HomeMy Public PortalAbout1965-12-18 Meeting226 ATTEST: Village Clerk COUNCIL MINUTES December 18, 1965 Mayor The Council of Bel Harbour Village mat Saturday, December 18, 1965, at 9:30 A. M. in the Village Hell. All the councilmen were present. Also present were W. H. Webb, Village Manager and Mary T. Wetterer, Village Clerk. On motion of Mr. White, seconded by Mr. Landis, the minutes of the previous meeting of November 27, 1965, were approved as submitted. Rev. John Yenches and Mr. Hale Printup of the Church By the Sea appeared before the council regarding the sidewalk in front of the 96v' Street entrance to the church. Mr. Webb said it had been agreed to delete this section of sidewalk from the overall plan. Rev. Yenches then showed the council the landscape architect's renderings for the new treat- ment of the church property and an overall sketch for 96t° Street. Mr. Jay Roth, Village Engineer, then presented each councilman a copy of his report on the survey made by the North Miami Beach engineers' re- lative to the possibility of supplying us with water. He went over the report with the council and outlined their source of supply and the areas served. To serve Bal Harbour would necessitate a 16" water main to be installed from their terminal point in motel row, an increase in the capacity of their pumping station at the Intercoastal Waterway and if more than 2.5 mgd were required by Bel Harbour an additional booster station would be necessary to maintain proper pressure. The estimated cost of extending their system to our booster station, not including the additional booster station, would be $235,750.00. The cost to be amortized by an 80/1000 gal charge over a period of approximately four years. The regular charge for water purchase to be 250/1000 gal. The proposed rate for water after the four year period would be 250/1000 for the 1st 30mg.; next 10 mg., 240; next 10 mg. 230; over 50 mg., 220. Mr. Roth mentioned that the salt content in the supply which would serve Bal Harbour was considerably higher than that of their other two plants or of the present source of supply. However, it is still well within the accepted health December 18, 1965 227 w� standards, but with an additional demand or: these wells it could r.i,n. Mr. Landis asked if we could build the additional lines ourselves and Mr. Webb said that due to the maintenance involved he would he against this proposal. Discussion continued on the possibility of getting the City of Miami Beach to give us a contract with a guaranteed supply and adequate pressure. Mr. Webb said he thought thatthecouncil should ask Miami Beach for a joint meeting and see if something could be worked out. Mr. Roth stated that as soon as the report is ready from the North Miami engineers he would do a similar survey and report to the cuuncit. The matter was then deferred until the next report would be available. Mr. Webb added that at one time we were considering putting a booster station at some point in Surfside around 90th Street to get more pressure to our tank, but atthe time Miami Beach was nut rn favor of it. fllr. Webb reported that Chief Dupuy had contacted Chief /muda of the Metro Department and that they had met to discuss the recall units for the detectives and walkie-talkie units. A test has been made for the fire unit and it was very satisfactory. He said he now believed that we can get by on three walkie-talkie units and two "beepers" for the detectives which will cost considerably less than the amount authorized at the last mec Linn. He said he would give a full report at the next meeting. fllr. Landis said that in checking over the annual audit of the Village that the figures quoted for transfer or funds in the October minutes did not agree with the final audit. figures. Mr. Webb agreed that the figures should be $900 from Dept. 07 and $1400 From Dept. O6 to be transferred $500J to Dept. 050 and $1800 to Dept. 07, in accord with Mr. Landis' findings. nn motion of Mr. White, seconded by Mr. laplin, the meetinn was adjourned. Faulkner, Hart, Landis, Taolin and White Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Vi.11aoe Clerk; and Thomas Anderson, Village Attorney. On motion of Mr. White, seconded by Mr. Taplin,atd unanimously voted the minutes of the previous meeting of December 18, 1965, were accepted as mailed January 29, 1966
