HomeMy Public PortalAbout2022-26 Resolution Approving MSA Amendment No 1 Woods Estates Emergency Access Route Design Change - Withdrawn110 Manor Drive, Riverdale, Iowa 52722  (563) 355-2511  www.riverdaleiowa.com __________________________________ _________________________________ RESOLUTION NO. 2022-26 A RESOLUTION APPROVING MSA ENGINEERING, INC., AMENDMENT NO. 1, WOODS ESTATES EMERGENCY ACCESS ROUTE DESIGN CHANGE WHEREAS, the City of Riverdale, Iowa ("City") is a municipal corporation, organized and operating under the laws of the State of Iowa, and; WHEREAS, the City Council has determined that the cost of the preferred Woods Estates emergency access route exceeds the budget set aside for this project, and; WHEREAS, MSA Engineering, Inc., has submitted an amendment to modify the scope of work from articulated open cell blocks to a gravel pathway, and; WHEREAS, the cost to modify the existing engineering design, as mentioned above, is $4,000, and; WHEREAS, the City Council wishes to modify the existing engineering design as described, and; WHEREAS, the funding source for this amendment is 301-210-6407 Capital Improvements - Engineering. NOW THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, THAT the Mayor is authorized and directed to execute MSA Engineering, Inc., Amendment No. 1, Woods Estates Emergency Access Route design change. Any attachments or exhibits referenced in this Amendment are made part of the Agreement. Payment for these services will be on a lump sum basis. Approval: MSA shall commence work on this project in accordance with your written authorization. This authorization is acknowledged by signature of the authorized representatives of the parties to this Amendment. A copy of this Amendment signed by the authorized representatives shall be returned for our files. If a eignod copy of this el 4horization i-s not re ceivod by MSA within 6even days from tho date of issuance, MSA may stop work on the project. The City acknowledges the Citizens of Riverdale, in a July 15, 2021 Open House unanimously stated their desire for a natural looking roadway down the center of the park. Furthermore, the City acknowledges at September City Council meeting, the City Council provided an opinion to utilize articulated open cell blocks even though their presented cost is about twenty five (25) percent greater than other turf reinforced products. Finally, the City acknowledges that MSA has indicated for several meetings that they are almost complete in the preparation of Contract Documents in preparation for bidding. The City understands the revised roadway construction will likely increase storm water surface runoff. Mitigation of this storm water surface runoff is not included at this time as part of the modified scope of work. The City understands that this modification will delay bidding by about one month. Therefore, to reduce project costs, MSA will modify the prepared plans and specifications as directed by the City Council. It is MSA's understanding the City is requesting a gravel roadway, 12 feet wide, be utilized to replace the designed articulated open cell blocks. The City understands this access route will be designed to accommodate infrequent fire truck loading as well as access maintenance vehicles. ADDITIONAL SCOPE OF WORK: 1. MSA will prepare an Amendment to the Professional Services Agreement to incorporate the requested constructed modifications. 2. MSA will modify the project technical specifications, the plan quantities, and the project notes to incorporate the modified materials utilized to construct the access route. 3. MSA will modify the project plans to delete all references to articulated open cell block and to add a gravel roadway section of suitable thickness to accommodate the aforementioned design loading. 4. MSA will meet one time with City Council to discuss the changes, the Amendment, and the level if impacts to storm water runoff. 5. Upon completing these tasks, MSA will request the City schedule a Public Hearing to move forward with the bidding of this project as a stated task that is part of the original Professional Services Agreement.
