The course starts and ends at the Hopkinton Center for the Arts at 10:30am. Registration will open at 9:00am. Last finisher is expected by 11:30am. Parking is at the HCA and HPS. Bathrooms are at the HCA. The course follows Loop Rd counter-clockwise with out and back spurs on Center Trail and the Center Trail extension. Volunteers are directing runners while dressed in costume and character all along the course. There is a water stop at mile 2 (on Loop Rd). All finishers receive a finisher mini-pumpkin. Post-race halloween themed festivities are held at the HCA. Medical Volunteers: We will have 1-2 designated medical volunteers on the course. We will have a first aid kit on site at the HCA (start and finish) as well as plenty of hydration for participants along Loop Rd. Communtication: All volunteers along the course (about 25) have cell phones on them and are trained to 1st phone police in case of emergency and 2nd notify our medical professionals on the course. Bathrooms are at the HCA. The course follows Loop Rd counter-clockwise with out and back spurs on Center Trail and the Center Trail extension. Volunteers are directing runners while dressed in costume and character all along the course. There is a water stop at mile 2 (on Loop Rd). There is a kids 100m kids fun run from the speed bump to the finish line for small children immediately before the 5K begins. If there are too many children we split them into 2 separate heats. All finishers receive a finisher mini-pumpkin. Post-race halloween themed family friendly festivities are held at the HCA. Venue Overview: Outside HCA. Bathrooms inside. Registration indoors at front desk. All other events in front parking lot unless raining. If raining, participants will be welcome to move shelter indoors. Risk Assessment: Event planned on a course closed to traffic. In case of cars going to Hopkins school (basketball practice), they will be directed (and stopped if necessary) by volunteers along course to ensure runner safety. Race director will announce safety reminders immediately prior to race start ie “Stay to Right on trail”, “ Be mindful of speed bumps”. Event health, safety, and welfare: (see also medical volunteers). 1st aid kit at the finish line. Water and gatorade at start/finish and mile 2 of course. Volunteers with cell phones are spread throughout the race course in case of any emergency. Stage, Temporary Structures, and Infrastructure: Second wind timing will be setting up an arch along half the road in front of the HCA with a timing mat as the start and finish line. A small tent will be set up on the lawn next to the arch for timing equipment and sound system. In case of high winds, tent and arch will be omitted. Electrical Systems: Electrical is needed for timing and sound system. Generator will be provided by Second Wind Timing. Other sound system equipment will be provided by Erin Laprad. Any extra electrical needed can be supplemented by HCA. Food, refreshments, and traders: We typically get pizza donated from Hillers Pizza. It is picked up by a volunteer and at the finish line on a folding table with plates for runners. We also offer individual water bottles. Last year All Fresh also donated coffee. Both AllFresh and Hillers Pizza are pending secondary to both being donations that have not been yet confirmed. Waste disposal: HCA is responsible for any litter in or around the HCA (start/finish line). Each volunteer will clean up around their station and bring any litter back to the HCA to dispose. HCA will provide (and return) a trash can at the water stop at mile 2. Ilana Casady will “sweep” the course for trash after the last participant finishes (around 11:30am). Security/Stewarding: Race Director as well as HCA director and multiple board members will be on site. We will have about 25 volunteers along the course all with cell phones on them and trained to 1st phone police in case of emergency and 2nd notify our medical professionals on the course. Crowd/traffic management: We will have cones blocking off the entrance to Loop Rd as well as volunteers directing traffic. We have 1 specific volunteer directing traffic. So far we have not had any crowd control issues as there are only a handful of spectators. Most people present either participate or volunteer. Parking plan: Vehicles are directed by a volunteer into the far HCA lot and, once filled, HS Parking lots. Organization and contractors: Everything will be set up in the front parking lot of the HCA facing Loop Rd (and the start/finish line). Second Wind Timing will be at the race coordinating the timing at the start/finish line. Platinum Sponsors will have tables set up (this has typically just been Middlesex Bank). AllFresh may have a tent with coffee. Bib/Tshirt pickup will have a table. We may have some pumpkin carvings set up on