HomeMy Public PortalAbout86-136 (10-21-86)RESOLUTION N0. 86-136 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE CLASSIFICATION PLAN AND GENERAL AND MANAGEMENT SALARY SCHEDULES TO INCLUDE THE REVISED POSITIONS OF BUILDING INSPECTOR AND SENIOR BUILDING INSPECTOR h WHEREAS, the City Council of the City of Lynwood has adopted a.n Employee Classification and Position Plan and amended same as needed; and WHEREAS, the City Council of the City of Lynwood has adopted a salary resolution with salary schedules including General and Management salary schedules; and WHEREAS, the Community Development Department has identified a need for the positions of Building Inspector and Senior Building Inspector; and WHEREAS, the required job analyses have been completed and the classification statements for Building Inspector and Senior Building Inspector. and WIIE REAS, the Personnel Board ha.s recommended the new classifications; WHEREAS, the City Council of the City of Lynwood has reviewed the proposed section and approves same; NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine, order and resolve as follows: Section 1. Amend the Employee Classification a.nd Position Plan to include the new classification statement for the position of Building Inspector, delete pre- h" sent classification statement for Senior Building Inspector and include the revised classification statement for Senior Building Inspector (See Exhibit`A & B). i Section 2. Amend the General Salary Schedule to include the title of Building Inspector at the 19G level. Section 3. Amend the Management Salary Schedule to delete the title of Senior Building Inspector from the SM level and include it at the 6M level. Section 4. Tliis resolution shall become effective immediately upon its adoption. PASSED, APPROVED and ADOPTED this 21st da.y of October 1986. ATTEST: ANDREA L. AYES: COUNCILPERSON BYORK, MORRIS, WELLS, I-IENNING NOES: NONE ABSENT: NONE City Cler<, City~o: Ly o0 I~ ,~ EXHIBIT A BUILDING INSPECTOR DEFINITION Under general supervision, to conduct field inspections of buildings, structures and installations in various stages of construction, alteration and repair for conformance to codes and laws; to enforce building, plumbing, electrical, occupancy and zoning ordinances and codes; to assist in the review of building plans and specifications; 'and to do related work as required. EXAMPLES OF DUTIES (These examples do not list all the duties which may be assigned; any one position may not include all the duties listed) Under direction supervision of the Senior Building Inspector performs field inspections of single and multi-family residential, commercial and industrial buildings and instal- lations during rough to finished stages of construction, remodeling,. and repair; inspects structures in the community development areas, mobile homes and mobile home parks; in- spects motels and hotels for conformance to code; ascertains that permits have been obtained for the work being performed; inspects foundation, excavation, concrete, framing, plas- tering, plumbing, hearing, air conditioning and electrical installations; checks stud, joist, rafter spacing and other structural member factors; examines grade, quality and treatment of lumber, concrete, wire and composition; checks underground installations of conduit and wiring; checks installation of electric panels, fixtures, lighting outlets, control equipment, motors and air conditioning equipment; performs electrical surveys of buildings, equipment and loadsand provides information regarding violations; may perform office and field checks of plans and specifications; may issue building permits; ascer- tain's conformance with applicable codes and pertinent provisions of City ordinances, State and County heahth`ordinances; confers with architects, contractors, builders and the general public in the field and office; interprets .and explains requirements and restrictions; investigates and resolves complaints regarding unauthorized building and ordinance vio- lations; maintains records and prepares necessary reports; assists in the preparation of cases for legal action; stays abreast of changes in codes, laws, ordinances and City policies; assists in coordinating activities with other City offices and departments. SPECIAL REQUIREMENT Possession of an appropriate California operators license issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS Knowledge of: Building construction plans and specifications, methods and materials and proper inspection methods; building, electrical and related codes and ordinances enforceable by the City, specifically including. uniform building and plumbing codes, National Electrical Code, zoning ordinances and State and County health codes; accept- able safety standards in building construction work; safe work practice-s. Abilitv to: Perform building inspections, enforce regulations, examine workmanship, and materials and detect deviations from plans, regulations and standard construction practices; read and interpret building plans, specifications and building codes; make arithmetical calculations quickly and accurately; apply technical knowledge of building trades work; communicate effectively, both orally and in writing.; advise on standard construction methods and requirements; promote and enforce safe work practices; prepare reports and maintain records; establish and maintain cooperative work relationships with builders, contractors and the general public; enforce neces- sary regulations with firmness and tact; read and write at the level required for successful job performance., TRAINING AND EXPERIENCE Any combination of training and experience