Tr. Landis asked if we could build the addit.innal lines ourselves and Mr.
Webb said that due to the maintenance involved he would he against this
proposal. Discussion continued on the possibility of getting the Citv
of Miami Beach to give us a contract with a guaranteed supply and adequate
pressure. Mr. Webb said he thought that the council should ask Miami Beach
for a joint meeting and see if something could be worked out. Mr. Roth
stated that as soon as the report is ready from the North Miami engineers
he would do a similar survey and report to the council. The matter was then
deferred until the next report would be available. Mr. Webb added that at
one time we were considering putting a bunster station at some point. in
3urfside around 90N Street t❑ get more nressure to our tank, but at the time
Miami Beach was not in favor of it.
Mr. Webb reported that Chief Dupuy had contacted Chief Zmuda er the
Metro Department and that they had met to discuss the recall units for the
detectives and walkie-talkie units. A test, has been made for the fire unit
and it was very satisfactory. He said he now believed that we can get by on
three walkie-talkie units and two "beeper:." for the detectives which will
cost considerably less than the amount authorized at the last meeting. He
said he would give a full report at the next meeting.
Mr. Landis said that in checking over the annual audit of the Village
that the figures quoted for transfer or funds in the October minutes did not
agree with the final audit figures. Mr. Webb agreed that the figures should
be $900 from Dept. 02 and $1400 from Dept. f16 to be transferred $500 to Dept.
05G and $1800 to Dept. 07, in accord with Mr. Lan Cis' findings.
Pn motion of Mr. White, seconded by Mr. iaplin, the meeting was
adjourned.

JANUARY 29, 1966
Mayor
The Council of Bal Harbour Village met Saturday, January 29, 1966, at
9:30 A. M. in the Village Hall.
Present were: Messrs. Faulkner, Hart, Landis, Taolin and White
Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village
Clerk; and Thomas Anderson, Village Attorney.
On motion of Mr. White, seconded by Mr. Taolin, aid unanimously voted the
minutes of the previous meeting of December 16, 1965, were accepted as mailed
January 29, 1966

by the Village Clerk.
mr. Webb informed the council that North Miami Beach had submitted a pro-
posed contract for furnishing us with water and that he would like to meet with
Mr. Anderson and Mr. Roth and go over this. He said we had furnished Bay Harbor
Islands some figures for estimated maximum future demand, but had no word from
them as yet.
Regarding the bond election to be held for the storm sewer drainage work,
Mr. Webb said that the engineers had done some refiguring and were doing some
field work and that he believed next month we could set a date for the bond
election. Mr. Anderson explained to the council the procedure for issuing General
Obligation bonds and asked Mr. Webb if he thought this issue could be sold
locally. Mr. Webb said he would contact the bank or perhaps a local house would
take them. Mr. Taplin asked if the apartment house tenants who pay personal
property taxes would be able to take part in the election and Mr. Anderson said
he did not believe they would qualify as freeholders. Mr. Webb said that with
using the revised engineer's figures and including $25,000 for landscaping the
total figure would be approximately $316,940.00.
The Village Clerk explained that the council had given tentative approval
to issuing Liquor Licenses to the American News Company for operation of the
Harbour House North Restaurant, Harbour House Cafe Francais and Harbour House
Food Market. She said that the applications were now completed and that all
participants had been cleared. Thereupon, on motion of Mr. Landis, seconded
by Mr. Faulkner, the applications were approved.
Mr. Landis inquired about the status of the walkie-talkie units purchase
and Mr. Webb explained that Chief Zmuda had asked them to wait for a couple
of months before making the purchase as Dade County was switching the wave
bands for the operation of these units.
Mr. Webb said he had contacted all the councilmen during the month with
regard to cancelling our Workmen's Compensation Insurance policy and joining
the Dade County pool for this insurance. As he had received positive responses
from all but one of the councilmen he had informed Dade County of our willing-
ness to participate and had cancelled our present policy as of February 1, 1966.
On motion of Mr. Faulkner, seconded by Mr. Taplin, the motion was passed with
four votes, "YES", Mr. Landis voting "NO". Mr. Landis said his objection was
based on the fact that Bal Harbour enjoys one of the lowest experience credits
in the County and that he felt that our joining this pool would result in a
higher rate classification. Mr. Webb explained that our experience modifi-
cation is set by the State and we will still get credit for our low rate.
Mr. Webb explained that last year after we had purchased Lots 1 & 2 of
Block 1 he had requested the Dade County Tax Assessor to exempt the taxes on
this property and had been turned down. It was his understanding that a
Resolution from the council might be able to affect the situation. The
Village Clerk then read,

requesting the Dade County Tax Assessor to prorate the 1965 taxes on these lots
and make a refund to the Village. On motion of Mr. Landis, seconded by Mr.
White and unanimously voted the Resolution was adopted.

