Regional Open : ace R-97-103 MIDPENINSULA REGIONAL OPEN SPACE DISTRICT Meeting 97-17 July 9, 1997 AGENDA ITEM Adoption of an Amendment to the Use and Management Plan for El Corte de Madera Creek Open Space Preserve GENERAL MANAGER'S RACOMMENDATIONS 1. Adopt an amendment to the Use and Management Plan for El Corte de Madera Creek Open Space Preserve to allow realignment and construction of two sections of trail identified as trails B8 and B10 in the Trail Use Plan for the preserve (see report R-96- 60). 2. Designate use of the new trail for hiking only, until such time as Study Area 2, as identified in the Trail Use Plan, is revisited and a final determination made on all trails in the study area. DISCUSSION At your May 28, 1997 meeting, you tentatively adopted an amendment to the Use and Management Plan for El Corte de Madera Creek Open Space Preserve to realign and reconstruct two sections of trail, identified as B8 and B10 in the Trail Use Plan. In addition, you requested an on-site meeting of the Use and Management Committee to see the flagged alignment of the trail prior to final adoption of the amendment. The on-site meeting occurred on the evening of Monday, June 30. Eight people attended, in addition to Directors Crowder, Hanko, and Smernoff. Four of the eight were neighbors to the preserve, while the remaining four were interested trail users. The focus of the workshop involved hiking the approximately 1.5-mile, flagged trail alignment representing segments B8 and B10 in the Trail Use Plan for the preserve. The realignment replaces a sometimes steep and eroded route, which generally follows the alignment of the main water line of the Skyline County Water District. The main water line is the primary source of water serving the residents living in the Skyline Boulevard corridor. The route will need to remain accessible to the water district for maintenance of their system and may be difficult to eliminate as a trail route. The flagged alignment was well received by all in attendance at the meeting. The trail involves more new trail construction than originally anticipated however, and it also utilizes an approximately 0.2 mile section of an overgrown roadbed. Staff anticipates construction of the trail using the new Sweco tractor later this summer. Upon completion of the trail, the use will be restricted to hiking only. This is consistent with other District trail construction projects, which are typically closed to bicycle and equestrian traffic for their first winter season. The closure to equestrian and bicycle traffic allows the trail tread to settle and compact with minimal disturbance. A final determination of the use of this trail should be included in the discussion of all of the trails located within Study Area 2. Public workshops to discuss proposed trail uses for Study Area 2 are expected to occur later this fall. Public Notification A public workshop notice was mailed to those individuals that have expressed an interest in the trails at El Corte de Madera Creek Open Space Preserve. There are about 60 people on the list, including the mountain bicyclists in attendance at the May 28 meeting. Immediate neighbors to the preserve were also notified, as were subscribers to the District minutes, agendas, or other board packet materials. DISCUSSION The attached program evaluation material covers the 1996-1997 fiscal year. You conducted the mid-year review of the 1996-1997 Action Plan's key projects and activities in November, 1996 (see report R-96-115). As was done at that review in November, staff will brief you at your July 9 meeting on additional projects and activities not specifically included in the Action Plan that required significant effort. The planning team has prepared an addendum that provides a summary of other projects and activities described in the Action Plan and Planning Work Program that are in-progress or have been completed this fiscal year; the addendum is at the end of the report after the colored sheet. The summary includes projects, which are shown in italics, that have been undertaken but were not anticipated at the start of the fiscal year. These projects have been initiated or completed since April 1, 1997. The projects are divided into two subprograms that correspond to those contained in the Action Plan. You adopted the Action Plan for the 1997-1998 fiscal year at your March 26, 1997 meeting. Copies of this Action Plan are available at the District office for public inspection. Prepared by: L. OPEN SPACE ACQUISITION PROGRAM II. PLANNING PROGRAM III. OPERATIONS PROGRAM IV. PUBLIC AFFAIRS PROGRAM V. ADMINISTRATION PROGRAM OPEN SPACE ACQUISITION PROGRAM Subprograms A. Negotiations and Special Projects B. Enterprise To Implement the BASIC POLICY OBJECTIVE: The District will purchase or otherwise acquire interest in the maximum feasible amount of strategic open space within the District's planning areas. General Program Emphasis for 1996-1997 As a result of limited acquisition funding, the program effort will continue to focus on the most critical, highest priority projects. Lower priority properties will be pursued through long-term options, available grant funding, bargain sales and gifts. Continued efforts will be made to clear and perfect title to existing District lands. The District will continue to work with the Peninsula Open Space Trust (POST) to acquire land and further the District's overall open space acquisition goals. The enterprise sub-program will also receive continued focus on maximizing rental income and maintaining and improving District rental structures. Staff Resources (Regular, full-time positions, unless otherwise indicated) Land Acquisition Manager (vacant position) Real Property Representative Secretary - Open Space Acquisition (shared half-time with Planning Program) PROGRESS: • The District acquired 304 acres of open space lands since April 1, 1996 including the 63-acre POST (Liles) property, the 161-acre Wells and Cutten properties and the 80-acre Young property in Sierra Azul Open Space Preserve. 1 1996-1997 Negotiations and Special Projects Subprogram Objective To provide for the acquisition of all real property rights necessary to secure a recreational and open space greenbelt in the foothills and baylands, including rounding out and improving public access to existing preserves and connecting District preserves with other public lands. Key Projects 1. Grants, Gifts and Bargain Sales - Focus on acquiring the highest priority, most critical properties, which enhance public access to existing preserves, and connect with other preserves and other public lands, through available grant funding, bargain sales, and/or gifts where possible. PROGRESS: • The 63-acre POST (Liles) property was acquired as an addition to the Cathederal Oaks Area of the Sierra Azul Open Space Preserve for $255,000. POST had acquired the property in 1992 for eventual sale to the District. Environmental Enhancement Mitigation grant funds totaling $113,500 covered approximately 45% of the purchase price. • The District acquired a 5/8th interest in the 161-acre Wells and Cutten property for $100,000 as an addition to the Kennedy-Limekiln Area of the Sierra Azul Open Space Preserve. This property includes a portion of the Bay Area Ridge trail and is adjacent to the District's Rancho de Guadalupe property. The District had previously obtained gifts for a 1/8th interest in the property. The remaining 