REGULAR COUNCIL MEETING, JUNE 15, 2020
FIRST MEETING – CURRENT COUNCIL
CALL TO ORDER
Mayor Carrie Tergin called the June 15, 2020 City Council meeting to order at 6:03 P.M.
Due to COVID-19 social distancing recommendations, the City Council meeting was made
available for participation via WebEx; and available for viewing on the City’s Facebook
page: https://www.facebook.com/CityofJefferson.
ROLL CALL
The f ollowing Council Members were present via WebEx for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Schreiber,
Vogt, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham to adopt the agenda. Councilman Kemna
seconded the motion. There being no objection, the motion to adopt the agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
There were no miscellaneous agenda items at this time.
PUBLIC HEARINGS
a. Approving a Petition to Create a CID at MSP.
i. Associated Pending Bill 2019-141 (Schreiber, Fitzwater)
Staff: Ryan Moehlman
A staff presentation was made by Mr. Moehlman. Mr. Moehlman also presented a
substitute exhibit.
Councilman Schreiber motioned to amend the exhibit to the bill. Councilman
Fitzwater seconded the motion. The motion was unanimously approved.
There being no one from the public to speak on the bill, Mayor Tergin declared the
evidentiary portion of the public hearing concluded and stated that the City Council
would now take up the associated pending bill.

2019-141 with an amended exhibit sponsored by Councilman Schreiber, co-
sponsored by Councilman Fitzwater, entitled:
AN ORDINANCE APPROVING A PETITION FOR THE CREATION OF THE MSP
COMMUNITY IMPROVEMENT DISTRICT; ESTABLISHING THE MSP
COMMUNITY IMPROVEMENT DISTRICT AS A POLITICAL SUBDIVISION OF
THE STATE OF MISSOURI; AND DIRECTING THE CITY CLERK TO NOTIFY
THE MISSOURI DEPARTMENT OF ECONOMIC DEVELOPMENT OF THE
CREATION OF THE DISTRICT.
Bill 2019-141 with an amended exhibit was read third time by title, placed on final
passage, and passed by the following roll-call vote as Ordinance 16043:
Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Schreiber,
Vogt, Ward, and Wiseman
Nay: None

a. Human Resources Director Gail Strope presented the following recommended
appointments. Councilwoman Ward motioned to approve the recommendations.
Councilwoman Wiseman seconded the motion. The motion passed unanimously.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
All City meetings and cancellations can be found on the City’s calendar at
jeffersoncitymo.gov.
Mayor Tergin announced the passing of all four City Charter amendments at the
June 2nd election. Mayor Tergin thanked the City Charter Advisory Committee,
Councilmembers, and City Staff for their hard work throughout the process.
Mayor Tergin also announced the City Counselor to City Attorney title change
which passed as part of a City Charter amendment.
Finally, Mayor Tergin announced BusinessInsider.com naming Jefferson City as
the #2 place to live after a pandemic.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
There will be a new representative when the University’s Fall 2020 semester begins.

The following items were brought before the City Council for approval by Consent:

1412 Moreland Ave.
A motion was made by Councilman Graham and seconded by Councilwoman Ward to
approve the consent agenda items. The motion was approved unanimously.

UNFINISHED BUSINESS
Mayor Tergin and Councilmembers recognized Councilman Mihalevich for his time as
City Councilman for Ward 2, liaison to numerous boards and commissions throughout his
term, and overall involvement in the community.
Mayor Tergin announced that following adjournment Sine Die of this meeting, the
following elected officials will be sworn into office by the Honorable Patricia S. Joyce,
Presiding Judge, 19th Judicial Circuit, Div. IV , and convening of the second meeting of
the “New Council.”