tables. Kelly Grill, Ilana Casady, and Erin Laprad are in charge of organizing the tables/activities/sponsors in the parking lot for optimal access . Fire precautions/equipment: This is an outdoor event. In case of fire at the HCA, if people are indoors, alarms will sounds and participants will leave out nearest door. Participants will most likely only using the HCA for toilets and registration. The HA has wall mounted fire extinguishers. Sanitary Accommodation: Bathrooms open at the HCA and serviced by the HCA. There is also sometimes a port-a-potty along Loop Rd, but we did not arrange that toilet. Emergency procedures: One medical volunteer will be at the start/finish line One medical volunteer will be floating (with cell phone for communication) Hydration station at start/finish and mile 2. All will also have race directors cell phone. The entire course is located within 1-3 miles of police/fire station. Event inspection: N/A Accident reporting and investigation: If needed, an accident report will be completed, using the HCA accident report forms by whomever was involved/reported accident. Race director and/or HCA director will ensure report is completed. Provisions for people with special needs: HCA and its bathrooms are ADA compliant and wheelchair accessible. The course is entirely wheelchair accessible. There is one curb, but there is a curb cut about 10 feet away that can be used for access. The curb would be negligible for a racing wheelchair. Strollers are allowed by reminded to stay to right along the narrower sections of Center Trail. Contingency Plans: In case of rain, activities before and after the race will be moved indoors. The race will be held outdoor rain or shine. We will postpone 30 minutes in case of thunder/ lightning. We will cancel if storm does not abate. Alcohol Events: N/A TOWN OF HOPKINTON Accounting/Procurement Department 18 Main St., Hopkinton MA 01748 TO: Select Board and Appropriation Committee FROM: Elizabeth Rourke, Senior Accounting Manager/Town Accountant VIA: Norman Khumalo, Town Manager DATE: June 21, 2023 SUBJ: Fiscal Year 2023 Year-End Transfer Per the Town Manager, the Accounting Office respectfully requests authorization of three budget line item transfers and an increase in a Fruit Street Fields revolving account spending authorization. If approved by the Select Board and Appropriation Committee, these transactions will be part of the year-end process for the Fiscal Year 2023, which runs July 1 - June 30. Limited end-of-year transactions are permitted under Massachusetts General Law (MGL) Chapter 44 Sections 33B and 53 E ½, following approval from the Select Board and Appropriation Committee. These mechanisms recognize the inherent uncertainty of expenditures that arise due to the length of a Town’s budget development cycle. The annual budget process, from budget development through the conclusion of the fiscal year on June 30th, is approximately twenty-two months. First, pursuant MGL Chapter 44 Section 33B I am recommending budget transfers totaling $ due to unanticipated events during the year. The transfer recommendations, included in the following table, represent 0.35% of the $99,533,487.85 FY23 General Fund budget approved by the May 2022 Annual Town Meeting. TOWN OF HOPKINTON OFFICE OF THE SELECTMEN Trail Coordination and Management Committee Committee Charge Approved by the Board of Selectmen: January 15, 2019 Town of Hopkinton Overarching Vision: Hopkinton is a vibrant welcoming community centrally located in New England and nestled 26.2 miles west of Boston. We are endowed with open spaces, natural resources, facilities and programs that promote a well educated and healthy community. We are respectful of our past, engaged in our present, and actively preparing for our future. Vision Theme: In 2025, Hopkinton has protected additional lands for ensuring water quality, and for active and passive open space; created more recreational opportunities for a variety of age groups; and conserved additional natural resources and view sheds that help define the rural quality that is characteristic of much of the town. Pursuant to the powers granted to the Board of Selectmen by Section 3-1 of the Town Charter, the Board of Selectmen hereby charges the Trail Coordination and Management Committee (TCMC) as follows: PURPOSE: The Town has a wealth of open spaces available for public enjoyment, and various public and private entities that work concurrently to provide and maintain public trails. The purposes of the TCMC are: ● To be advisory to the Board of Selectmen and serve as an “umbrella” over the various entities, ● To coordinate trail planning, management and maintenance, ● To coordinate the planning of trail networks, ● To provide a sounding board for residents and others with respect to trails, and ● To function