A RESOLUTION OF THE CITY COUNCIL OF THE CITY OP
LYNWOOD AUTHORIZING THE SUBMITTAL OF A.N APPLICA-
TION, THE EXECUTION OF A STANDARD AGREEMENT AND
ANY AMENDMENTS THERETO, AND ANY RELATED DOCUMENTS
NECESSARY TO PARTICIPATE IN THE STATE EARTHQUAKE
REHABILITATION ASSISTANCE PROGRAMS AND SECURE A
COMMITMENT OF FUtdDS FROM THE CALIFORNIA DEPARTMENT
OF HOUSING AND COMMUNITY DEVELOPMENT (HCD), AND TO
OPERATE PROGRAMS IN ACCORDANCE WITH THE GUIDELINES
AS ESTABLISHED AND AMENDED FROM TIME TO TIME BY HCD.
WHEREAS, the City of Lynwood, a California municipality,
organized and operated under the Constitution and laws of the State
of California, is eligible to receive a commitment of funds and
participate in the State Earthquake Rehabilitation Assistance Pro-
gram (hereinafter referred to as "SERA"); and
WHEREAS, the California Department of Housing and Commu-
nity Development (hereinafter referred to as the"Department") is
authorized to provide financial assistance for the purpose of re-
habilitating residential structures damaged or destroyed in the
October 1, 1987 Los Angeles-Whitter Narrows Earthquake and subsequent
aftershocks; and
WHEREAS, the City of Lynwood wishes to obtain from the
Department, a commitment offunds for the purpose of rehabilitating
residential structures damaged or destroyed in the October 1, 1987
Los Angeles-Whittier Narrows Earthquake and subsequent aftershocks.
NOW, THEREFORE, the City Council of the City of Lynwood
does hereby find, determine, order and resolve as follows:
SECTION 1. The City of Lynwood shall submit to the
Department an application for participation in SERA and to request
a commitment of funds under the owner-occupant program and the
rental housing program.
SECTION 2. If the application is approved, the City of
Lynwood is hereby authorized to enter into a Standard Agreement with
the Department for the purpose set forth in the loan application and
approved by the Department. It also may enter into other agreements,
documents or instruments necessary or required by the Department for
participation in SERA.
SECTION 3. The City of Lynwood authorized the Mayor to
execute the loan application, the Standard Agreement, and other
documents necessary or required by the Department for the partici-
pation in SERA, and any amendments thereto.
SECTION 4. The City of Lynwood is further authorizes.
to request amendments, including increases in fund commitments up
to amounts approved by the Department and to execute any and all
~ documents required by the Department to evidence and secure these
amendments.