1/4th interest will most likely be acquired by a quiet title action. • The District acquired the 80-acre Young property for $200,000 as an addition to the Mt. Umunhum Area of the Sierra Azul Open Space Preserve. This property includes a section of Loma Prieta Road which is designated as the Bay Area Ridge Trail alignment. • The District re-acquired the 12-acre life estate interest (former Bach estate) from Bank of America Properties for $275,000 as part of the Skyline Ridge Open Space Preserve. The District has continued to negotiate a long-term leasehold interest arrangement in the property with interested parties. The District secured approval from FEMA and the State Office Of Emergency Services to proceed with repairs of the driveway which was washed out during the 1995 winter storms. When road access is restored, the District will continue to market this property for a life estate buyer or a long-term leasehold interest. • A grant from the Habitat Conservation Fund Program in the amount of $420,500 has been recommended for funding for the purchase of the 481 acre POST (Thysen) property as an addition to the Purisima Creek Open Space 2 Preserve. Final funding approval will be determin.,_ after implementation of the State Budget in July 1997. 2. Options - Obtain Board approval on appropriate long-term options, at market prices or less, to acquire desirable properties that might be affordable in future years should the District be successful in obtaining additional funding for land acquisition. PROGRESS: • No long-term options were obtained during the fiscal year. 3. Sell Surplus Properties - Complete the successful auction sale of the "Teague Hill" surplus property. Also complete the sale of the "Thornewood" surplus property following Board approval. These transactions will help fill a critical funding gap for additional land purchases. PROGRESS: • The District sold the Thornewood surplus property for $600,000 to John and Susan Dean on November 4, 1996. This sale provides additional funding for new land acquisitions. The District originally acquired this property in 1986 for $260,000, but surrounding residential development made potential trail alignments infeasible. • The District has completed the Town of Woodside's applications including site studies and preliminary engineering for three proposed lots on the Pinto Way parcel at Teague Hill. 4. Trail Easements - In order to conserve existing, limited funding, focus on obtaining trail easements that link District preserves and other public lands, enhancing public access to open space and furthering the completion of the Bay Area Ridge Trail and Bay Trail systems. PROGRESS: • The District received a $49,000 grant from the Habitat Conservation fund for a trail acquisition along the Old Page Mill Road across the Silva property. The proposed trail would connect Skyline Ridge Open Space Preserve to Portola State Park. • A short term option was obtained to purchase the Paul property located in Santa Cruz County which will provide the ridge trail connection to Saratoga Gap in the Long Ridge Open Space Preserve. 3 1996-1997 Enterprise Subprogram b'ective To manage all of the District's revenue-producing activities in such a way as to maximize income from enterprise accounts consistent with open space management policies, incorporating compatible new programs when possible. Key Projects 1. Administer Enterprise Accounts - Administer leases and rental properties, consistent with open space management policies, to maintain and enhance revenue stream through competitive and current rate structure, effective maintenance programs, and communication with tenants. PROGRESS: • The District's residential properties continue to be popular and are fully occupied. • The former McDonald ranch house and ranch foreman trailer were converted to enterprise residences increasing the annual rental income from this property by $9,600. 2. Maintain Rental Structures - Carry out maintenance and improvements to rental houses to keep buildings and grounds in a safe, sanitary, and attractive condition and to increase net rental income. Administer long term and reoccurring maintenance priorities on rental properties. PROGRESS: • Repairs and maintenance of enterprise and employee residences is ongoing with most of the deferred maintenance items resolved. Ongoing work includes regularly scheduled cleaning of enterprise septic systems, and pest control abatement at the Hosking Barn apartments, which is nearing completion. 3. Identify and Pursue Alternative Lease Arrangements - Investigate long term leasehold interest agreements and alternative lease arrangements for the appropriate enterprise properties to enhance net income to the District in accordance with Board policy. PROGRESS: • The District is currently pursuing long-term or alternative lease arrangements for enterprise properties (Bean, Smith, and Bach/Bullis residences) in response to increased public interest. 4 4. Administer Historic, Agricultural, and Grazing Leases .)versee lease compliance and renovation requirements on District historic leases. Evaluate and establish criteria for selecting and administering a new historic leasehold interest for the Thornewood property. Monitor existing agricultural and grazing uses in accordance with use and management process. PROGRESS: • The District has extended the interim rental agreement with Tim Steinmetz on the historic Thornewood residence. This agreement provides for rental credit when specific repairs to the main residence are completed. • The District staff continued to work with the Stortzes to meet historic renovation deadlines. District staff, the Board's ad hoc Picchetti Review Committee, and the Stortzes have met to discuss use permit and public access issues. Santa Clara County's Planning Department has indicated that large events such as weddings and banquets, and the private accounting business are not permitted under the existing use permit. 5 1-)PEN SPACE PLANNING PROGRAiv. Subprograms A. Regional and Long-Term Planning B. Site Planning and Implementation To Implement the BASIC POLICY OBJECTIVES: The District will follow a land management policy that provides proper care of open space lands, allowing public access appropriate to the nature of the land and consistent with ecological values. The District will work with and encourage private and other public agencies to preserve, maintain, and enhance open space. Program Emphasis for 1996-1997 Provide direction for acquisition and development of District lands while moving forward with implementation of major public access and infrastructure improvements. Formulate the Regional Open Space Plan focusing efforts on presenting a clear vision of lands to be acquired and facilities to be developed over the next 20 years. Enhance public access to open space preserves, trails, and historic buildings. Develop and upgrade facilities for Operations Program to meet growing needs associated with managing open space. Focusing on development of resource management program. • Significant progress has been made on 40 projects including the Skyline field office, Regional Open Space Plan, Phase I of El Corte de Madera trail construction, Teague Hill surplus land, Rhus Ridge Road parking issues, Fremont Older parking study, Rancho de Guadalupe interim access plan, Russian Ridge grassland study, Fremont Older Trail Use Element, and the Homestead House restoration at Picchetti. • Worked closely with Operations staff to improve communications and working relationship. • Implementation of self-directed team has been accomplished. 