Commission on Human Relations
Friday, June 19, 2020
DUE TO COVID-19/SOCIAL DISTANCING RECOMMENDATIONS, THE COMMISION ON
HUMAN RELATIONS MEETING WAS MADE AVAILABLE BY USING A WEBEX MEETING.
ATTENDEES:
Commission members present: Mitchell Woodrum, Frank Rycyk, Andria Hendricks, Susan Cook, Jane
Barnes, Kimberly Woodruff, Missy Creed, Patsy Johnson
Commission members absent: Jamie Wade
Staff present: Gail Strope
Others Present: Councilmember Laura Ward, Councilmember Michael Lester, Mary Schantz
The meeting came to order at 8:00a.m. by Mitchell Woodrum. The January 31, 2020 minutes were
approved with a motion by Jane Barnes and second by Susan Cook. The motion passed 7-0.
New Business:
Stronger through Diversity Speaking Event-what’s next? Frank Rycyk suggested the topic of, “Police
use of force.” The commission will talk about this again.
Welcome Kim Woodruff and Frank Rycyk: New commission members were introduced.
City Council Resolution Passed: The City Council passed ordinance 16033 on April 20, 2020 adding
sexual orientation and gender identity as protected classes for city employees.
Fair Housing Event-rescheduled (pending): The commission is looking at a few days in the fall to hold
the event.
Virtual Town Hall Event: The commission would like to hold a 20-30 minute presentation followed by a
panel discussion hosted by the Human Relations Commission via Facebook live. The Commission
would like to hold the event within the next 30 days with a topic on “Race Relations.” Frank suggested
the title of “Creating Interracial Understanding” to give it a more positive language. Kim suggested
using real language and not to sugar coat the topic. Kim and Susan will work on getting speakers lined
up for the event. Frank suggested Capt. Gary Hill with the Lincoln University Police Department. A
motion was made by Patsy Johnson and seconded by Frank Rycyk. The motion passed 7-0.
Other Business:
Capital Area Interfaith Alliance has postponed the Festival of Faith. There is not a rescheduled date at
this time.
Gail Strope mentioned the City is looking for volunteers to serve on several boards and commissions.

There being no further business, the meeting ended at 8:38 a.m.
The next meeting is scheduled for July 17, 2020 at 8:00 a.m.
