In October 2020, the Commission on Public Art (COPA) issued a Call for Artists to provide
artwork for a retainer wall located on Harrison Street. It was suggested that the mural include
nature reflecting the nearby parks, cycling, or themes related with the grain mill that was built
in 1899 and operated until the mid-1980s on the current day location of Tuscarora Mill
restaurant. Following the recommendations of a three member advisory panel, COPA chose
local artist James Garofalo’s art submission which depicts a sprawling stylization of downtown
life on any given day, brimming with vibrancy and lightheartedness. The mural is now complete
and has been fully funded through Friends of Leesburg Public Arts and Diane Canney, founder
of Art of the Matter, Inc.