as a liaison between the Board of Selectmen and the public and private entities which work to provide, manage and maintain public trails. The TCMC will serve as a reference point for trails groups and the public, foster a user-friendly and open/transparent process, establish branding, promotion and public education, foster community engagement, and achieve sustainability. The TCMC will support and facilitate a coordinated approach to trail planning and management, comply with town plans, rules and regulations, and ensure the implementation of Town Meeting votes, adopted plans, regulations, regulatory decisions and board/committee actions. CHARGE: The TCMC will: 2 1. Make recommendations to the Board of Selectmen, the Town Manager, and other boards, committees and organizations relative to the planning, development, implementation and management of a townwide trail network and connections to regional trail networks. Areas of consideration shall include public safety, environmental impacts and environmental resources, financial impacts, public access and use, accessibility, sustainability, and mitigation of impacts to abutters. 2. Advise the Board of Selectmen as to the management of specific parcels of land under the care, custody and control of the Board of Selectmen. 3. Participate in the preparation and implementation of the Town’s Open Space and Recreation Plan, pursuant to the requirements of the Mass. Dept. of Conservation and Recreation. 4. Establish a transparent process for managing problems and conflicts; encourage cooperation in addressing problems and conflicts; manage problems and conflicts and seek solutions. 5. Make recommendations to the Board of Selectmen and the Town Manager as to the measures necessary and appropriate to maintain and administer the townwide trail system and program, including recommending an annual operating budget which includes trash and debris removal, repairs, mowing, resurfacing, and restoration. Prepare an annual management plan for guidance. 6. Recommend to the Board of Selectmen for approval, town standards for signage, access and accessibility, trail marking, parking, mapping, vegetation and wildlife management, viewshed mitigation, trail design and surface, and trail location as it relates to natural resources, topography, and proximity to residential abutters. The draft standards shall be developed in coordination with the Town boards/committees and organizations involved with developing and maintaining trails on Town land. 7. Promote and encourage partnerships with other Town and Commonwealth agencies and boards/committees to make Hopkinton a more walkable community. 8. Coordinate and oversee the publication of trail maps and trail guides for use by the public. 9. Encourage public involvement and engagement in the planning, management and use of trails. Hold at least one public forum annually to solicit public input, ideas and concerns. 10. Meet at least annually with public and private trail groups to discuss proposed trail development and maintenance plans. 11. Coordinate and manage an adopt-a-trail program, if appropriate, and coordinate volunteer driven projects. COMPOSITION: The TCMC shall consist of 7 members who are Hopkinton residents and appointed by the Board of Selectmen. Initial members shall be appointed to 1, 2 and 3 year 3 terms to achieve staggered terms, and all members appointed thereafter will serve 3 year terms. No member may serve more than three consecutive terms. The membership shall be as follows: ● Four members at large; ● One member who is recommended by the Parks and Recreation Commission; ● One member who is recommended by the Conservation Commission; ● One member who is recommended by the Planning Board. Committees/organizations recommending members may recommend more than one for consideration, and those recommended need not be members of the recommending body. All members shall have a demonstrated interest in the development, management and use of public trails. One member (or associate member) who also has expertise in facilitation and communication is desirable. The Board of Selectmen may appoint up to 5 associate (non-voting) members if desired, in order to broaden the perspective, representation or to facilitate the Charge of the committee. No associate members shall be appointed until one year after a quorum of full members has been appointed, so as to allow for time for the Committee to fully consider and clarify its purpose and charge. RELATIONSHIP TO EXISTING TOWN BOARDS: The existing authority of an appointed or elected board/committee is not intended to be modified by the Charge to the TCMC. While issues, concerns and questions may be reviewed and recommendations issued by the TCMC, the final decision rests with the entity with jurisdiction. However, a board/committee