HomeMy Public PortalAbout2020-07-201 REGULAR COUNCIL MEETING, JULY 20, 2020 CALL TO ORDER Mayor Carrie Tergin called the July 20, 2020 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman* Absent: None A quorum was declared present. *Councilmember Wiseman participated via call-in. ADOPTION OF THE AGENDA A motion was made by Councilmember Graham to adopt the agenda. Councilmember Hussey seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Former Councilmembers Rick Mihalevich and Rick Prather were recognized for their years of service as councilmembers. Each was presented with a plaque and key to the City. State Representative Dave Griffith presented them each with a Missouri House of Representatives courtesy resolution. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR Councilmember Hussey motioned to approve the recommended appointment to the following commission. Councilmember Graham seconded the motion. The motion passed unanimously. Board or Commission Recommended Appointment New Term Expires Term Full/Partial Environmental Quality Commission Rachel Owen Nov 2021 Partial PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS There were no presentations at this time. 2 REGULAR COUNCIL MEETING, JULY 20, 2020 ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Councilmember Hensley announced the Finance meeting scheduled for July 23rd at 7:30 A.M. in the City Council Chambers. The first Budget Committee meeting is scheduled for July 27th at 5:30 P.M. in the City Council Chambers.  Mayor Tergin read the Cole County press release related to COVID-19 mask and travel recommendations.  Mayor Tergin invited Public Works Director Matt Morasch to the podium to provide a storm water and debris update related to the recent flash flooding event that occurred in the City on July 19th. The Public Works and Law Departments have been returning calls and providing direction to affected citizens. There has been no reported damage to the recently opened, new Dunklin Street Bridge. Mayor Tergin and Councilmembers thanked the Public Safety and Public Works Departments for their assistance.  Mayor Tergin announced an upcoming ground breaking ceremony for the Bicentennial Bridge. A date will be announced once finalized. A small ground breaking ceremony was held earlier for B.J. DeLong, the primary donor for the project.  Mayor Tergin attended a retirement celebration for Officer Dumsday with the Jefferson City Police Department.  Mayor Tergin attended the Community Bike Ride hosted by JC Parks on Saturday, July 18th.  Mayor Tergin attended Governor Parson’s press conference last week, related to the Missouri River Heartland Port Authority.  Councilmember Kemna announced the ground breaking celebration for Community Park, scheduled for July 30th at 4:00 P.M. The celebration will include food trucks from 4:00 P.M. – 8:00 P.M. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE There will be a new representative when the University’s Fall 2020 semester begins. Councilmember Graham announced the University’s start date as August 24th with in- person classes. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: 3 REGULAR COUNCIL MEETING, JULY 20, 2020 a. Minutes of City Council Meetings: July 6, 2020 b. Declaring Certain City-Owned Personal Property Surplus and Authorizing the Disposition by Sale through Purplewave Online Auction A motion was made by Councilmember Hussey and seconded by Councilmember Ward to approve the consent agenda items. The motion was approved unanimously. BILLS INTRODUCED 2020-006 sponsored by Councilmember Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH SIRCAL CONTRACTING, IN THE AMOUNT OF $136,800.00 FOR THE VETERAN'S PLAZA RENOVATIONS PROJECT, APPROVING A SUPPLEMENTAL APPROPRIATION FROM THE JC VETERANS PLAZA TRUST FUND BALANCE, AND ACCEPTING A DONATION AND CORRESPONDING BUDGET AMENDMENT. 2020-007 sponsored by Councilmember Graham AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 19 (MOTOR VEHICLES AND TRAFFIC), SCHEDULE Z (RESIDENTIAL PERMIT PARKING ZONES), BY ADDITION OF THE EAST SIDE OF THE 1400 BLOCK OF HOUGH PARK ROAD. 2020-008 sponsored by Councilmember Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH BURNS AND MCDONNELL ENGINEERING COMPANY, INC., IN THE AMOUNT OF $57,000.00 FOR THE BIOSOLIDS MANAGEMENT STUDY PROJECT. Councilmember Wiseman arrived, in-person to the meeting at 6:47 P.M. 2020-009 sponsored by Councilmember Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CORRECTIVE ASPHALT MATERIALS, LLC, IN THE AMOUNT OF $142,757.78 FOR THE 2020 STREET SEAL COAT PROJECT. Councilmember Hussey motioned, and Councilmember Hensley seconded the motion to accept a substitute exhibit for Bill 2020-009. The motion passed unanimously. 4 REGULAR COUNCIL MEETING, JULY 20, 2020 Councilmember Hensley requested to suspend the rules. There being no objection, Bill 2020-009 with the substitute exhibit was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16050: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, Ward, and Wiseman Nay: None BILLS PENDING 2020-002 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING A BUDGET AMENDMENT WITHIN THE GENERAL FUND AND THE WASTEWATER FUND TO ALLOW FOR THE SPENDING OF INSURANCE PROCEEDS RELATED TO VEHICLE HAIL DAMAGE CLAIMS TO REPAIR THE DAMAGED VEHICLES. RESOLUTIONS Ryan Moehlman, City Attorney, presented Mayor Tergin’ s Emergency Proclamation related to wearing masks at public, City meetings. Councilmember Graham motioned and Councilmember Hussey seconded the motion to ratify the proclamation. APPROVAL OF 7/6/2020 CLOSED SESSION MINUTES Councilmember Hussey motioned and Councilmember Kemna seconded the motion to approve the 7/6/2020 Closed Session Minutes. The motion passed by the following roll - call vote: 6 REGULAR COUNCIL MEETING, JULY 20, 2020 Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, and Ward Nay: None Abstain: Wiseman (Having not reviewed the minutes at the time of the vote) NEW BUSINESS There was no new business at this time.
