OLD BUSINESS ORDINANCE 5-70 AN ORDINANCE TO CREATE SECTION 7.03 (1) (g1) through (gs) providingj for stop signs at the intersections listed. THE COMMON COUNCIL OF THE CITY OF RHINELANDER DO ORDAIN A FOLLOWS: That all existing ordinances or codes or portions thereof in conflict herewith are hereby repealed and Section 7.03 (1) (gl) through (gs) is created to read as follows: SECTION 7.03 (1) (gl). ORDINANCE 7-70 AN ORDINANCE TO CHANGE THE DISTRICT BOUNDARIES OF THE DISTRICT ZONING MAP OF THE CITY OF RHINELANDER, WISCONSIN DATED APRIL 11,1966. THE COMMON COUNCIL OF THE CITY OF RHINELANDER DO ORDAIN AS FOLLOWS: That all existing ordinances or codes or portions thereof in conflict herewith are hereby repealed and more specifically/the district boundaries of the district zoning map of Rhinelander, oneida County, Wisconsin, dated april 11, 1966, are changed to show as follows: To adopt district zoning uses as shown on map drawing # l393-1 After the reading of this ordinance it was explained to the Council by the City Attorney that some changes were being made in the map referred to and that he recommended the council table this ordinance. NEW BUSINESS ORDINANCE 9-70 AN ORDINANCE TO CHANGE THE DISTRICT BOUNDARIES OF THE DISTRICT ZONING MAP OF THE CITY OF RHINELANDER, WISCONSIN DATED APRIL 11,1966. THE COMION COUNCIL OF THE CITY OF RHINELANDER DO ORDAIN AS FOLLOWS: That all existing ordinances or codes or portions thereof in conflict herewith are hereby repealed and more specifically the district boundaries of the District Zoning Map of Rhinelander, Oneida County, Wisconsin dated April 11, 1966, are hereby changed to show as follows: To adopt district oning uses as shown on map drawing #1.393-1 which map establises the zoning uses for the following described property annexed to the City of Rhinelander: All of the SW= of the ,SW*,Sectioa 28 . Township 37'Norah; %Range 9 East, Lying South of the Minneapolis, St. Paul Sault Ste. Marie Railroad right of way. All of Government Lot 15, Section 29, Township 37 North, range 9 East, lying South of the Minneapolis, St. Paul and Sault Ste. Marie Railroad right of way line. ORDINANCE 8-70 AN ORDINANCE TO AMEND CHAPTER 19 OF THE MUNICIPAL CO➢E AS SHOWN ON THE ATTACHED SHEETS CONSISTING OF MODIFICATIONS 1 THROUGH 14 IN ORDER TO INCORPORATE AND ADOPT WITHIN THE MUNICIPAL. CODE AN EXTRATERRITORIAL ZONING ORDINANCE COVERING DISTRICT USES IN THE EXTRATERRITORIAL ZONING AREA AS SHOWN ON THE MAP PREPARED BY THE JDINT COTITITTEE ON EXTRATERRITORIAL ZONING, WHICH MAP HAS BEEN ADOPTED BY SEPARATE ORDINANCE. (c) "Nondependent mobile home" means a mobile home equipped with ete bath andtoilet facilities, all furniture, cooking, heating, fiances and complete year round facilities. April 13,1970 NEW.BUSINESS CONT. Ord. 10-70 Cont. (d) "Dependent mobile home.'T means a mobi le home which does not have complete bathroom facilities. (e) "Mobile home park" means any plot or plots of ground upon which 2 or more units, occupied for dwelling or sleeping purposes, are located, regardless of whether or not a change is made for s;ch accomodation. (f) A "space" means a plot of ground within a mobile home Park of not less than 1,000 wquare feet, designed for the accommodation of one auto and/or one mobile home unit.. (g) The work "person shall be construed to include an individual, partnership, firm, company, corporation, whether tenant, owner, lessee, licensee, or their agent, heir or assign.. (h) "Licensee sT means any person licensed to operate and maintain a mobile home park under this ordinance. (i) "Park" means mobile home park.. SECTION 2. Effective May 1, 1970, section 1L is hereby repealed and recreated to read as follows: (a) There is hereby imposed on each owner of a nonexempt, occupied mobile home in the City of Rhinelander, a monthly parking permit fee determined in accordance wit s. 66.058 (3) of the Wisconsin Statutes which is hereby