with jurisdiction may formally delegate a matter or specific project to the TCMC, provided that the TCMC agrees to handle the matter or undertake the specific project. The Committee’s responsibilities shall include, but shall not be limited to, planning, design, permitting, property rights acquisition and construction of the Trail and associated infrastructure, subject to the approval of the Board of Selectmen of property rights acquisition and Trail route location. The Committee shall identify, apply for and receive any State, Federal or private grants which may become available for the accomplishment of its mission. The Committee may request and advocate for Community Preservation Act funds. The Committee shall also consider whether to establish a Friends of the Hopkinton Upper Charles Trail 501(c) (3) non-profit organization which will incorporate and encourage citizen involvement, work cooperatively with citizens and the Town to promote the proper use and care of the Trail, raise and expend funds for maintenance and improvements, and oversee the Trail and report improper uses. If establishment is recommended by the Committee, it shall take any and all actions necessary to establish the organization. The Upper Charles Trail shall be a multi-use active and passive recreational path that will incorporate the Hopkinton Center Trail. The development plan shall outline the community’s vision for the creation of the path and produce recommendations for the Board’s consideration that align with the aspirations of the community. The development plan shall also outline potential federal, state and local funding opportunities to assist with the construction and maintenance of the Trail. The UCTC will:  Develop and steward a planning process that includes extensive community input, and that fosters openness and inclusion through dialogue and communication with stakeholders;  Work collaborativel y with any 501(c)(3) non-profit organization created to encourage citizen involvement in the proper use and maintenance of the Trail;  Identify Federal, State, and private grant or other funding opportunities; and  Work with the Director of Land Use and Town Operations to accomplish its purpose. At its meeting of May 9, 2023, the SB asked the Town Manager, Norman Kumalo to facilitate a joint meeting with the SB, UCTC and TCMC to discuss this matter. The UCTC was formed by the legal authority of the then Board of Selectmen. As with any duly -formed town committee, the UCTC has the right to due process. Mon, Jul 3, 2023 at 1:45 PM The public hearing must require the citizens' petitioners and the Trails Coordination and Management Committee to present evidence to support their claims and arguments to disband the UCTC. The public hearing must allow the UCTC, its members and others to present evidence to support not disband the UCTC. To date, the matter of disbanding the UCTC and forming a new trails committee has been handled in an arbitrary and unfair manner, directed primarily by the TCMC. The petition presented at and voted upon at ATM was a nonbinding public opinion advisory question. The SB is the only authority that can make a vote of no confidence in a committee and take the unprecedented action of disbanding a town committee at the request of another town committee. I ask that the SB hold such a meeting at its' earliest convenience before it rules on whether to disband the UCTC. At a recent construction meeting held on 6/13/23,MassDOT confirmed that substantial completion is the goal for this fall and MassDOT’s definition of substantial completion is the roadway work is complete -lanes open,striping,signage and signals.This does not include punch list items such as landscaping and electrical,which is affected by the poles not being set. Eversource clarified that they would not be done by the end of October.Eversource has a shortage of transformers;a 36-week lead time is possible and there is no date when they will be available.This is a national issue for all utility companies;not just Eversource. Amorello is on schedule to be finished up this year.The utility work,Eversource transformers and Verizon not setting poles,seems like it may delay completing the complete switchover to the new underground system and the transfer of overhead utilities.Amorello's final switchover of the properties to the new underground relies on completion of all overhead and underground work by the utilities.The utilities (not MassDOT,Amorello,or the Town)schedule and complete that work. So we don’t keep having further problems we have decided to upgrade all the flame heads with auto reigniters. To back up the solar if if has a long period of no sun we are also installing a battery backup storage system for each pole. We have ordered all this equipment. It should all be in later next week.
