ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilmember Graham to adopt the agenda. Councilmember Schreiber seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Mayor Tergin thanked City Council, Staff, and meeting attendees for wearing a mask to this meeting. She explained the importance of doing your part to help prevent the further spread of COVID-19. The Missouri Department of Health and Senior Services provides guidance on their website to protect you and deter the spread of the virus. Mayor Tergin read the updated COVID-19 statistics for the Cole County community, provided by the Cole County Health Department. Mayor Tergin encouraged everyone to #maskupJCMO.  A free COVID-19 community testing event will be available Tuesday July 7th through Thursday July 9th, 7:00 A.M. – 7:00 P.M. at the former Cole County Health Department building (1616 Industrial Drive, Jefferson City). Pre-registration is required and can be done online at health.mo.gov/communitytest or call 877-435- 8411 for assistance in registering.  Councilmember Hussey announced the Public Works and Planning Committee meeting on Thursday, July 9th, 7:30 A.M. in the City Council Chambers.  Councilman Graham mentioned the Fraternal Order of Police presentation which was presented to the Public Safety Committee on June 25th. The presentation focused on the Police Department’s salary and crime in the City of Jefferson. The Fraternal Order of Police will also present to the Finance Committee at their July 23rd meeting.  Mayor Tergin encouraged those who haven’t completed the 2020 Census, to do so online at www.2020census.gov. 3 REGULAR COUNCIL MEETING, JULY 6, 2020  Mayor Tergin also thanked all the City employees who worked prior to, during, and after Salute to America to make it a successful event. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE There will be a new representative when the University’s Fall 2020 semester begins. Authorizing Change Order No. 2, in the Amount of $37,915 with Concrete Solution LLC for the Midway Culvert Repair A motion was made by Councilmember Hussey and seconded by Councilmember Ward to approve the consent agenda items. BILLS INTRODUCED 2020-002 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A BUDGET AMENDMENT WITHIN THE GENERAL FUND AND THE WASTEWATER FUND TO ALLOW FOR THE SPENDING OF INSURANCE PROCEEDS RELATED TO VEHICLE HAIL DAMAGE CLAIMS TO REPAIR THE DAMAGED VEHICLES. 2020-003 sponsored by Councilmember Hensley AN ORDINANCE AUTHORIZING THE ISSUANCE OF SEWERAGE SYSTEM REFUNDING REVENUE BONDS SERIES 2020, IN THE AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED $6,300,000, PRESCRIBING THE FORM AND DETAILS OF SAID BONDS AND THE COVENANTS AND AGREEMENTS TO PROVIDE FOR 4 REGULAR COUNCIL MEETING, JULY 6, 2020 THE PAYMENT AND SECURITY THEREOF; AND AUTHORIZING CERTAIN ACTIONS AND DOCUMENTS AND PRESCRIBING OTHER MATTERS RELATING THERETO. 2020-004 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, FINDING THAT A CERTAIN BLIGHTED AREA AS DEFINED IN CHAPTER 353 OF THE REVISED STATUTES OF MISSOURI, AS AMENDED, THE URBAN REDEVELOPMENT CORPORATIONS LAW, EXISTS IN THE CITY OF JEFFERSON AND THAT THE REDEVELOPMENT OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST; APPROVING A DEVELOPMENT PLAN FOR SUCH AREA; APPROVING A GRANT OF REAL PROPERTY TAX ABATEMENT; APPROVING A DEVELOPMENT AGREEMENT; AND PROVIDING FURTHER AUTHORITY. CLOSED SESSION Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Sta tutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Real Estate.
