HomeMy Public PortalAboutM 1994-10-04- CC137 LYNWOOD CITY COUNCIL, OCTOBER 4, 1994 The City Council of the City of Lynwood met in a Regular Session in the City Hall, 11330 Bullis Road on the above date at 7:30 p.m. Mayor Richards in the chair. Councilmembers Byrd, Heine, Henning and Richards answered the roll call. ~i Also present were Acting City Manager Wallace, Acting Interim Attorney Estrada, City Clerk Hooper and City Treasurer Pygatt. City Clerk Hooper announced the Agenda had been duly posted in accordance with The Brown Act. It was moved by Councilmember Heine, seconded by Councilmember Byrd and carried to approve the following minutes a) Regular Meeting, September 20, 1994 b) Special Meeting, September 24, 1994 c) Special Meeting, September 28, 1994 It was then moved by Councilmember Byrd, seconded by councilmember Heine and carried to approve the following Proclamation: a) Code Enforcement Week It was moved by Councilmember Byrd, seconded by Councilmember Heine and carried to recess to the Lynwood Redevelopment Agency and Lynwood Information Inc. at 7:38 p.m. Council reconvened at 7:51 p.m. -Mayor Richards requested a staff update on improvements at Los ~ Amigos Park. I PUBLIC ORAL COMMUNICATIONS Arturo Reyes stated he is not in favor of the NeighborhoodA.Reyes Cooperation Program. Also suggested utilizing vacant commercialNeighb. property on Abbott and Imperial Hwy. and renting for yard saleCorp.Prc merchants. Irene Garcia-2737 E. 111th St., suggested alternate solutions to I.Garc: the Neighborhood Cooperation Program. CONSENT CALENDAR All matters listed under the Consent Calendar will be acted upon by one Motion affirming the action recommended on the agenda. There will be no separate discussion on these items prior to voting unless members of the Council or staff request specific items be removed from the Consent Calendar for separate action. OF THE CITY OF LYNWOOD AUTHORIZING A NEIGHBORHOOD COOPERATION VOLUNTEER PROGRAM" Henning Councilmember Henning questioned designated areas involved in the N.C.P. Neighborhood Cooperation Program. R.Haley Special Assistant Haley stated the areas were chosen after Code discussion with Code Enforcement staff for the pilot program. Richards Mayor Richards questioned whether or not council would like to Code Enforsuggest an alternate pilot area. Henning Councilmember Henning suggested restaffing Code Enforcement in Code Enfororder to ensure availability on weekends. Byrd Councilmember Byrd stated he feels the city would benefit more Code Enforfrom twenty-seven volunteers than from one Code Enforcement Officer. Richards Mayor Richards questioned total cost of one Code Enforcement Code Enforpfficer including salary and benefits. Henning Councilmember Henning stated the area designated for the pilot Code Enfo program was chosen based on the numerous yard sales along Abbott Road. Henning Councilmember Henning stated regardless of the ratio, volunteers Code Enforwould only cover one portion, whereas a Code Enforcement Officer would be able to cover the entire city. Richards Mayor Richards recommended amending the program to a four month Code Enforpilot, raising the stipend to one hundred dollars and reviewing the program at the end of that period. Wallace Acting City Manager Wallace suggested Council consider utilizing Code the volunteer program in targeted areas throughout the city Enforcemend~esignated by Code Enforcement that are continuously in violation. 13 .,. A letter requestingvacancy reappointment has been received. Also received were lettersT.&.'P. requesting consideration from Gwendolyn Martin and Richard Kuan.Commissi Nominations are now open. Councilmember Heine nominated Rick Sanchez. Councilmember Byrd nominated Richards Kuan. It was moved by Councilmember Henning, seconded by Councilmember Byrd and carried to close nominations. J.AdvocateJack (Advocate) commended the Mayor on developments at Los Amigos L.A.Park Park. D.Primmer Donald Primmer 3561 Lynwood Road requested Council do something weeds about the out of control weeds at Wilson Elementary School. Garcia Irene Garcia commended sidewalk improvements along Santa Fe Ave J.Hunter Derrell Hunter commended the Fire Department on their quick Fire response in the city. Discussed recall, water increases, Sheriff Dept. services and lowering utility bills. B.White Rod White 4608 Carlin Ave., commended Facilities Maintenance on Fac.Maint.the Graffiti removal. Also commended Public Works Department on P.Works Atlantic Avenue repairs. Discussed the Neighborhood Cooperation N.C.P. Program. Questioned the amount of federal funding towards Code Code EnforEnforcement officers. Also discussed water rates. L.watson Linda Watson spoke in opposition to Trolley fees for residents. V.Culp Verna Culp-4320 Niland, spoke regarding illegal yard sales. Also yard salesspoke regarding increase in water rates and spoke in favor or additional Code Enforcement Officer. I.Garcia Irene Garcia spoke regarding the cost of meter reading. W.Cunning William Cunningham-10821 Cornish, spoke regarding illegal yard yard sal.essales. Also stated the city needs a good Code Enforcement Department. Resident - questioned the water increase. Also discussed proper law enforcement protection. COUNCIL ORALS xenning Councilmember Henning suggested revisiting the resolution A/manager designating Acting Manager in the absence of the City Manager. Trolley Also discussed lack of trolley services in the west part of the 105 frewy city and lack of landscaping on State St. island medians. Stated vacant he had met with the District Director of CalTrans regarding a property sound wall along the 105 Freeway, removal of dirt along Fernwood recall and Imperial, street improvements on Fernwood between Imperial petitions and Alameda and regarding vacant property on Fernwood along the freeway. Also discussed recall petitions and signatures of proponents that have been discussed in the press. Heine Councilmember Heine discussed the recall and the tax increase for recall. library services which was overturned by the County Board of tax Supervisors. Also discussed bilingual Code Enforcement leaflets. increase Discussed illegal yard sales, citations and fees. Also stated the tax increase the tax increase for Library Services which was overturned by the County Board of Sup ervisors. Richards Mayor Richards discussed volunteers, and decisions on increases water that have to be made. Also spoke regarding water increases, increase different approaches, and gradual approaches. Discussed the Trolley trolley increases and the needs and reasoning for fees. Also fees discussed Block Grant money used for Code Enforcement, funds B1ck.Grantallocated from vacant Code Enforcement positions, Mexican money Independence celebrations held in the City, Street Improvements, Tree Trimming and decisions made at the local level.