adopted by reference and made part of this ordinance as if fully set forth herein. It shall be the full and complete responsibility of the licensee to collect the proper amount from each mobile homeowner. Licensees and owners of mobile homes permitted to be located on land outside a mobile home park shall pay to the city treasurer such parking perm'.t fee on or before the 10th of the month following the month for which such fees are due in accordance with the terms of this ordinance and such regulations as the treasurer may resonably promulgate. (b) Licensees of mobile home parks and owners of land on which are parked any occupied, nonexempt mob ?le homes shall furnish information to the City Clerk and City Assessor on such homes added to their park or land within 5 days after arrival of such home on forms furnished by the City Clerk in accordance with s. 66.058 (3) (c) and (e) of the Wisconsin statutes.. (c) Owners of nonexempt, occupied mobile homes, upon receipt of notice from the city cleu.'k of their liability for the monthly parking permit fee, shall. remit to the Cith Clerk a cash deposit of $25 to guarantee payment of such fees when due to the City Treasurer. It shall be the full and complete responsibility of the licensee of a mobile home park to collect such cash bposits and parking permit fees from each occupied, nonexempt mobile home therein and remit such& eposits to the City Clerk.. Upon receipt of a notice :from the owner or licensee that the nonexempt, occupied. mobile: home has been or is about to be removed from the city, the City Clerk shall direct the City Treasurer to apply said cash deposit to reduce any monthly parking permit fees forwhich said owner is liable and .refund the balance, if any, to said owner.. SECTION 3., Section 13.15 is repealed and recreated to read as follows: SECTION 13.15 Penalties for Violation of Ordinance. Any person. violating any provision of this ordinance shall upon conviction thereof forfeit not less than $10 nor more than ?100 and the costs°of prosecution, and in default of payment of such forfeiture and costs shall. be imprisoned in the county jail until payment of such forfeiture and the costs of prosecution, but not exceeding thirty days for each violation, provided that the forfeiture for violation of section 1!4 (c) shall not exceed $25. Each day of violation shall constitute a separate offense. SECTION L.. Wherever the terms TTtrailer"T or "trailer camp" appear in the ordinance, the City Clerk is directed to substitute and the common council hereby. ordain that the terms "mobile home" and "mobile home park" respectively shall be substituted. ORDINANCE` 11-70 AN ORDINANCE TO AMEND Chapter 13.01 (3) (b) g) (h). THE COMMON COUNCIL OF THE CITY OF RHINELANDEh DO ORDAIN AS FOLLOWS: That all existing ordinances or codes or portions thereof in conflict herewith are hereby repealed and chapter 13.01 (3) (b) (f) (g) (h) is hereby amended to read as follow: 13.01 (3) (b): Remove words " or fractional part thereof" and add the words license fee for new ap-olications covering only a portion bf the remaining year, shall be prorated on a quaterly basis" Remove words "or fractional part thereof" and add the words "The license fee for new applications covering only a portion of the remaning license year, shall be prorated on a quaterly basis". RESOLUTION BE IT RESOLVED BY THE COMMON COUNCIL of the City of Rhinelander, Wisconsin, WHEREAS, funding is available through application made to the Wisconsin Council on Criminal Justice for updating police radio equipment and WHEREAS, it would be in the best interest of the Rhinelander Police department and the Protection of Persons and Property Committee to make said application. NOW THEREFOR BE I.T RESOLVED BY THE COMMON COUNCIL OF THE CITY OF RHINELANDER that the City of Rhinelander, through the Rhinelander Police Department and Protection of Persons and Property