A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD APPROVING GUIDELINES FOR THE
SOLICITATION, EVALUATION AND SELECTION OF
PUBLIC SERVICE PROJECTS FOR FUNDING UNDER
THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

outside agencies; and
WHEREAS, said guidelines have been reviewed and approved by
the Housing and Community Development Advisory Board for
recommendation to City Council.
NOW, THEREFORE, the City Council of the City of Lynwood
does hereby find, determine, order and resolve as follows:
SECTION 1. The attacched guidelines for the solicitation,
evaluation and selection of public service projects is hereby
approved.

increase in the level of services currently provided
by the City;
5) Comply with terms and conditions of Executive Order
11146, titled "Equal Employment Opportunity" as
amended by Executive Order 11375; Title VI of the
Civil Rights Act of 1964, and Section 3 of the Housing
and Community Development Act of 1974;
6) provide assurance that the proposed activity will
benefit a majority (518) of low and moderate income
persons residing in the City of Lynwood, and
7) have its principal residence in the State of California.
What We Do Not Fund
The following may not be funded within the CDBG Public
Service Grant Program.
- Projects that are part of the curricula of school and
universities;
- Out of State travel or activities;
- Programs not accessible to the public;
- Purchase of equipment, land, buildings or construction
(Capital expenditures)
- Hospitality or food costs;
- Trusts, endowment funds;
- Projects with religious or secterian purposes;

- Expenses incurred before the starting date of the
Contract.
III. Factors for Award
Points
The proposals will reviewed and ranked based on the
following point system:

proposal addresses, including degree which
program budget can be substained beyond period
of funding.

participation of other eligible jurisdictions.
10 5. Agency's overall capabilities, experience and
demonstrated ability to develop, establish,
coordinate and manage specialized projects.

A GUIDE TO CDBG
PUBLIC SERVICE PROJECT FUNDING
AWARDS TO SUB RECIPIENTS
Purpose and Scope
Title I of the Housing and Community Development Act of
1974 established the Community Development Block Grant
(CDBG) Program whose primary objective is to assist in the ~
development of viable urban communities by providing decent
housing, a suitable living environment and expanding
economic opportunities, principally for persons of low and
moderate income.
The CDBG program is administrated by the United States
Department of Housing and Urban Development (HUD) which
allocates CDBG entitlement funds to units of general local
governments (counties and cities) and to States for use in
non-entitlement areas. The City of Lynwood qualifies as an
entitlement grantee and is awarded CDBG funds according to
a formula based on poverty, population growth lag, and
overcrowded housing conditions. The City utilizes these
funds locally to meet the primary objectives of the CDBG
program.
Entitlement grantees are allowed to spend up to 158 of its
annual grant award (approximately $1 million for Lynwood) to
provide public service activities which are directed toward
improving the City's public services and facilities,
including but not limited to those concerned with ,~
unemployment, crime prevention, child care, health, drug
abuse, education, ener conservation, welfare, or
recreational needs.
Housing and Community Development Advisory Board (HCDAB)
The HCDAB was appointed by City Council to serve as a
mechanism to facilitate community participation in decisions
regarding the use of CDBG funds. The HCDAB's mandate, of
course, is to recommend to City Council those activities
which provide maximum benefit to the community while
complying with the CDBG program's primary objectives.
As an entitlement grantee, the City of Lynwood may grant
CDBG funds to eligible sub recipients capable of providing
necessary services to the community. The HCDAB will review
funding requests during one of its regular monthly meetings.
Meetings are held on the first Wednesday of each month at
7:00 p.m. in the City Hall Council Chambers, 11330 Bullis
Road, Lynwood, California.
II. Eligibility Criteria
In order to apply for CDBG funds for public service
projects, the recipient organization must:
1) be a non-profit organization as defined under Section
501(c)(3) of the Internal Revenue Code;
2) have been in existence at least 2 years prior to the
time of application;
3) have formal approval of its Board of Directors to submit
the application;

5) 3 letters of support
6) Financial Statements from most recently completed
operating year
7) By-Laws and Articles of Incorporation
8) Complete current Budget

conducted by the HCDAB. Selected proponents may be required
i to make a presentation to the City Council for final
approval of proposal.

be used by the applicant for coordinating and
monitoring project activities to ensure timely
completion; reasonableness of estimated
timetable for implementation and completion of
projects.

Cost will be the deciding factor when proposals ranked under
above factors are considered acceptable, fall within a
competetive range, and are substantially equal. Furthermore,
an applicant's proposal may not be funded when costs are
determined to be unrealistically low or unreasonably high.
IV. How Awards Are Determined
Projects ultimately recommended for funding must be very
carefully selected to ensure that the community receives the
best services available. To facilitate the selection
process, the HCDAB will adhere strictly to the above
criteria. Board members will evaluate each proposal and
rank each applicant on a priority scale for available
funding. Dollar amounts are determined at the later time
by computing the applicant's amount of request against a
rate which varies according to priority level. Applicants
at the firsst priority level (rank) receive the highest
possible percentage of their request, applicants at the
second level receive a lesser percentage, and so on, until
available funding is exhausted.
V. Incomplete Applications
Please submit your applications complete in all particulars
on or before deadline. Failure to provide a complete and
well ordered application may reflect poorly on the
managerial competence of your organization. Contact City
staff well in advance of the deadline with any questions
regarding the particular requirements for your application.
Applications submitted after the deadline will be rejected.
VI. Supplemental Materials
In addition to the project proposal, the applicant must
provide the following:
1) a narrative statement showing how proposal addresses
each factor for award
2) 501(c)(3) letter from IRS
