I WHERFIIS, the people of the State of California have enacted the California Park
and Recreational Facilities Act of 1984, which provides funds to the State of
California and its political subdivisions for developing facilities for public
recreational purposes; and
Wf~2EAS, the State Department of Parks and Recreation has been delegated the
responsibility for the administration of the program within the state, setting up
necessary procedures governing application by local agencies under the program; and'
WHEREAS, said procedures established. by the State Department of Parks and ~
Fecreation require the applicant to certify by resolution the approval of applications
before submission of said applications to the state; and
WHEREAS, said applications contain assurances that the applicant must comply
with; and
WIIII2FAS, the applicant agency will enter into an agreement with the State of
California for development rehabilitation or restoration of the project;

1. Approves the filing of an application for 1984 state grant assistance for the
above project; and
2.--. Certifies that said agency understands the assurances and certification in the
application; and
3. Certifies that said agency has or will have sufficient funds to operate and
maintain the project, and if the project is selected for state grant funding;
4. Certifies that said organization will provide construction plans aru] specifications
to the state within one year of the appropriation of funds under this program
will coimience work immediately after state approval; and
5. Appoints the Director of Recreation & Parks as agent of the

City of Iynwood _to conduct all 'negotiations, execute and submit al:

documents including but not limited to applications, agreements, amendments, payment
rec~ests, and so on, which may be necessary for the canpletion of the aforementioned
project. i
