A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING AMENDMENTS TO THE HOUSING REHABILITATION
PROGRAM GUIDELINES
WHEREAS, the City of Lynwood is a participating jurisdiction of the
P'^ HOME Program and receives an allocaition of federal funds to provide affordable
~ housing for low income households; and
~ WHEREAS, the Lynwood City Council has adopted a Housing
Rehabilitation Program to address the housing needs and enhance the overall
housing conditions and increase affordable housing opportunities to principally
benefit low income households; and
WHEREAS, the HOME funded housing programs are administered by the
City of Lynwood in compliance with the federal regulations established by the
Department of Housing and Urban Development (HUD); and
WHEREAS, the federal regulations provide opportunities for the City of
Lynwood to establish programs and develop program guidelines according to the
local housing needs.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1. That the City of Lynwood's Housing Rehabilitation Guidelines are
hereby amended to read as follows:
A. Grants & Loans -Terms, Conditions and Restrictions
1. If a homeowner previously received a grant or a loan to bring an
illegal garage de-conversion or other code violations up to code,
the Homeowner is not eligible to reapply, if the same violations
exist again.
2. If a homeowner previously received a grant only, the
homeowner may be eligible to apply for a loan.
3. If a homeowner previously received a loan only, the homeowner
may be eligible to apply for a grant.
4. If a homeowner previously received both a grant and loan, but
did not fully utilize the full maximum amount based on the
current maximum limits, the homeowner may reapply to take
advantage of the difference from the previous approved grant
and loan and the current maximum limits.
5. If a homeowner previously received both a grant and loan the
~, homeowner may reapply for both once two conditions have
been met:
• Once the prior loan has been repaid
~ After 10 years
6. An appeal process will be implemented to have any applicant
whose is denied assistance the opportunity to appeal to the City
Manager or his/her designee. The applicant must submit the
request within 30 days of the denial.
Section 2. That the City Manager or designee is authorized to prepare and
execute any such documents related to the amendment to the guidelines.
Section 3. This resolution takes effect immediately upon its adoption.
