details for an historic scavenger hunt are still being discussed. The Historic City of Jefferson will have a salvage sale the first weekend in May. The Historic City of Jefferson is once again sponsoring the high school art competition in association with sketch day. Signs will be displayed recognizing historic homes that have previously been awarded a landmark designation. Ms. Senzee explained that Historic Preservation Month will be carried into the first week of June to coincide with the State Historic Preservation Conference being held in Jefferson City. Ms. Deetz explained that activities being scheduled during that week include: (1) historic home tours in the Capitol Avenue and High Street area; (2) trolley tours around Old Munichburg, Lincoln University and the east side; (3) tours of area Churches to include Quinn Chapel AME Church; St Peters Catholic Church; Temple Beth-El; and other places of worship. New Business A. Gregory Stockard Award Ms. Senzee explained that a vote is needed for the Historic Preservation Commission to either continue or discontinue offering the Gregory Stockard Award and allow the Historic City of Jefferson to take it over. Ms. Deetz explained that the Historic City of Jefferson Board of Directors voted to not take over the Stockard Award this year, however they did vote to take it back next year. The Historic City of Jefferson is restructuring their activities for next year’s Historic Preservation Month, which the Gregory Stockard Award will be a part of. Mr. Wheat moved and Mr. Hoffman seconded for the Historic Preservation Commission to retain the Gregory Stockard Award this year prior to giving it back to the Historic City of Jefferson. The motion passed unanimously. Other Business A. Dangerous Building Determinations Ms. Senzee stated that the property located at 426 Case Avenue has been determined as dangerous by the Building Official. These properties were impacted by the May 22, 2019 EF-3 tornado. Dates to Remember A. Next Regular Meeting Date, April 14, 2020 B. West Main Survey Public Meeting, April 16, 2020 C.
