Mr. Deeken announced that he would be abstaining from voting or discussion on Case P20003. 2. Procedural Matters and Procedures Explained Mr. Zollinger explained the procedures for the meeting. Communications Received Correspondence was received for Case P20002, and was distributed to commission members. 6. New Business/Public Hearings Case No. P20003 - 1800 Block of E. McCarty Drive, Preliminary and Final Plat of Red Cedar Ridge Subdivision. Request filed by James Lage, property owner, for a Preliminary and Final Subdivision Plat for 10.23 acres consisting of 22 Single Family Residential Lots. The property is zoned RS -2 and located on the 1800 Block of E. McCarty Street and is described as part of the Northeast Quarter of the Southwest Quarter of Section 16, Township 44, Range 11, in the City of Jefferson, Missouri. (Central Missouri Professional Services, consultant) Mr. Zollinger stated that this proposal is for the approval of a Preliminary Plat and Final Subdivision Plat for Red Cedar Ridge. The property is zoned RS -2 Single Family Residential and is intended to be developed as a single family residential subdivision. This Preliminary and Final Plat would consist of 22 lots totaling in 10.23 acres. Mr. Paul Sampson, (Central Missouri Professional Services, consultant), 2500 East McCarty, presented the case. He pointed out the unique flagpole lots and noted where the mailbox units would be located. There was not anyone from the public in attendance to comment. Mr. Zollinger gave the staff report and staff recommendation. He stated that the Preliminary and Final Subdivision Plats meet the requirements for subdivision plats as outlined within the Subdivision Code. The street network provides for future connectivity options to neighboring properties. Staff recommends that specific notes be added for Lots 8, 9, 10, 21, and 22 as follows: • A clarifying note for Lots 8, 9 and 10 must be added for the determination of access and lot frontage along the cul-de-sac bulb. • A note to restrict access for Lot 21 to Nash Court similar to that of Lot 1 and to remove the driveway access that it currently possess from East McCarty Street. • A note stating Lot 22 be required to have a driveway with a space provided for vehicles to tum around and drive out forward when leaving the residence. Mr. Wade stated that engineering staff also recommends the approval of the Preliminary and Final Subdivision Plats, subject to technical corrections being addressed prior to the plat being considered by the City Council. Ms. Cotton moved and Mr. Vogt seconded for approval of the Red Cedar Ridge Preliminary and Final Plat subject to comments and technical corrections of the Planning and Engineering Divisions. The motion passed 7-0 with the following votes: Aye: Lester, Vaughan, Cotton, Markus, Quigg, Vogt and Fretwell. Naye: None Abstain: Deeken Case No. P20002 - 1200 Linden Drive, Rezoning from RA -2 to PUD and Preliminary PUD Plan. Request filed by Catholic Charities of Central and Northern Missouri, owner, for a rezoning of 2.2 acres from RA -2 High Density Residential to PUD Planned Unit Development and a Preliminary PUD Plan to remodel and expand the "Shikles Building" to establish it as a Community Service Center. The property is located 100 feet north of the intersection of Linden Drive and Edmonds Street and is described as part of the Southwest Quarter of the Southeast Quarter of Section 12, Township 44 North, Range 12 West, City of Jefferson Cole County Missouri. (Central Missouri Professional Services, Consultant) Mr. Zollinger stated that the applicant is requesting the rezoning of 2.2 acres of property zoned as RA- M Multi -Family Residential to PUD Planned Unit Development to expand the Shikles Building to establish it as a Community Service Center. The PUD Plan includes the remodeling and reuse of the Shikles Building, a proposed addition of 3,094 sf as well as a potential future addition of 4640 sf. The PUD plan also calls for a future storage building of 2,000sf. Mr. Brian McMillian, (Central Missouri Professional Services, consultant), 2500 East McCarty, presented the case. He stated that The Jefferson City Housing Authority sold the property to Catholic Charities of Central and Northern Missouri to help fill a void in the community. He noted that it would be used as food pantry, warehouse, study area, counseling area, for other community needs. Mr. Dan Lester, (Catholic Charites of Central and Northern Missouri) 2201 West Main Street, stated they are excited about the project and look forward to being a safe haven for the surrounding neighborhood. There was not anyone from the public in attendance to comment. One item of correspondence was received in favor of the request. Mr. Zollinger gave the staff report and staff recommendation. Staff recommends approval of the proposed rezoning and Preliminary PUD Plan. The rezoning from RA -2 to PUD allows for the requested use without rezoning the property to a commercial district, which does not fit in context of the surrounding zoning, and is site specific. The property is located in the neighborhood that it intends to service to allow for a use that fits the area. The Preliminary PUD Plan meets the standards that are required for the proposed use. Mr. Wade stated that engineering staff also recommends the approval of the request. He mentioned that he would like to see sidewalk connecting the properties, but noted that it is not something we can enforce, since it is a neighboring property. Mr. John Landwehr, 231 Madison, said that getting connecting sidewalks should not be an issue. Mr. Lester moved and Mr. Vogt seconded to approve the request to rezone the property form RA -2 to PUD. The motion passed 8-0 with the following votes: Aye: Lester, Vaughan, Deeken, Cotton, Markus, Quigg, Vogt and Fretwell Mr. Lester moved and Mr. Vaughan seconded to approve the Preliminary PUD Plan with the establishment of an underlying zoning of C-1 Neighborhood Commercial for the purpose of determining permitted uses, signage and lighting. Comprehensive Plan Work Session Ms. Nanoski provided the commission with the results from the Comprehensive plan survey, in regards to economic development and healthy communities. B. The content of the report reflects the professional perspective of staff as of the date of the report (listed above), subject to change as the plan is developed. Overview: This summary highlights some factors explored in city staffs analysis of Jefferson City's public engagement results and topic research for the following chapters, Transportation Environmental Resiliency (utilities, energy efficiency, hazard mitigation) Public engaclement: The following issues and assets were consistently addressed during the initial public engagement phase of the comprehensive plan update, Transportation Strengths • Greenway trail system. • Jefferson City's close proximity to large metropolitans. Opportunities for growth • 43% of participants do not believe that Jefferson City has transportation infrastructure/services connecting jobs and other needed services (recreation and daily life needs). • JEFFTRAN improvements, capacity and service hours. • Missouri Blvd traffic control. Environmental Resiliency Strengths • 58% of participants believe that implementing "green" building design, infrastructure, and practices is an important component of Jefferson City's future growth. • Community engagement participants are impressed with recovery processes implemented after the May 2019 tornado. Opportunities for growth • 29% of participants believe that Jefferson City encourages good water quality resource management by protecting streams, watersheds, and floodplains. • Increase and encourage more diverse implementation of stormwater infrastructure projects. There are experts, tools, and documents that already serve this function. In regards to these two topics, the Jefferson City Comprehensive Plan can best serve the community with the identification of high level actions and topics to support city stakeholders who are technically involved in transportation and environmental work.