6 1996-1997 Regional and Long-Term Planning Subprogram Objective Assist with the formulation, review, and refinement of policies, District-wide plans, and cost estimates for the management and development of District preserves on a regional or District-wide basis. Work with local agencies on joint planning and implementation projects, to share information, and to encourage planning decisions that support the preservation of open space and natural resources and development of regional trail systems. Key Projects 1. Regional Open Space Plan - Prepare a comprehensive plan to guide the District's acquisition, development and stewardship efforts for the next 20 years, including a mission statement, basic policy revisions, and cost analysis. Use and Management Planning Process - Review and revise the Open Space Use and Management Planning Process, focusing on potential changes to the scope and scheduling of Use and Management Plans. Trail Use Policies and Guidelines - Review the Trail Use Policies and Guidelines to consider revisions based on the growing experience and concerns gathered through the implementation process. PROGRESS: • Staff assessment is underway, and workplan to be presented to Use and Management Committee in fall, 1997. 4. California Environmental Quality Act Guidelines - Review and revise the District's CEQA review process to improve the integration of requirements into the planning process and compliance with recent changes in the law. PROGRESS: • CEQA research underway and reference materials obtained; drafted process for determining exemptions; standardized format for presenting project descriptions and findings in reports. 7 5. Teague Hill Surplus Land - Complete engineering studies, surveying, percolation testing, and other documentation to complete lot line adjustment process with the Town of Woodside; determine lots, building sites, trail easements, and other issues prior to marketing property. PROGRESS: • Survey, percolation tests, geotechnical studies, and engineering complete for lot line adjustment submittal. Application on hold pending resolution of General Plan questions with Town. 6. Department Management - Complete the transition from a traditional management structure to a self-managed team. PROGRESS: • Completed series of joint planning and operations meetings to improve communication. Established improved performance evaluation procedures. Preparing team standards and improved mentoring process following up on communication and leadership training. 8 1996-1997 Site Planning; and Implementation Subprogram Objective Apply policies, prepare and implement plans on a site-specific basis, including capital improvement, repair and restoration projects, and respond to site-specific use and management issues. Key Projects 1. Use and Management Plans - Complete the Comprehensive Use and Management Plan for El Corte de Madera, Interim Access Plan for Rancho de Guadalupe, and trail elements for Fremont Older and Purisima Creek Redwoods Open Space Preserves. PROGRESS: El Corte de Madera Comprehensive Use and Management Plan • Presented draft Trail Use Plan to Use and Management Committee in April. • Held public workshop on-site in May. • Board consideration of Plan in May; final adoption in June. • Use and Management Committee and Board consideration of remainder of Trail Use Plan (Study Area 2) anticipated for summer, 1997. • Comprehensive Use and Management Plan anticipated for Board review in fourth quarter of 1997. Rancho de Guadalupe Interim Use and Management Plan • Organized project planning team with two planners and two field staff. • Held meeting with Foothills field staff to gather initial input. • Conducted five project team meetings discussing issues relating to resource protection, maintenance, management problems, and public use. • Administrative draft of interim use and management plan nearly complete. Fremont Older Trail Use Element • Board consideration of Trail Use Element in June; final adoption in July. Purisima Creek Redwoods Trail Use Element • Conducted visitor survey to understand key issues. 2. Trail Construction - Complete the Ridge Trail between Long Ridge and Skyline Ridge Open Space Preserves, implement first phase of El Corte de Madera Trails Plan, including new trails and trail restoration projects, and construct Seven Springs Road bypass trail and trail to hayfield at Fremont Older Open Space Preserve. PROGRESS: Ridge Trail between Long Ridge and Skyline Ridge Oren Space Preserves • Held several meetings with road committee for Portola Park Heights Road • Adopted Use and Management Plan amendment in September authorizing construction of the trail. Trail construction completed, trail is open. 9 • Pacific Gas and Electric completed design of electi—A undergrounding work, awaiting Caltrans encroachment permit to begin construction. El Corte de Madera Creek Trails Plan (Phase n • Contracted for construction of `A' priority trails. • Completed trails Al, A2, A3, A4, A5; Trails opened to all users after finish work was completed this spring. Trail B11 is complete to El Corte de Madera Creek crossing. • Volunteers continue construction of Trail B16. • Completed immediate trail closures identified in the Trails Plan. Completed additional closures upon opening of the Phase I trails. • Contracted for construction of Phase II trails beginning in mid-July. Fremont Older Trails • Constructed Seven Springs Road bypass trail. The trail is open to multiple- use. • Construction of the trail to the hayfield started in March. The project is complete; the trail is open to hiking only for the first year. It will open to multiple use in spring, 1998. 3. Parking and Trail Improvements - Improve parking at Duveneck Windmill Pasture, Monte Bello and Fremont Older, construct new parking at Windy Hill and Rancho de Guadalupe, and complete plans for improved parking at Pulgas Ridge. PROGRESS: Duveneck Windmill Pasture (Rhus Ridge Road) • Ad hoc Board committee and District staff met with neighbors in June. Identified neighbor concerns regarding visitor parking on private property. • Discussed concerns with Town of Los Altos Hills, Santa Clara County Sheriffs Department, Los Altos Fire Department. • Neighborhood meeting held in December to discuss potential solutions. • Tentative adoption of amendment to the Use and Management Plan to address parking issues occurred in January; final adoption of amendment occurred in February. • Implemented signing and improvements to help alleviate parking problems along Rhus Ridge Road in February. • Monitored compliance with assistance of Volunteer Trail Patrol members. Monte Bello Open Space Preserve Parking • South Monte Bello Road permit lot improvements completed. Fremont Older Oven Space Preserve Parking • Long-term parking alternatives study completed. Windy Hill QMn Space Preserve Parking • Worked with Pacific Gas and Electric, Pacific Bell, and Town representatives to coordinate utility undergrounding along Portola Road. 10 • Worked with representatives of The Sequoias to fintize emergency access and drainage easement exchange. • Held several meetings with neighbor and town representatives to attempt to resolve access issues. • Hired Callander Associates to coordinate design revisions. • Presented revised conceptual design revisions to Board in March. Rancho de Guadalupe Area Parking • Examined three potential sites and consulted with County agencies to determine conditional use permits and encroachment permits would be required. • Project team determined interim parking should not be located on roadside but may be considered within the site when interim plan is completed in summer, 1997. Pulgas Ridge Qpen Space Preserve Parking • Retesting of material at old sewage treatment plant determined that toxic contamination not present except for minor asbestos removal. • Final design and permit process, asbestos removal, rescheduled for 1997/98 fiscal year, construction summer 1998. 