Resolution Naming John Welch Park in the City of Riverdale
WHEREAS, Eagle Scout candidate Riley Kramer recently completed a project in the City of Riverdale ("City") by installing a public
trail system known as the RHK Trail in an undeveloped area in the City; and,
WHEREAS, it is the desire of the Council to dedicate the area encompassing RHK Trail as a park; and,
WHEREAS, the City is the rightful owner of the area to be named a park, and the legal description is:
A part of the Southwest Quarter of Section 23, Township 78 North, Range 4 East of the Fifth Principal Meridian, Scott County,
Iowa, more particularly described as follows:
Commencing at the West Quarter corner of Section 23, Township 78 North, Range 4 East of the Fifth Principal Meridian,
Scott county, Iowa; thence South 1 degree 10 minutes 08 seconds East 391.95 feet along the West line of the Southwest
Quarter of said Section 23 to the Point of Beginning at the Southwest corner of Pleasant Hills 1st Addition in the City of
Riverdale; thence South 59 degrees 19 minutes 21 seconds East 824.19 feet along the Southerly line of said Pleasant Hills 1st
Addition; thence South 30 degrees 39 minutes 46 seconds West 60.00 feet; thence South 86 degrees 48 minutes 12 seconds
West 161.53 feet to the Easterly line of an existing 30 foot wide sanitary sewer easement; thence South 43 degrees 17
minutes 06 seconds West 115.72 feet along said Easterly easement line; thence South 25 degrees 56 minutes 58 seconds
West 272.70 feet along said Easterly easement line; thence South 25 degrees 32 minutes 02 seconds West 240.48 feet along
said easterly easement line; thence South 21 degrees 00 minutes 02 seconds West 340.89 feet along said easterly easement
line; thence South 7 degrees 04 minutes 02 seconds West 453.71 feet along said Easterly easement line to said West line of
the Southwest Quarter of Section 23; thence North 1 degree 10 minutes 08 seconds West 1796.44 feet along said West line
of the Southwest Quarter to the Point of Beginning, containing 9.778 acres, more or less, all situated in Scott County, Iowa,
and all as shown on a Plat of Survey dated March 8, 2012, prepared by Steven J. Schmidt, and recorded in the office of the
Scott County Recorder as Document No. 2012-7082.
Said property is also subject to a 30 foot by 175 foot storm sewer easement and all other easements of record.
WHEREAS, this parcel of land was owned by John Welch and the Welch family until 2012, when it was sold to the City; and,
WHEREAS, the Welch family continuously farmed and lived upon neighboring parcels from 1876 to 2017, when the remainder
of the parcels were sold for what would become the future Woods Estates subdivision; and,
WHEREAS, it is the desire of Council to name the area described above as "John Welch Park" in honor and recognition of the
family that made Riverdale their home for over a century and who were instrumental in the incorporation of the City.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Riverdale, Iowa, that:
Section 1: The area described in the legal description above is hereby designated as "John Welch Park" in honor of the
Welch family's devotion to their community and the people of the City of Riverdale.
Section 2: All park rules and regulations are in effect for the parcel hereby named "John Welch Park" effective with the
passing of this Resolution.
Passed and approved this 12th day of September 2023.
