HomeMy Public PortalAboutM 1994-06-07- CC"7 3 LYNWOOD CITY COUNCIL JUNE 7, 1994 The City Council of the City of Lynwood met in a Regular Session in the City Hall, 11330 Bullis Road on the above date at 7:30 p.m. Mayor Richards in the Chair. Councilmember Byrd, Heine, Henning and Richards answered the roll call. Mayor Richards stated he had been informed Councilmember Rea Richard: would be late. Also present were City Manager Gonzales, Interim City Attorney Rudell, City Clerk Hooper and City Treasurer Pygatt. City Clerk Hooper announced the Agenda had been duly posted in~.Hooper accordance with The Brown Act. It was then moved by Councilmember Byrd, seconded by Councilmember Heine and carried to approve the following minutes: a) Regular Meeting, May 3, 1994 b) Regular Meeting, May 17, 1994 It was then moved by Councilmember Henning, seconded by Councilmember Byrd and carried to adopt the adopt the following Commendations/Proclamations: a) Joe Battle b) Classified School Employees Week c) Rev. Dr. Charles H. Belcher d) Jahue L. and Argralia Earles e) Drought Proofing Month Clarence Water, Representative of the Division 4, Water Replenishment District presented the City Council with a rebate A check for Participation in the Long Term Seasonal Storage Program. It was then moved by Councilmember Byrd, seconded by Councilmember Heine and carried to recess to the Lynwood Redevelopment Agency and the Lynwood Information, Inc. at 7:42 p.m. Council reconvened at 7:48 p.m. PUBLIC HEARINGS None PUBLIC ORAL COMMUNICATIONS - AGENDA ITEMS ONLY Arturo Reyes 11149 Carson Dr. spoke regarding the EthnicA.Reyes Demographics of the City and the need for literature published inDemograF Spanish. Adolph Lopez, requested trash receptacles along Cesar Chavez Way.A.Lopez Also stated strenuous objections to the wording in the Rules ofCesar Decorum submitted before Council this evening. Chavez Vday Councilmember Rea arrived at 7:55 p.m. Rod White spoke in opposition to the Ordinance amending theR.White Municipal code with regard to Rules of Decorum during Council Opposit Meetings. Ord. Benjamin Miranda stated concerns with the Law EnforcementB.Miran~ Agreement. Feels this item requires further negotiations prior Law to awarding a new contract. EnforcE Joe Battle spoke regarding item #30, Traffic & Parking Commission7.Batt1~ Vacancy. Clarified the resignation of Joe Battle Jr. since vacant January. ~~ Richards Mayor Richards reordered the Agenda in order to discuss item #30, Traffic & Parking Commission vacancy. It was moved by Mayor Richards, seconded by Councilmember Byrd and carried to issue a Commendation for outgoing Commissioner Joe Battle Jr. and to remove from the attendance report any recorded absences. CONSENT CALENDAR ?~ All matters listed under the Consent Calendar will be acted upon J by one Motion affirming the action recommended on the agenda. There will be no separate discussion on these items prior to voting unless members of the Council or staff request specific items be removed from the Consent Calendar for separate action. Also questioned the name of the lowest bidder. Requested detailed maps and reports indicating the eater direction the water is coming from, where the water is going to ord. and the set-up of water lines for recycled water. Henning Councilmember Henning questioned the Request for Proposals and Grant for 4ualifications Statement - Specified Grant Program for Dymally Dymally Park Improvements and whether or not the program had been opened Park for bidding. It was moved by Councilmember Byrd, seconded by Councilmember Heine to approve: DIRECTION FOR STAFF TO ISSUE A REQUEST FOR PROPOSAL AND QUALIFICATIONS STATEMENT (RFP)(RFQ) TO PROVIDE A RANGE OF LANDSCAPE ARCHITECTURE AND ENGINEERING SERVICES FOR THE PLANNING AND RENOVATION OF DYMALLY PARK AS PROVIDED UNDER LOS ANGELES COUNTY SPECIFIED GRANT PROGRAM. F.GonzalesCity Manager Gonzales stated a decision would be based on open bid proposals submitted. Also stated professional services do not process require the open bidding process. Rea Councilmember Rea questioned Soft Costs indicated in report. Feels an immediate Abatements inspection should have been conducted based on the health & safety issues involved. Feels this item should have been Services presented to Council with sufficient time for discussion. agreement 4uestioned why Lynwood is paying a higher cost than surrounding cities. Feels this contract needs further research and also requires further negotiations. tea Councilmember Rea also requested further research into the matter before negotiating a new contract. ~~ It was then moved by Councilmember Byrd, seconded by Councilmember Heine to continue this item pending further comment and deliberations. Councilmember Henning requested a joint special meeting between Henning Council and the Sheriffs Department Negotiating staff. Mayor Richards amended the motion to include instructions to theRichards City Manager to request an extension to the current contract. Item #28, Warrant Run. Councilmember Henning stated he had requested this item for voting purposes only. City Clerk Hooper then announced the next item on the agenda,A.:Hoope~ vacancy on the Traffic & Parking Commission. A request forVacancy .consideration had been received from Mr. Rodney White. i It was moved by Councilmember Byrd, seconded by Councilmember Henning to nominate Rodney white. Hearing no further nomination, it was moved by Councilmember Henning, seconded by Councilmember Byrd and carried to appoint Rodney White to the Traffic & Parking Commission. PUBLIC ORAL COMMUNICATIONS Arturo Reyes, 11149 Carson Dr., discussed violations by the CityA.Re es Council with regard to the Brown Act by not providing reports of Brown items discussed in Closed Session. Also discussed parking Act problems at Dymally Park. Questioned whether or not the City of Cerritos uses reclaimed water Benjamin Miranda questioned the City Attorney with regards to aB.Miranc written correspondence. George Martini 10760 Alexander Ave. spoke regarding parkingG.Martii problems in the city. Also stated complaints with parties and Rec. loud music. Would like the Recreation Commission to be providedCommiss~ with a cost breakdown of improvements at Dymally Park. Karen Hayes spoke regarding Audit Reports as well as issues K.Haye: dealing in particular audit items. Jack Keane spoke regarding building violations. Also discussed J.Heane plot plans issued by the Community Development Department. Joe Battle 4304 Carlin Ave. spoke regarding trees planted in J.Battl front of his home. Questioned whether or not root protectors had been installed. Adolph Lopez 11431 Plum St. questioned an update on the filling A.LOpez of the Executive Director position at the Entrepreneur Academy £ntrepre Also questioned legal representation of Councilmembers for Acadame personal matters by the City Attorney. R.White Rod White 4608 Carlin Ave. thanked Council for his appointment to 'raffic & the Traffic & Parking Commission. Also discussed immediate parking attention to nuisance abatement in the city. Questioned why the 'ommission city pays some much for Sheriff Services. J.Green Jim Greene spoke regarding the lack of wheelchair access to the wheel.chaironly unlocked door at City Hall. COUNCIL ORALS Henning Councilmember Henning spoke regarding Commercial trucks parked on .rucks residential streets. Heine Councilmember Heine stated concerns with Commercial vehicles ,oud music parked on residential streets, loud music at parties, parked cars and sales for sale, push carts and yard sales. Rea Councilmember Rea discussed full service trash hauling and AB939 trash efforts. Byrd Councilmember Byrd discussed special events he had attended over outh the weekend such as the Youth Merit Awards Dinner and encouraged ;erit positives in the city. Richards Mayor Richards commended the success of Graffiti Program effort. Graffiti Also discussed moving ahead with the City. Spoke regarding Program frivolous lawsuits.