4. Historic Preservation - Continue restoration of Picchetti Homestead House and implementation of historic lease at Thornewood Open Space Preserve. PROGRESS: Picchetti • Awarded additional $33,000 in grant funding to work on structural and accessibility improvements on the Homestead House. • Hired architect to prepare plans and specifications and submitted plans for permit; obtained permits. • Solicited bids, awarded contract, and completed construction. • Grant reimbursement request submitted to Santa Clara County for two grants totalling $63,000. Thomewood • Assisted Real Property Representative with selection of an interim tenant. 5. Infrastructure Improvements - Complete construction of Skyline Field Office, Schilling Lake spillway repairs at Thornewood, and Weeks Road repairs at La Honda Creek; complete plans for asbestos removal at Mt. Umunhum airbase. PROGRESS: • Staff worked with wildlife and vector control agencies in responding to a coyote attack on a child at Windy Hill. Numerous on-camera interviews with the press were skillfully handled by a variety of staff members. • The Site Safety Inspection System was implemented to inspect new lands prior to purchase and existing lands annually. • Skyline staff designed and installed a new gate closure system at Long Ridge that will be used as the standard at other sites that have seasonal trail closures. • Foothills staff, working with the County Roads Department and the C.C.C., conducted a major clean up along Hicks Road and installed 1,500 feet of fencing. Staff also completed the fencing and signing of the off-leash dog area at Pulgas Ridge Open Space Preserve. • Working with trail construction consultant Gene Sheehan, staff completed the first phase construction of the trail system at El Corte de Madera. • The first pit toilet has been installed at the lower end of Purisima Creek Redwoods Open Space Preserve. The toilet has reduced maintenance, eliminated odor, and does not require pumping for two years. • Volunteer Bo Gimbal, with the assistance of staff, completed construction of the Ridge Trail between Skyline Ridge and Long Ridge Open Space Preserves. • Foothills staff completed major restoration of the Toyon Trail and realigned the Seven Springs Trail at Fremont Older Open Space Preserve. The Fern Trail has also been reopened at Fremont Older. • Field staff received training in first aid, communicable disease prevention, Lyme disease and Hantavirus, wildlife handling, defensive tactics, volunteer leadership, and a variety of other occupational safety issues. • Field staff supervised five special volunteer work days at El Corte de Madera Creek Open Space Preserve in a cooperative project with Responsible Organized Mountain Pedalers and others. • Developed and implemented improvements to the District's two-way radio system. Improvements included the addition of three new maintenance channels, a line of sight frequency, and upgrading the repeater antenna on Mt. Umunhum. • Staff received Influencing Skills communications training in December and January. Supervisors also received leadership and management training in March and April. Additional communication training and staff development has been included in the 1997- 1998 Action Plan as a key project. Key Projects 1. Operations Manual Update - Revise operations manual to include Open Space Technicians, Lead Open Space Technician, and Equipment-Mechanic Operator 14 positions. PROGRESS: • Draft bicycle patrol procedures were distributed to staff for review and comment. The procedures will be finalized in July. • Work is underway on several new sections for inclusion in the Operations Manual including, scheduling, uniforms, and the standing orders system. 2. Special Use Policies - Develop draft special use policies for Board adoption. Work with the Use and Management Committee to develop draft. Concentrate on public agency and private non-profit special uses. PROGRESS: • Staff is reviewing and editing the draft document. Staff had planned to present the draft to the Use and Management Committee before the end of the fiscal year. Other priorities continue to delay significant progress on this project. 3. Deer Hollow Farm - Work closely with City of Mountain View and Santa Clara County Parks and Recreation Department to provide for the continued operation of Deer Hollow Farm. PROGRESS: • In September, the District, the City of Mountain View, and Santa Clara County entered into a three-year agreement for the operation of Deer Hollow Farm. A regular full-time Farm Maintenance Worker was hired in October 1996. The District continues to work the City of Mountain View to support the success of the farm program. 15 1996-19 7 Volunteer and Docent Subprogram b'ectiv� To encourage active public participation in the maintenance, restoration, and protection of the District's natural resources, and provide cultural, historical, and environmental education opportunities to the public. PROGRESS: • Approximately 120 Preserve Partners and Special Projects Volunteers contributed 3,900 hours to a variety of projects on preserves and in the office. Highlights include establishment of a nursery to raise native trees for revegetation projects at Rancho San Antonio, restoration of the Grant cabin at Deer Hollow Farm, creation of a sign inventory system for District preserves, and preparation of a new public lands wall map for the Board room. • Volunteer Trail Patrol membership has increased to 65 volunteers, who spent over 2,000 hours providing information to preserve visitors and monitoring trail conditions. • About 100 Docent Program volunteers spent more than 2,400 hours leading hikes for the general public, teaching school children, and helping visitors explore the Daniels Nature Center. Key Projects 1. Environmental Education - Implement the new environmental education program for school children. Recruit and train additional outdoor education leaders to accommodate more school groups. Investigate methods of providing transportation to school classes needing financial assistance to expand participation in the environmental education programs. PROGRESS: • In March 1996, staff and volunteers implemented Spaces and Species: Exploring Natural Communities, an environmental education program for grades 4-6. Since then, approximately 1,370 school children have participated in this program at Skyline Ridge and the Daniels Nature Center. • Fourteen volunteers completed the initial training classes in fall 1995. Although seven additional volunteers joined the program last November, several volunteers from both classes dropped out of the program this spring. These resignations occurred because of personal reasons and do not indicate dissatisfaction with the environmental education program. As a result, the number of outdoor education leaders remains at fourteen. Even so, the District was able to provide field trips for about 720 students during the spring season. • Staff is exploring potential ways to provide transportation for classes that cannot afford buses. This project is included in the Action Plan for fiscal year 1997-1998. 