which would likely provide the required knowledges and abilities in qualifying. A typical way to obtain these knowledges and abilities would be: Two years of responsible work experience. in building inspection, code enforcement or journey level building trades work. EXHIBIT B SENIOR BUILDING INSPECTOR DEFINITION Under general direction, to supervise, assign and coordinate the Building & Safety division, including plan check and building inspection functions; to insure compliance with all applicable laws and building codes; to assist with building ordinance revision and development; to inspect buildings and structures for conformance with building codes and approved plans; to review routine building plans and specifications for proper design and code conformance; to approve building permits; to answer questions concerning code enforcement and structural requirements for the public architects and engineers; and to do related work as required. EXAMPLES OF DUTIES Under general supervision of the Community Development Director, plans, organizes, directs and coordinates the building inspection functions of the City; oversees.and participates in the enforcement of laws, codes and ordinances dealing with standards for. commercial, industrial and residential structures; performs routine plan checking functions and coordi- nates consultant plan check services; reviews the more routine plans and calculations to determine such factors as loading on roofs, walls and floors, size and spacing of beams, rafters and joists, amount of size or reinforcing concrete members and type of structural connections in order to ensure the adequacy of design and meet earthquake, load and material stress requirements; makes field inspections of building construction to insure compliance with applicable codes, ordinances, regulations, building plans and specifications, insures that proper quality building materials are being used; spots and insures corrections of defects in construction work, including electrical, plumbing, mechanical, concrete, frame- work, masonary, lathing, plastering and the construction; calculates foundation, stress, square footage and support requirements for plan checks; prepares lists of corrections for plans and specifications;provides consultation to the Director on building inspection and ordinance development; assists with budget development and expenditure control; develops and recommends changes in fee schedules; has responsibility for maintenance of building inspection records and reports; coordinates building inspection functions with other City departments and government agencies; serves on boards and committees as directed; may represent the City at illegal construction hearings; provides input and review for a variety of planning and community development functions and issues; explains and. inter- prets applicable codes and ordinances for contractors and the general public; supervises and participates in the issuance of building permits; keeps abreast of changes in codes, laws, ordinances and City policy; conducts special inspections and investigations. SPECIAL REQUIREMENTS Possession of an appropriate California Driver's license issued by the State Department of Motor Vehicles. ICBO certification as a Combination Inspector of Building Inspector. DESIRABLE QUALIFICATIONS Knowledge of: Federal, State, County and City codes and ordinances relating to construc- tion and structural requirements; types of building materials and. variations in their quality; modern methods of building construction; acceptable health, safety and fire standards. in building construction; principles, methods and techniques of building in- spection; basic principles and methods of plan checking; basic principles of budget Senior Building Inspector development and expenditure control; general organization, function and services of municipal government; basic civil and structural engineering principles related to building and construction; principles of supervision and training; safe work practices. Ability to: Plan, organize, direct and coordinate building inspection work; supervise and participate in the issuance of building permits, ensuring that permits are issued promptly and in accordance with appropriate codes and ordinances; communicate effecti- vely, both orally and in writing; provide training for Division staff; prepare budget requests and control expenditures; apply technical knowledge of building trades work; use sound inspection techniques to examine workmanship and materials and to detect deviations from plans, specifications and standard construction practices; read and interpret plans, diagrams and specifications;, review and check routine building plans for proper design and conformance with codes and ordinances; make arithmetical calcu- lations quickly and accurately; oversee the maintenance and upkeep of records; provide consultation and recommendations on ordinance development and revisions; explain building codes, ordinances and permits requirements to contractors, developers and the general public; establish and maintain cooperative working relationships,; stay abreast of changes in codes, laws and City ordinances. TRAINING AND EXPERIENCE Any combination of training and experience which would likely provide the required know- ledges and abilities is qualifying. Atypical way to obtain these knowledges and abi- lities would be: Four years of responsible work experiencein building inspection, code enforcement or journey level building trades work. Two years experience as a Building Inspector for a public jurisdiction is highly desirable. Some experience in alead or supervisory capacity is desirable.