The Village Clerk read,

through which Sal Harbour Ui.11ace agrees to the county wide license for building
contractors with the Village receiving a prorate share of the tote es
collected based on the revenue collected by the Village for this tune of license
during the 1963-64 fiscal year, and updated annually. After 'Discussion on mu-
tion of Mr. Faulkner, seconded by mr. lep.lin and unanimously voted the Hesolut.ion
was adopted.
The Council then considered the audit for the first three month's of this
fiscal year. On motion of Mr. Faulkner, seconded by Mr. faplin and voted the
audit was accepted.
mr. Webb said that he had a request from thr. Town of Surfside Le allow
their parade during "Salute to Canada" week to progress through Hai Harbour.
After consideration it was agreed that due to our traffic conditions and having
no place for the parade to break up it would be impossible to allow the parade
to come through the village and on motion of Mr. Landis. seconded by Mr. White
the motion carried with four votes, "YES", mr. Faulkner voting, "NO". An
additional request for Ba1 Harbour to enter a car in the parade was agreed to
at the cost of $15.00 for decorations.
A request from the North Miami Chamber of Commerce For Bat Harbour to take
an ad in the 401" Anniversary souvenir booklet and to Furnish a marchinu unit for
their parade on February 5° was rejected after Mr. Webb stated that he had already
contracted for an ad in the North Miami Journal for this purpose. The motion
was made me Mr. Landis, seconded by Mr. White, and voted four, "YES", Mr. Faulkner
voting, "N0".
Mr. Webb informed the council that Dade. County had requested a Resolution
from the various cities regarding the division of City -County responsibilities.
This resolution would give approval to the findings of the Metropolitan Plann:i.no
Board. The Mayor suggested that this item be tabled until Mr. Anderson could
study the recommendations and draw a suitable resolution.
Mr. Webh commented that he wished to move the barricade at 96" Street and
Ba1 Bay Drive back to the corner of Hal Bay ,hive and Park Drive and install
rates that could be padlocked during certain hours et the descretinn of the
Ba1 Hanccur Club. He explained that at present people coming to the pillage
hall are unable to find parking space and this would allow access to the lots
we purchased for this purpose. rnr. Hart said he thought the gates should be
locked at all times. He then suggested that. the Village Manager prepare a
sketch of what he proposed to do to he presented to the Hoard of Governors of
the Club and if necessary he would meet with them to explain our position.
Mr. Anderson said that the village has the right in his opinion to move the
barricade to allow access to public property, but that he did not want to see
the village take any part in hlocki. ne off the street after the present
barricade is removed.
The Village Manager then explained that when the contractor that replaced
the seawall at the Yacht Basin finished that the club had not replaced any of
the landscaping around the Village's easement. After discussion Mr. Webb was
authorized to spend up to s2Ofl.rl0 to add soil and grass where needed.

There being no further business on motion of mr. Landis, seconded by mr.
Taplin the meeting was adjourned.

The Council of Bal Harbour Village met at 9:30 A. M., February 26, 1966,
in the Village Hall.
Present were: Messrs. Faulkner, Hart, Landis, Taplin and White

Clerk; and Thomas Anderson, Village Attorney.
On motion of Mr. Taplin, seconded by Mr. White, the minutes of the pre-
vious meeting of January 29, 1966, were approved as submitted.
Mr. Webb stated that he and Mr. Roth had met with the water department
officials of North Miami Beach regarding the proposed contract and that they
had accepted all of Mr. Anderson's and Mr. Roth's proposals and recommendations.
The contract is now being re -drafted to be presented to their Council after which
it will be considered by this Council.
Mr. Webb said he had contacted the State Road Department and had been
informed that they did not think an appropriation could be gotten in the new
budget for the Collins Avenue storm drainnge work but possibly some Primary
Road Funds might be available. He then wrote to Mr. Chelsie Senerchia, a
member of the State Road Department Board for this district, who suggested they
meet with the Public Works officials of Dade County to discuss this matter.
Mr. Taplin said the Chamber of Commerce had asked him to find out if they could
help and after discussion it was decided this was a technical matter at present
and perhaps the Chamber could be used later.

approving the concept of the division of responsibility for City -County functions.
On motion of Mr. Faulkner, seconded by Mr. Taplin, and unanimously passed the
Resolution was adopted.