2. Daniels Nature Center - Work with Planning staff to design and install exhibits. Develop and set up seasonal and temporary displays. Continue to seek grant funding 16 for exhibits and ot.__ public nature programs at the naturr. _-flter. Recruit and train volunteers to staff the nature center at least one weekend day per week. PROGRESS: • The first phase exhibits have been installed. The second phase exhibits have been designed and are expected to be installed in mid-July. Staff anticipates that the deck expansion and exterior exhibits will be completed in September. • Staff has been successful in seeking funding for the nature center exhibits. To date, the District has received a $5,000 donation from Peninsula Open Space Trust, a $25,000 contribution from a private donor, and a $10,000 donation from the Compton Foundation. • Since April 1996, the nature center has been staffed by volunteers and open to the public on Sundays. The center was closed during the winter months and reopened in mid-March. As many as 120 people have visited the nature center on a Sunday. 17 PUBLIC AFFAIRS PROGRAM Subprograms A. Visitor Services* To Implement the BASIC POLICY OBJECTIVE: The District will educate and make clearly visible to the public the purposes and actions of the District, and will actively encourage public communication and involvement in District activities. General Program Emphasis for 1996-1997 Maximize the general public's awareness and understanding of the District, its goals, and its activities, by reaching all communities served and all target audiences with District information. For the purposes of this program evaluation, visitor services will be included in its former program, Operations. PROGRESS: • A total of 30 slide presentations were made throughout the community, and 10 displays were set up and staffed, reaching thousands of District constituents. • The District's newsletter mailing list grew to approximately 15,500 names. Each of the four issues of the newsletter (including the annual report) was also mailed to 5,000 random addresses in targeted zip codes, resulting in hundreds of new subscribers. • Two direct-mailings were made to over 5,000 members of the nine chambers of commerce to which the District belongs; one included the District fact sheet, and the other included the Visitors Map and a District post-it pad. • A total of 32 press releases were distributed, resulting in a significant level of media coverage. • The planning department developed a very popular new South Skyline Regional Map, featuring trail connections among six open space preserves. This was publicized via a 18 press release and Othe internet, and was distributed to i— media, elected officials, other agencies, to hiking, biking, equestrian, and recreation retailers, and by phone, email, letter, or walk-in request. 19 1996-1997 General Public Information and Outreach Subprogram Objective To generate additional support among the general public for completing the greenbelt by increasing the positive perception and awareness of the District's mission, objectives, accomplishments, programs, and effective management of public lands and financial resources. Key Projects 1. Public Events - Implement an event in May, 1996 dedicating the Stegner memorial bench; implement the outdoor environmental festival, This Land is Your Land - A Day in Open Space, at Skyline Ridge Open Space Preserve in June, 1996. PROGRESS: • The Stegner bench commemoration event took place on Sunday, May 19 and was well-attended. It received moderate media coverage. • This Land is Your Land took place on Sunday, June 9, and was attended by approximately 1,000 people, and met or exceeded all objectives. • In conjunction with the planning program, a Dedication and Grand Opening of the Grant Cabin at Rancho San Antonio Open Space Preserve was held on July 26. 2. Kids' Art of Open Space - Schedule and coordinate the third event to take place no later than March 31, 1997. PROGRESS: • Over 750 children participated in this year's event, and over 500 people attended the reception on February 26. Moderate media coverage resulted. 3. Annual Report - Publish a District 1995-1996 Annual Report by May 24, 1996, followed by three regular issues of Open Space News. PROGRESS: • All issues of Open Space News and the 1995-1996 Annual Report were produced and distributed within the proposed schedule. 20 1996-19 7 Legislative, Funding, and Organizational Relations Subprogram Q 'e ,tiv To carry out the high priority elements of the District's legislative plan and to inform other public agencies and private organizations about the District's activities and goals. Key Projects 1. Lobbying Efforts - Work with the General Manager and the District's Sacramento lobbyist to preserve current and future state funding for the District, and to carry out elements of the District's legislative plan. PROGRESS: • The District took positions on a wide variety of Assembly and Senate bills, and a constitutional amendment, and also sought legislative support for a number of grant applications. The District also began the process of sponsoring AB 1366 with San Mateo County, and SB 1048 with the Bay Area Open Space Council. Overall, there were no bills passed that had particularly significant impact to the District. 2. Protection Of District Funding - Work with Fast Bay Regional Park District to provide for long-term protection of District funding, including possible modification of appropriate Public Resources Code sections. PROGRESS: • East Bay Regional Park District, the lead agency involved in developing this issue, has not pursued it during the most recent legislative session. It is believed that that agency will proceed with the issue when the legislative climate improves. 3. Regional Funding - Work with San Mateo County, the Bay Area Open Space Council, the Planning and Conservation League, and others to develop and support potential regional or other alternative funding mechanisms. PROGRESS: 0 The District was active on the San Mateo County Sales Tax Committee, which was attempting to get AB 3239 and then SB 1838 passed, to put a parks, open space, schools, and library sales tax on the ballot. In the past legislative session, this bill failed to advance through committee, but in the current session is faring much better. The District will continue to participate in supporting this bill. The Bay Area Open Space Council is sponsoring SB 1048, a bill to fully define the Bay Area Program of the California Coastal Conservancy, thus providing future funding opportunities for the nine-county bay area region. The District continues to be very involved with the sponsorship of this bill and the strategies for its passage through committee. 