The meeting was called to order at 8:15 a.m., a quorum was present at that time. 1. Introduction 2. Acceptance of the December 5, 2019 meeting minutes Mr. Towner made a motion to approve the minutes. Mr. Kross seconded the motion, all members were in favor. 3. New Business a) Request to prohibit parking on Fulkerson Street next to 312/314 Fulkerson Street. (Requestor: Resident of 314 Fulkerson Street) Mrs. Griffin gave the staff report. Staff would recommend prohibiting parking on the east side of Fulkerson St. south of the unnamed alley and prohibiting parking on the APPROVED March 5, 2020 west side of Fulkerson St. starting 45’ south of the unnamed alley and continuing south to the end of Fulkerson Street. The requestor was not present. After a short discussion, Mr. Farr made a motion to accept the city recommendations. Mr. Atterberry seconded the motion. All members were in favor. Motion carries. b) Request to make Scruggs Station-South Country Club intersection a 4-way stop. (Requestor: Staff) Mrs. Griffin gave the staff report. Eric Landwehr with Cole County Public Works was present and advised a 4-way stop was approved by the county’s Traffic & Safety Advisory Committee. Cole County and city staff agree to recommend this intersection be modified to a 4-way stop. After a brief discussion, Mr. Towner made a motion to follow city recommendations. Mr. Farr seconded the motion. All members were in favor. Motion Carries. c) Request to remove parking on both sides of Tower Dr. between Primrose Dr. and Westwood Dr. (Requestor: Ms. Roberta Uballez) Mrs. Griffin gave the staff report. Staff would support removing parking from one side of the street, unless there was strong neighborhood opposition. The requestor was not present. Mr. Diemler made a motion to follow city staff recommendations and remove parking from the north side of Tower Dr. Mr. Atterberry seconded the motion. Members were split on the vote 3-3-0 as shown below. Motion fails to move forward. 3 Aye: Mr. Schwartze, Mr. Diemler, and Mr. Atterberry. 3 Nay: Mr. Farr, Mr. Towner, and Mr. Kross. 0 Abstained d) Request to reduce the time limit on one parking space on the south side of the 300 block of E. High St. to 10 minutes. (Requestor: Rhonda Briot & Holly Stitt) Mrs. Griffin gave the staff report. Staff would support this request unless there was strong opposition. The requestor, Holly Stitt, was present and spoke on her behalf. **Mr. Brooks arrived at 8:56. Mr. Diemler made a motion to accept the city recommendations. Mr. Towner seconded the motion. Mr. Diemler amended his motion to make two spots on the south side of the 300 block of E. High St. 10 minute parking, Mr. Towner seconded the amended motion. After a brief discussion and background information about downtown fire hydrants provided by Mrs. Griffin, Mr. Diemler chose to go back to APPROVED March 5, 2020 the original motion to accept the city recommendations to reduce the time limit on one parking space on the south side of the 300 block of E. High St. to 10 minutes. Mr. Towner seconded the motion. All members were in favor. Motion Carries. e) Request to remove the Residential Permit Parking Zones on: 400 block of Case Avenue, south-side; 400 block of Union Street, south-side; 400 block of Oberman Place, both sides; and 1100 block of Adams Street, west-side. (Requestor: Mr. Ehren Earleywine, on behalf of JCPS) Mrs. Griffin gave the staff report. Staff is neutral on this and would recommend approval of the request only with strong support of the remaining residents impacted by the change. The requestor was present and spoke on behalf of Jefferson City Public Schools. Area resident Karen Howser was present and spoke, opposing the removal of the residential permit parking zones. After a brief discussion, members felt this item was premature and would be better introduced at a later time when Jefferson City Public Schools owns more of the properties, in an effort to reduce the effects this will have on the residents that are still living there. Item dies, lack of motion. f) Request to make additions to schedule W (Snow Priority and Emergency Area Routes) in City Code. (Requestor: Staff) Mrs. Griffin gave the staff report. Mr. Farr made a motion to accept the city recommendations. Mr. Brooks seconded the motion. All members were in favor. Motion carries. g) Request to modify roadway names in Schedule W (Snow Priority and Emergency Area Routes) in City Code for clarity. (Requestor: Staff) Mrs. Griffin gave the staff report. Mr. Diemler made a motion to accept the city recommendations. Mr. Kross seconded the motion. All members were in favor. Motion carries. h) Request to clarify terms used for bus stop/bus zone utilized in City Code and in field signage. (Requestor: Staff) Mrs. Griffin gave the staff report. Mr. Towner made a motion to accept the city recommendations. Mr. Brooks seconded the motion. All members were in favor. Motion carries. i) Request to clarify chapter 22-8 of the City Code, by adding ‘a vehicle’ to subparagraph A. (Requestor: Staff) Mrs. Griffin gave the staff report. APPROVED March 5, 2020 Mr. Diemler made a motion to accept the city recommendations. Mr. Brooks seconded the motion. All members were in favor. Motion carries. j) Request to clarify parking restriction on the 300 block of Case Street. (Requestor: Staff) Mrs. Griffin gave the staff report. Mr. Towner made a motion to accept the city recommendations. Mr. Brooks seconded the motion. All members were in favor. Motion carries. 4. Old Business 5. Other Business a) Inclement Weather/Cancellation Policy Mr. Schwartze reminded everyone that our meetings are canceled when Jefferson City Public Schools are canceled or have a late start. Mrs. Griffin advised that this information and the Jefferson City Public Schools website have been added to the bottom of our meeting agenda. In the future, if there is a chance for inclement weather, an e-mail reminder will be sent out earlier in the week reminding members and staff of our policy. 6.
