A RESOLUTION: APPROVAL OF LASSITER WAY ALLEY NICHE MURALS
DESIGNED BY LOCAL ARTIST KIM P. KIM FOR
INSTALLATION ON THE TOWN HALL PARKING GARAGE
WHEREAS, the Leesburg Town Council supports the Commission on Public Art,
established in 2006 (COPA Article XII Section 2-100 of the Leesburg Town Code); and
WHEREAS, the work of the Commission on Public Art encourages and supports art
to enhance Leesburg's identity while demonstrating the value of art and creativity within the
community; and
WHEREAS, the Leesburg Town Council adopted the Town Hall Campus Master
Plan in August 2018, which endorses public art opportunities along the Town Hall Parking
Garage elevation fronting Lassiter Way; and
WHEREAS, the Commission on Public Art and Friends of Leesburg Public Arts issued
a Call to Artists for three alley niche murals located on the Town Hall Parking Garage fronting
Lassiter Way; and
WHEREAS, the Commission on Public Art approved a proposal submitted by local
artist Kim P. Kim that depicts local leaders who have contributed to business and economic
development, diversity, notable acclaim, and political leadership in Leesburg; and
WHEREAS, the project will consist of five separate DiBond panels for ease of
transportation and ability of the artist to work in her studio; and
WHEREAS, the Friends of Leesburg Public Arts will fund up to $2,000 towards design
and mural completion and up to $250 for paint and supplies; and

INSTALLATION ON THE TOWN HALL PARKING GARAGE
WHEREAS, minimal staff time by the Department of Public Works and Capital
Projects will be needed other than helping with installation of each DiBond panel; and
WHEREAS, the Town Council must endorse all art displayed on public property.
THEREFORE, RESOLVED that the Council of the Town of Leesburg in Virginia as
follows:
SECTION I: The Town Council hereby endorses the Lassiter Way murals designed by
Kim P. Kim for installation on the Town Hall Parking Garage fronting Lassiter Way.
SECTION II: The Town of Leesburg will own and maintain the physical mural.
SECTION III: The Town Manager is authorized to execute a contract with Kim P.
Kim, in a form approved by the Town Attorney, outlining the mural art copyright retained by
Kim P. Kim with reproduction rights given to the Town for appropriate promotional and
educational purposes.