21 4. California Constittonal Revision Commission - Work OK the General Manager, the Board President, and the Legislative, Finance, and Public Affairs Committee to follow developments of the California Constitutional Revision Commission, provide input to the Commission and State legislature as appropriate, and develop a District position on the Commission's final recommendations. PROGRESS: • The District and its legislative advocate in Sacramento tracked the progress of this issue. The District's position on selected elements of the proposals, particularly related to special districts and changes to other local government entities, was submitted to the Commission. The final recommendations were not placed on the November 5, 1996 ballot, and the issue appears dead. However, should the issue arise again, the District will continue to work to minimize any negative consequences. 22 ADMINISTRATION PROGRAM To Implement the BASIC POLICY OBJECTIVE: The staff of the District will administer the affairs of the District on behalf of the public so as to maximize accomplishment of the goals of the District within existing financial and other constraints. Maintain the District's viability as an open space acquisition and management agency in light of limited funding. Key Projects 1. District Funding - Work to preserve current and future state funding for the District. Continue to provide multi-year information/scenarios on District's long-term finances, including bonded indebtedness and cash flow, and to address the need to rely on the availability of grant funds for major development projects. Pursue alternate sources to secure additional funding the District to meet acquisition and open space management needs, including, if feasible, a 1996 note issue for critical open space acquisitions. PROGRESS: • In June the Board approved the issuance of Midpeninsula Regional Open Space District 1996 refunding promissory notes in a principal not to exceed $18,700,000 and approved the formation of the Midpeninsula Regional Open Space District Financing Authority with Santa Clara County. • The Financing Authority authorized the issuance of up to $30,200,000 (the final amount was $29,910,201.25) Midpeninsula Regional Open Space District Financing Authority 1996 Revenue Bonds and the transaction closed in July. 2. Human Resources - Carry out District's personnel and labor relations functions. Enhance organizational effectiveness through increased communications, staff meetings, retreats, workshops, training seminars, and team building activities. PROGRESS: • Hiring process completed for Planning Secretary, Receptionist, Resource Management Specialist, Volunteer Coordinator, Public Affairs Assistant, Farm Maintenance Worker, Lead Open Space Technician, Open Space Technician, Equipment Mechanic-Operator, and Operations Analyst positions. • The Influencing Skills training was delivered to all staff, followed by Leadership and Supervisory Skills training for managers, supervisors, and selected professional staff. Training sessions through CONCERN Employee Assistance Program have included a Humor in the Workplace seminar for all staff, and various team-building meetings for selected staff as needed. Back fitness training for all staff was held in December, and non-discrimination training was held in early April. • Completed labor negotiations with SEIU Local 715 for an unprecedented three- year agreement. 24 • Com leted4visions to the sal incentive awardloogram, now called the P salary exemplary service award program. The primary changes in the new program include expanding the award criteria to incorporate performance that contributes to a positive work environment; expanding eligibility for the program to all office, supervisory, and management staff; and instituting a staff nomination process to help determine award recipients. • Various staff committees remain active (staff safety committee, field uniform committee, and fun committee), and staff newsletter (Staff Stuff) is issued approximately every two months. 3. Joint Meetings - Coordinate joint meetings with the Board of Directors, the Park and Recreation Commissioners of Santa Clara County, and the Board of Directors of the Santa Clara County Open Space Authority, to discuss topics of mutual interest. Hold joint meetings with key parks and recreation department staff at San Mateo and Santa Clara Counties to facilitate interagency cooperation and communication. PROGRESS: • Staff anticipates that the proposed joint meeting with Santa Clara County Parks and Recreation Commissioners and Open Space Authority directors will be deferred to 1997-1998 fiscal year so that meeting can focus on presentation and discussion of District's Regional Open Space Plan. • General Manager has been meeting regularly with Patrick Sanchez, San Mateo County Parks and Recreation Director, and his counterpart, Paul Romero, in Santa Clara County and Larry Coons, General Manager of the Santa Clara County Open Space Authority. 4. Regional Open Space Plan - Work with the Board of Directors, Planning Program, and all District staff to prepare a plan providing a clearer vision for the future of the District. PROGRESS: • Staff workshops held in April and June to review Basic Policy revisions and District Mission Statement. Staff members C. Bruins, D. Danielson, and C. Beckman formed a subcommittee to draft an alternate Introduction for the Basic Policy. • Board held a Special Meeting Workshop on October 30 to review proposed Mission Statement, revised Basic Policy, and confirm next steps in the Development of Regional Open Space Plan (ROSP). • Four public ROSP workshops were scheduled in various areas of the District; Mountain View, Los Gatos, Skyline and Redwood City. • Held three staff workshops and three "stakeholder" workshops with other agencies and organizations. 25 ADDENDUM OPEN SPACE PLANNING PROGRAM PROGRESS ON OTHER PROJECTS AND ACTIVITIES 1996-1997 The addendum provides a summary of other projects and activities described in the Action Plan and Relative Site Emphasis that are in-progress or have been completed this fiscal year. Determine that the actions described below are categorically exempt under the California Environmental Quality Act. 2. Authorize staff to solicit bids to resurface the entry road at Rancho San Antonio Open Space Preserve. DISCUSSION At your March 26, 1997 meeting, you approved the fiscal year 1997-1998 budget which included $35,000 for the improvement of the Entry Road at Rancho San Antonio Open Space Preserve (see report R-97-51). The entry road at Rancho San Antonio (see attached map) was last surfaced in the summer of 1988 with an oil and screen surface. Since then, staff has been repairing the road annually with asphalt patching material. It is now in need of a complete re-surfacing. The first half of the road, from the County Park to the permit lot and Foothills Field Office, provides access for numerous heavy vehicles per week including school buses for Deer Hollow Farm, and the District dump truck. Staff estimates that this section of road receives roughly twenty heavy vehicle trips per week, sometimes weighing up to seven tons. The second half of the road, from the permit lot to the bridge at Deer Hollow Farm, does not have as much heavy vehicle traffic. Vehicles utilizing this section of road are typically District patrol trucks and private vehicles of Deer Hollow Farm staff and docents. The entire entry road is also heavily used by District visitors-hikers, runners, strollers, and bicyclists, although a dirt trail parallels the length of the road. In order to maintain the rural character of Rancho San Antonio Open Space Preserve, staff is proposing to place an oil and screen surface on the road. The appearance of