Committee, is authorized to make a project application to the Wisconsin Council on Criminal Justice to up date police radio equipment and that said comm- ittee and the Department are authorized to prepare and execute any and all documents necessary for said application,, A MOTION WAS MADE BY Aid. Lawrence seconded by Ald. Bourcier to adopt this resolution and to instruct the City Comptroller to place the necessary funds in the 1971 budget. On roll call all aye motion carried. RESOLUTION' BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF RHINELA ND ER, WISCONSIN , T}IAT WHEREAS, the City Comptroller has directed the City Attorney to prepare a resolution directing and authorizing certain budget transfers; NOW THEREFORE BE IT RESOLVED BY THE COMTION COUNCIL of the City of Rhinelander, Wisconsin, that budget transfers are hereby authorized and sirected as follows: $2,200.00 from contigent fund #21102 to fire dept. #52201 A MOTION WAS MADE BY Ald. Johns, to adopt'this call vote, ;7- aye, ,10 . tay4 City Attorney Lee Bernsteen stated that he would not be able to attend a Public Hearing scheduled for April 15,1970 at 9:00 a.m. with the Public Service Commission relative to railroad crossings because of previous commitments, Attorney Bernsteen further stated that he felt the City should be represented at this hearing y council and was recommending that former City Attorney John Krueger serve in his place. April 1 97 NEW BUSINESS CONT. A MOTION WAS MADE BY Ald. Bohne seconded by Ald. Prosser to retain John Krueger to represent the City Of Rhinelander at this Public Hearing to be held on April 15, 1979 and that Attorney Krueger be compensated at the Bar Associations going rate of salary. On roll call vote, all aye, motion carrfied. At this tix.e there was a'short discussion relative to the Mraz condemnation proceedings, the result being as follows: A MOTION WAS MADE BY Ald. Prosser to lay this matter over until the May council meeting when the new Council will have taken over and that in the meantime the proper committees should investigate this matter further. On Roll call vote 7 aye, 1 nay, motion carried, Ald. Larson voting nay. COMMISSION AND BOARD REPORTS PLANNING A MOTION WAS MADE BY Ald. Johns seconded by Ald. Prosser to have the City Attorney draw up an ordinance relative to the rezoning of the area around the Bump Clinic and present this ordinance at the May Council meeting"as recommended by the Planning Commission. All aye, motion carried. PUBLIC WORKS BOARD A MOTION WAS MADE BY Ald. Larson seconded by Ald. Prosser toJauthori_ze the proper city officials to execute an agreement between the City of Rhinelander and Oneida County relative to the right-of-way in the Shepard, Dahl street area as presented to the Council. On roll call vote, all aye, motion carried. A MOTION WAS MADE BY Aid. Lawrence seconded by Ald. Bourcier authorizing the installation of street lights at St. 7T asephs Convent and one on Alban Street in the vicinity of Stefoneks Grocery. 0n roll call vote, all aye, motion carried. A MOTION WAS MADE BY Ald, Bohne seconded by Ald. Bourcier to award the low bid for City construction work in the amount of $33,989.00 to the Gasser Construction Co. with the unit price for gravel to be ne otiated beteween the City, County and Gasser. Bourcier to allow the proper city officials to execute an agreement between the City of Rhinelander and the First Wisconsin rational Bank of Milwaukee designating The First Wisconsin as financial advisors for a term of two years. On roll call vote 7 aye 1 nay motion carried. Ald. Bohne voting nay. PROTECTION OF PERSONS AND PROPERTY A MOTION WAS MADE BY Ald. Larson seconded by Ald. All aye, motion carried, MISCELLANEOUS It was agreed by the Council to have the proper committees study the area around the intersection of Brown and Harvey Streets relative to placing a stop sign and crosswalk lines at the intersection.
