The Regular meeting of the Council of the Town of Yarrow Point was held on
February 13, 1979 at the Town office, 4705 91st Avenue N. E., Yarrow Point,
at7:30P.M.
Those in attendance were Mayor Minor C. Idle; Council Robert Becklund, Melvin
Freeman, Juanita Loder and Carson Wheeler; Sargent Mollner of the 'Medina Police
Department; H. Allan Newbil.l, Town D,iilding Official. and Fngineer; Lorraine M.
Diede, Clerk/Treasurer, and Shirley and Bob Dahl, residents of: Yarrow Point.
The meeting was called to order by the 4ayor at 7:30 P. i.
After discussion, a motion was made by Carson Wheeler, seconded by Robert. Becklund
that the Minutes of the meeting on November 28 1978 to adopt the bud et for 1979
the ''Ainutes o t e Council meetings of December 121978 and Janmary 9 1979 be
approved. ,o further discussion. Passed unanimously.
Sargent Mollner discussed the Police Activities Report for the month of January
with the Mayor and Council.
The Mayor stated that the 'Town has been receiving numerous complaints re ardin
people making " U" turns after making, a right turn (coming -from the east) at the
corner of, 92nd Avenue N. E. and Points Drive at t3ie vicinity of the 11\10 LEFT TURNII
sign. The Mayor stated that he has not seem police rcement at the times -Fe —
has been leaving in the mornings for a long period of time. Other residents have
related the same information. Sargent h4ollner was asked to pass this information
on to C-Iiief Anglin
1-1. Allan Newbill stated that he has not located a price on a gate, such as was
discussed at the last council meeting, as yet.

Me Mayor stated that as far as he can determine this matter has been taken care of
to the best we can do. He reported he has he.drd from --all parents in regard to his
letter to them af.January 3, 1979.

the hid opening held at 2:00 P. M. today at the Town office. Rainier Bank of
Seattle was the low bidder with a net effective interest rate of 5.5976%, followed
by Seattle First National Bank at 5.620079%, Foster € Marshall. Inc., Seattle at
6.1948% and Peoples National Bank, Seattle at 6.210. After discussion, a otion was
made by Carson ie'heeler, seconded by Robert Becklund, that the bid of Rainier Rank
be accepted at the net effective interest rate of 5.5976o and further that proposed.
Resolution #118 be adopted as presented. After no further discussion, the motion
was passed unanimously.

to act as the lead agency in submitting an application to the United States Depart-
ment of HIT), RYnder the Housing any? Commmi.ty Development Block Grant Program, for
the purpose of funding an interiurisdictional drainage stl;d I was read and discussed.
After discussion, the Council determined that they could not feel justified at
this time to enter into a project of this kind.

a motion 777 rom the information received no permit is needed providing the cost
will. remain under the $2,200 estimated. fi�, re contained it the SDP application.
However, if the event the costs are over $2,500, a Substantial Development Permit
will be needed.. Seconded by Robert Becklund and passed imanimously.
Raint- A - Dine Company will he restriping on Points Drive and. along 92nd Ave. N. E.
where the original striping job clone did not adhere.
11TRASION MILFOTL
Shirley Dahl of 4200 95th Avenue N. E. presented the background of the milfoil
weed problems and solutions sponsored by Hunts Point, Medina and Yarrow Point.
A meeting was held on January 9, 1979 at the Three Points School. It was deter-minerd
at that time that Yarrow Bay.,,-:. was not included in the proposed application to the
DOE to chemically treat milfoil weed. .A letter, including a Peti�ion signed by
residents in the Yarrow Ray area of Yarrow Point, was forwarded. to 1.4r. Glen Fielder
of the Department of. Ecology request the application be amended to include Yarrow
Bay in said treatment. A :letter was acknowledged from Shirley and Robert Dahl
dated 1/18/79 requesting that the Yarrow Point Council take ection at its next
meeting to solve the milfoil problem in Yarrow Bay, as well as Cozy Cove.
The Department of Ecology is dining an Environmental Impact Statement to be Completed
this spring.
Yarrow Bay is currently being included.
A Corps. of -Engineers meeting indicates some funds available. 70% Federal - 3996 Local

Yarrow Bay - 40 acres - Cozy Cove - 60 acres - Fairweather Bay -- 35 acres = 135 acres,
Doug Sehaumann the originator of the proposed atter.►pt to control mi:� foil in
Fairweather dray and. Cozy Cove - now is only addressing the Fainaeather Bay area.
Mayor Lile thanked Mrs. Ilahl and asked her to keep the Town. informed and the Town
would contact her with any information received.

FIVE FOOT BUFFER STRIP - YARROW BAY - %RROWDING TOWN BOUNDARY
A recommendation was made by Lorraine i]ie0e that an up-to-date :determination
of the security- of ownership -by the Town of Yarrow Point of the five foot buffer
strip bordering the City of Kirkland and Yarrow Point be accomplished. -After
disct.tssion, a motion was made by Juanita Loder thatPioneer. National Title insurance
Company he requested to write a limited liability report of this buffer strip
established in 1959, at a cost not to exceed. $500. The motion was seconded by
Dr. Freeman. Passed 1-naninously.

FIRE CONTRACT - CITY OF BI;LLEV!..TE T0'-fl OF YkRWW POINT
At the end of 1978, the City of Bellevue presented the 'Town of Yarrow Point with
a five-year contract for fire protection services with the cost based Ae total
square footage of each non-residential structure or development divided by 2,000
square feet to determine residential equivalents. Since that time the City of
Bellevue has advised that they only wish to contract for a period of one-year, at
this time, instead of the five. The surrounding cities and towns who contract with
Bellevue are in the process of discussing and negotiating the details of said
contract. Mayor Lile has written a letter to Mayor Zimmerman for the record stating
that the Town of Yarrow Point has the understanding that. the City of Bellevue
will provide fire services to us on a continuing basis during this period. A
letter has:been received from the City of Bellevue acknowledging this understanding.

HOUSING AND CLIMNITY DEVELOPMENT OC T PRCGFAy - HOUSING ASSISTANM
A letter dated January 25, 1979 has been received from King County regarding a
housing repair application from Doris McGhee of 4405 94th Avenue N.E., Yarrow Point.
It is expected the repairs will post around $5,000. In order to use part of Yarrow
Point's allocation for this -use, a contract would need -to be signed. The total
available popmul;tion funds for Yarrow Point, including 1979 estimates, is $14,588.
The Council;Me e.1n agreement with the use of these funds for this purpose, if
repayment -was made when the house is sold. firs. Diede will report at the March meeting.

_._ in regard to the landscaping in that area. Also METRO is to be
contacted in regard to when ;the light -standards will.be completely erected and
.the total area completely finished.
PARK OARD_ • At the January 9t]i Council. meeting the planning Commission recommended
�. that the Park Board review and discuss the suggestions for making.
certain uses of the Park, as outlined in the Council minutes of July 11, 1978 by
Roger Hiddleston. Scott Cunningham, -Chairman of the Park Board, will be contacted
and requested to gather his Park Board members together to discuss the Park - and
then report back to the Council.

now have an easement through this land for drainage water
carried down N. E. 36th Street.
Also a.letter is to be written to the K. C. Prosecutor
bring attention to the decision rendered by the Courts on:Yarrow Point's appeal re
ownership of said roadend.
RE -PORT' Lorraine Diede will present the status of the Town's financial
position on February 16, 1979.