the new surface (crushed rock pebbles)will be similar to the existing road. However, due to the number of heavy vehicles on the first section of road, and in order to provide the strength and durability needed, staff is proposing to asphalt that section of road, with an oil and screen surface on top. In addition, the annual maintenance required will be significantly reduced. The road will be closed to visitors during the construction period, approximately one or two days. Visitors will be notified by posting in advance and will be re-directed to the adjacent trail. Budget Information Based on preliminary estimates, staff anticipates the cost of this project to be$40,000. The approved budget for this project is $35,000. The additional $5,000 expenditure enables us to place the oil and screen surface on top of the asphalt paving maintaining the rural look at Rancho San Antonio. However, the final cost will not be known until the bidding procedure is completed and a contract approved by the Board. Additional Projects There are two additional projects which staff would like to include in the bid as optional projects. These are: surfacing the driveway to the field office, and surfacing an area behind the ranger office to keep the dust down. Both the field office driveway and the area behind the field office currently have a base rock surface. The driveway has a steep grade and requires a great deal of maintenance to support the heavy traffic which travels to the field office(including dump trucks, fuel trucks, etc.). Staff would like to continue the asphalt paving with an oil and screen surface up to the field office and oil and screen the area behind the field office to keep the dust down. The two additional projects will be added into the bid specifications as separate items. This will enable staff to identify the true cost of these projects and present these costs to the Board at the time of award of contract. At that time, the Board can determine the priority of these additional projects, based upon analysis. PUBLIC NOTIFICATION Board consideration of this item has been posted on site at Rancho San Antonio Open Space Preserve. CEQA COMPLIANCE Protect Description The project consists of solicitation of bids to resurface the existing entry road at Rancho San Antonio Open Space Preserve. CEQA Determination The District concludes that this project will not have a significant effect on the environment. It is categorically exempt from CEQA(California Environmental Quality Act)under Article 19, Section 15301 of CEQA Guidelines as follows: R-97-101 Page 3 Section 15301 exempts the operation, repair, or maintenance of existing public facilities involving negligible or no expansion of use beyond that previously existing. The resurfacing of the road is considered maintenance. The level of road use will not expand based on the resurfacing. Authorize staff to solicit bids for the demolition and replacement of two bridges in La Honda Creek Open Space Preserve. 2. Authorize staff to specify Skip Gibbs Railcars as a unique product provider as part of the bid specifications. DISCUSSION Background In March 1990, the District acquired the 1,100-acre McDonald property as an addition to La Honda Creek Open Space Preserve. The preliminary use and management plan adopted by the Board of Directors in May 1990 closed the site to the public in order to properly plan for safe public access to the property. During this time, the District leased-back the entire property to Mr. McDonald for a total of six years for his grazing operation. Mr. McDonald's lease expired on April 30, 1996 and no additional leases have been executed. In March 1996, as part of our long-term planning efforts, the District hired a structural engineer to inspect the two existing bridges on the property (see attached map). The engineer determined that the bridges had deteriorated and were unsuitable for vehicular traffic. As a result, District patrol trucks and maintenance vehicles have been unable to access a majority of the site for over a year. The adjacent property owner, who also uses one of the bridges, was informed of the bridge's condition. Recommendation Staff discussed the necessity of replacing both bridges. The upper bridge is located approximately one-half mile from La Honda Road and links the farm complex to the vast grasslands and ranch roads on the property. This bridge provides the quickest response to the grassland area for fire and emergency-response vehicles. The bridge also provides access to the water supply for neighbors and both residences on the preserve. The bridge provides access to the lower half of the property and the road along the creek, and allows access to the entire site when the upper road is closed due to wet conditions. With both bridges open, the road system provides District staff with the ability to patrol the site efficiently. With only one bridge open, rangers would find themselves needing to double back to exit the preserve, a situation which would significantly delay emergency response to other preserves. As a result, staff is recommending the replacement of both bridges. Funding At your March 26, 1997 meeting you approved the fiscal year 1997-1998 budget which included $15,000 for the design and permits for the replacement of both bridges. Plans are close to completion and permits have been approved from San Mateo County, California Department of Fish and Game, Regional Water Quality Control Board, and the Army Corps of Engineers. Staff would like to attempt to replace the bridges this fiscal year in order to reinstate patrol and emergency access to the site as soon as possible. An engineer's estimate is currently being completed and was not available at the time of this report. However, if you authorize staff to solicit bids, costs will be presented to you for approval when staff returns for authorization to enter into contract. For a rough comparison, the District replaced the bridge at Deer Hollow Farm at Rancho San Antonio Open Space Preserve in 1991 at a cost of roughly$ 70,000. At the time, bidding conditions were favorable to the District and the cost was considered low. On the other hand, the Deer Hollow Farm bridge was constructed on site, which typically costs more than flatcar bridges. Funds have not been specifically allocated for construction of the bridges in fiscal year 1997-1998 budget; however, funds could be shifted from projects that are anticipated to be underspent or that may be delayed until next year. For example, the parking lot construction project at Windy Hill may cost less than expected because improvements to Portola Road have been scaled down over the past few months. In addition, the seismic upgrade to the Rancho San Antonio Shop Building(budgeted at $120,000) may be delayed because plans and specifications have just been completed and permits may not be obtained in time to begin construction before the start of the rainy season. In either case, staff feels it is likely there will be remaining capital improvement funds to construct the La Honda Creek bridges, which are considered a high priority to ensure protection of the preserve's resources. Unique Product Determination Many of the bridges found on District preserves are old railroad flatcars. Flatcars are an economical alternative to pre-fabricated bridges or on-site fabrication. Until recently the District had been unable to find flatcars which are certified