HomeMy Public PortalAbout86-158 (12-08-86)izESOLUT1oN No. 86 158 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE CLASSIFICATION PLAN AND MANAGEMENT SALARY SCHEDULE TO INCLUDE THE POSITIONS OF ASSISTANT DIRECTOR OF PUBLIC WORKS AND EQUIPMENT REPAIR SUPERVISOR P'~ ~ WHEREAS, the City Council of the City of Lynwood has adopted an Employee Class ifica.tion and Position Plan and amended same as needed; and WHEREAS, the City Council of the City of Lynwood has adopted a. salary resolution with salary schedules including a management salary schedule; a.nd F~~T_~ RE AS, the Public Works Department has identified a need for the positions of Assistant Director of Public Works and Equipment Repair Supervisor; a.nd WHEREAS, the required job analyses have been completed and the classification statements- prepared on~that basis. WHEREAS, the Personnel Board has recommended the new classifications; WHEREAS, the City Council of the City of Lynwood has reviewed the proposed action and approves same; NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, determine. order and resolve as follows: Section ].. Amend the Employee Cla ssifica.tion and Position Plan to include the classifications of Assistant Director of Public Works and Equipment Repair Supervisor and delete the unused position of Garage Superintendent. P^ ' Section 2. Amend the management salary schedule to include the titles of ~~, Assista.nt Director of Public Works at the level of 7M and Equipment Repair Supervisor at 3M. Section 3. This resolution shall. become effective immediately upon its adoption. EXAMPLES OF DUTIES Confers with unit supervisors concerning the planning, scheduling and assigning of maintenance, operation, repair and construction functions; makes periodic checks on work progress and recommends improvements; oversees the development, training and evaluation of unit staffs;- insures the proper development and administration of work safety programs; reviews and interprets laws, regulations, directives and ordinances pertaining to the functions of assigned units; assists with the recruitmen*_ and selection of staff; develops and reviews cost estimates for a variety of jobs; reviews budget reouests and expenditure controls: coordinates design and construction plans with engineering staff; reviews and makes suggestions on purchases and ~f equipment specifications; makes recommendations on long range capitol improvements: coordinates assigned functions with other City departments, government agencies and public utilities; investigates complaints and resolves problems; reviews a variety of reports and operating records prior to submission; confers with the Director of Public Works/City Engineer regarding project scheduling, progress and completion; administers departmental activities in the absence of the Director; represents the Public Works Department with community aryani=aliens and groups as directed; provides general administrative, budgetary, engineering and management assistance to the Director of Public Wor4;s/City Engineer. I - ' i I DESIFASLE ~UALIFICATIOhS Knowledge of: Methods, materials, ee!iipment and techniques used in public works maintenance, repair and construction, particularly as applied to streets, water system, electrical and equipment maintenance and repair; Laws, rules, ordinances and regulations related to public works maintenance, construction-and repair; General civil engineering principles and practices as applied to the field of municipal public works, including planning, developing, designing, constructing, operating and maintaining a variety of public works facilities; Designing, planning and developing specifications for public works maintenance and construction projects; Long range planning of public works facilities; Principles of budget preparation and e;<penditure control;. Principles of supervision .and training; Safe work practices,.safety laws and safety regulations. Ability to: Plan, organize, supervise and coordinate the work of a Large staff assigned to a variety of public works maintenance, operation, repair and construction functions; Oversee the establishment of employee training, safety and certification programs; Provide comprehensive administrative reviews of work activities, casts, staffing requirements, • equipment usage and time requirements: Analyze work activities and.ooerational problems, instituting better methods of accomplishing functions; Communicate effectively, orally and in writing; Direct the activities of the City automotive and equipment repair facility; Assist in the preparation of departmental operating and capital improvement Sudge*_s and control budget e:cpenditures; Adminlster departmental 3Ctiv1tie5 In the db52nCB Of the Director; Assist the Director in general administrative, management and engineering activities; Insure the eroaer maintenance and operation u-f the City's public works facilities; Direct and revises the oreparatian cf a variety of retards and repcrts; - --- _. _ . Training and Er:perience: Any combination or' training and experience which would provide the required knowledges and abilities is oualifying. A typical way to obtain theses knowledges and abilities would be:- . Four years of increasingly responsible supervisory or management experience in public works administrative, ehgineering, maintenance construction and repair activities: Education: Graduation from an accredited four year college or university with a degree in Civil Engineering, Fublic Administration, Puniness Administration or a closely related field is highly desirable.. r
