b. To comply with or act under the authority M.G.L. c.30A, §.21(a)(3) specific to the
review of Executive Session Minutes for the meetings of November 8, 2021, January 19,

For Consideration: Request approval of School Physician contract for 2023-2024 with a 3%
increase to $7,743.05.
Motion: Move to approve School Physician Contract for 2023-2024.

discussed and other items not listed may also be brought up for discussion to the extent permitted by law. Unless an agenda item
is a posted public hearing, the matter may be considered earlier than the indicated time if there are last minute cancellations or
other unforeseen events which cause the Committee to move more quickly through the Agenda.
b. 7:40-7:45: 2023 ATM Articles - Dr. Cavanaugh
For consideration: 2023 ATM Article School Curriculum, Equipment, and Services
Contracts:
To see if the Town will vote to authorize the Superintendent of Schools, or a designee thereof,
to enter into a contract or contracts for Digital Curriculum (educational programs, educational
courses, educational curricula in any media including online textbooks, educational software,
newspapers, serials, periodicals, audiovisual materials or software maintenance), Technology
Equipment and property Lease, and School Bus Transportation, for a term or terms in excess of
three years but not to exceed six years, including any extension or renewal thereof or option
under an existing contract, upon such terms and conditions determined by the Superintendent
or designee to be in the best interests of the Town; provided, however, that, prior to executing
a contract for a term in excess of three years, the Superintendent or designee shall certify in
writing to the School Committee that such longer term will enable the Town to secure more
favorable terms, considering price, expected useful life and any other relevant factors, that
would otherwise be available under a contract with a three-year term.
Motion: Move to endorse the 2023 ATM Article for School Curriculu, Equipment and Services
Contracts for a term or terms in excess of three years but not to exceed six years.
c. 7:45-7:55: Policy BDFB - SEPAC - New Policy - First Reading - Dr. Cavanaugh

Championship Tournament April 29 (or 30th) to May 3, 2023.
Motion: Move to approve HMS Robotics travel to Dallas for the VEX Robotics Championship
Tournament.

SPECIAL EDUCATION PARENT ADVISORY COUNCIL - POLICY BDFB
The Hopkinton Public School's Mission is to ensure equitable access for all students to
academically challenging curricula in a community that supports social -emotional
learning, ultimately guiding young adults to create their own pathways, engage in
citizenship, and foster respect for self and others.
It is the general goal of the District to foster relationships with parents/guardians, which
encourage cooperation between the home and school in establishing and achieving
common educational goals for students.
The School Committee shall establish a parent advisory council on special education.
Membership shall be offered to all parents/guardians of children with disabilities and other
interested parties. The parent advisory council duties shall include but not be limited to: advising
the school committee on matters that pertain to the education and safety of students with
disabilities; meeting regularly with school officials to participate in the planning, development,
and evaluation of the District's special education programs. The parent advisory council shall
establish by-laws regarding officers and operational procedures. In the course of its duties under
this policy, the parent advisory council shall receive assistance from the school committee
without charge, upon reasonable notice, and subject to the availability of staff and resources.

PROCEDURE
File: BDFB-R - SPECIAL EDUCATION PARENT ADVISORY COUNCIL (SEPAC)
1. In accordance with School Committee policy, File BDFB, the School Committee may
each year, subject to availability of member resources, appoint one or more of its
members as the liaison(s) to the Special Education Parent Advisory Council for the term
of one school year. The liaison(s) will be responsible for attending Special Education
Parent Advisory Council meetings periodically and reporting back to the School
Committee on the results of these meetings.
2. In accordance with a meeting calendar established in partnership between the School
Committee and SEPAC at the start of each school year, the Special Education Parent
Advisory Council will be invited to present to the School Committee two times a year to
share the organizations' annual goals or other topics related to the education and safety of
students with special needs.
3. In accordance with the School Committee's policy, File i the Director of
Special Education and the Special Education Parent Advisory Council chairperson(s) will
meet at least quarterly to address programmatic concerns. Meeting has proven beneficial
to support parent -school collaboration and communication. Other staff, Special Education
Parent Advisory Council Board members, and the School Committee liaison(s) may also
be included in these meetings.

❑ Conference with School Nurse regarding all participants and obtain Nurse's signature on Nurse

❑ If medications are to be administered, they will be administered in a manner consistent with the
district's Distribution of Medication Policy JLCD.
❑ At least one chaperone for the trip holds a current CPR certification consistent with the district's
Cardio-Pulmonary Resuscitation & First Aid Policy JLCE.
❑ Chaperones must be cleared through the Massachusetts Criminal Offender Records Information
(CORI) system before being approved.