and labeled accordingly, and as a result the District was unable to utilize them for new bridges. However, staff has now found a supplier of certified railcar structures: Skip Gibbs Company, Redwood Valley, CA. The supplier has visited the sites and confirmed that railroad flatcar bridges are ideal for these crossings. R-97-102 Page 3 i These flatcar bridges have been utilized by other public agencies including the Army Corps of Engineers, California Department of Forestry, and Monterey County. In accordance with Public Resources Code 3400, this product is unique, is being used in the public interest, and is the only brand name known. Therefore, the District will be listing Skip Gibbs Company as the supplier of the flatcar bridge. The bid specifications will provide 35 days after the award of contract for submission of an equal item, if it can be found to the District's satisfaction. PUBLIC NOTIFICATION Notification of Board consideration of this item has been sent to the adjoining owner who uses the bridge for secondary access. CEQA DETERMINATION San Mateo County is responsible for review and approval of a Development Review Permit and as such is the lead agency for compliance with the California Environmental Quality Act (CEQA). San Mateo County determined that this project is categorically exempt pursuant to Section 15302, Class 2 relating to replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure replaced. The District is the applicant and project proponent in this case and has provided information for the environmental documentation. DISCUSSION The 1997 National Recreation and Parks Association (NRPA) Congress for Recreation and Parks is an annual conference held for parks and open space professionals. This year's Congress will be held in Salt Lake City, Utah from October 27 through November 2. The Congress includes educational sessions on a variety of useful subjects, including information technology, benefits of parks and recreation, master planning, funding issues, facilities management, and many others. The registration fee for the conference is $330. Total projected expenses, including registration fee, airfare, and lodging are approximately $1,500. This bill will allow the San Mateo County Board of Supervisors to place a one- half cent sales tax measure on the local ballot, with a two-thirds voter approval requirement. Proceeds from this sales tax will support schools, libraries, and parks within San Mateo County. Over the last three years, a non-partisan coalition of supporters of these three issues have been diligently working to formulate a means of alternative funding for schools, libraries, and parks. It's clear that funding in these areas has been woefully insufficient and is getting worse; AB 375 will provide for local voter consideration to help resolve this local issue. Bcc : X-Attachments : July 9, 1997 Dear Trail User: I am writing to follow up on your recent email and the Board of Directors' review of your comments regarding "Moody Trail" at Sierra Azul Open Space Preserve . I apologize for the delay in responding. Since receiving your comments we have performed extensive research on the status of this route, and the Board has decided to put this matter on an upcoming public agenda. Although apparently this route has been used as a trail for some time, it was never developed as a trail by the District, nor designated as a trail by the Santa Clara County Parks Department . This very steep and eroded route was utilized as a firebreak during the Loma Priesa fire of the mid-1980s, after which it became overgrown, only to be unofficially re-opened by users . One of the District' s goals is to protect the natural resources of the preserves, while allowing for public use consistent with the District ' s resource protection policies and practices . Due to its eroded nature, and its location in close proximity to the Priest Rock Trail, it has been closed to all trail use . We feel the closure of this firebreak to trail use and its restoration to a more natural condition is consistent with the District' s resource protection goals . Trail alignments and trail uses are designated by the District' s Board of Directors . Typically, a designated trail is shown on District maps and has trail signs installed at its junction with other trails . Since it essentially duplicates the Priest Rock Trail, the options of realigning this route or making other significant physical changes to develop this as a viable trail were not selected. To ensure ample opportunity for a full discussion, this issue has been scheduled for the public agenda of August 13 , 1997 . The Board meeting begins at 7 : 30 p.m. here at the District offices . Dear Mr. Rogers, Skylonda is located at an intersection of two major state highways that have been heavily used for many years, prior to the inception of the District. Motorists, motorcyclists, and bicyclists traveling to and from the coast use these routes regularly. The increasing population of the San Francisco Bay Region has added to the popularity of the area. The District finds no reasonable basis for assuming a share of the cost of installing a public restroom at this intersection. The District currently provides restrooms in the parking lots of nearby open space preserves, including Russian Ridge, Purisima Creek, and Skyline Ridge. A restroom is also scheduled to be installed at Windy Hill Open Space Preserve, on Skyline Boulevard south of Highway 84. These restrooms meet the needs of the majority of visitors to nearby open space preserves. Any preserve visitor that might use the restrooms at Skylonda is also a potential customer of the businesses there. The presence of two gas stations, two restaurants, and a store are a major attraction to travelers. The motorcyclists that gather at the intersection on weekends are probably regular users of the restroom facilities at the local businesses. We believe that the majority of people who use your facilities are Skylonda customers. I hope this clarifies the District's position on the question of providing public restrooms in the Skylonda commercial area. Werth 103 S. First Street Campbell, Ca. 95008 Dear Mr. Werth Thank you for your May 30, 1997 letter regarding use at St. Joseph's Hill Open Space Preserve. At our Regular Meeting last night, the District's Board of Directors reviewed your comments. We are sorry to hear about your experiences with inconsiderate hikers and dog owners in this preserve. We are concerned about the safety of all preserve visitors, and are actively working to reduce conflicts on District trails. Volunteers and staff distribute a trail etiquette brochure, rangers patrol on bicycles, and we have an active volunteer trail patrol program which includes a canine component, as well as hikers, bikers and equestrians. The District also enforces a 15 M.P.H. trail speed limit (5 M.P.H. when passing). Our hope is that, through these efforts, we can reduce the potential for conflict. We appreciate the efforts you made to be pleasant with other visitors at the preserve; unfortunately not all of the visitors are as considerate. When such a conflict does occur, please attempt to report it directly to a District ranger or let us know as soon as possible at our main office at (415) 691-1200. With regard to the trail signage at the Novitiate Trail, we will ask the rangers to check and ensure that the signage is in place for this trail.
