Bohne reported only routine business has been transacted on the water committee. COMMITTEE RECOMMENDATIONS AND REPORTS CLAIMS A MOTION was made by Ald. Bohne seconded by Ald. Prosser to accept and pay the following claims. City Claims $50,113.83 Water claims of $4,666.13 and H.U.D. claims of $4.6,920.75. On roll call. vote 8 aye 0 naye. Motion carried. ZONING Inspector Treu reported that the board. has heard two appeals one appeal was denied and one appeal was granted. Aid. Johns stated that he feels that in._some cases our code has done injustice to our local people by not granting certain appeals. Ald. Johns stated he thinks that our code should be checked over and see if there are problems with the code that can be corrected. Inspector Treu reported that Daniels Mfg. has requested installing three 7,000 gal. flammable liquid tanks underground at their plant.. Inspector Treu stated that all requirements of safty have been met and checked by himself and Fire Chief Manning, and that he recommends the installation be granted. A MOTION was made by Ald. Larson seconded b to grant this request by Daniels Mfg. and all©w three 7,000 gal. tanks. All aye motion carried. FINANCE WAGE AND SALARY Ald. pross er hem to install Aldo. Lawrence stated that there will be a special Finance Committee meeting held with Mr. Harry Kivell at 7:00 P.M. April 16,1969 to discuss finance±ng on the H.U.D. Project. Ald. Laurence also stated that the Committee is still studying the residency requirements of City employes. PROTECTION OF PERSONS AND PROPERTY A MOTION was made by Ald. Bohne seconded by Ald. Johns to grant an operators license to Robert MRe=s . On roll call 8 aye 0 naye. Motion carried A MOTION was made by Ald. Johns seconded by Ald. Prosser to grant a class BB license claim to Joseph Hough in tha sum of $200.00 upon Mr. Hough signing a relaease, releasing the City from any further claims by him. On roll call vote 8 aye 0 naye. Motion. carried. A MOTION was made by Ald. Petta seconded by Ald. Prosser to allow the Fire Chief, Assistant Fire Chief and Inspector Treu to attend a Confrence at Green Bay in April. There being no further business before the Council at this Taylor adjourned the Council at 9:22 P.M./ Date Of Publication r`7p.!"`/•L ,?. , / 6. 7 to adjourn. time Mayor May 5,1969 A SPECIAL MEETING of the Common Council was called to order at 7:30 P.M. by Mayor P.A._ Taylor, Alderman present were as follows Bohne, Bourcier, Johns:, Larson, Lawrence, Petta and Prosser.Ald. Hack arrived at 7:40 P.M as he had been attending a Highway Committee meeting. The purpose of this special meeting was as follows.To act on a revised plan for the H.U.D. project and to authorize the reletting of bids. The first reading of Ord. 7-69 annexing the Sheel property in the Old Colony. The first reading of Ord. 8-69 to ammend Ord. 14.07 (3) to increase the price of special permits from 25r to $1.00. To act on a resolution commending Mrs. Mabel Carr for her years of service to the City of Rhinelander. To act on any other business that may come before the Council, at this time. City Engineer W.J. Woodward showed maps and gave explaxnations to the Council on the new revised plans for the H.U.D. project. These plan revisions were necessary to cut the original project as the bids on that original project were to high to complete the intended work.with the money available. RESOLUTION BE IT RESOLVED - BY THE COMT"ON COUNCIL of the City of Rhinelander, Wisconsin, WHEREAS, bids were received by the Public Works Coa:mmittee on April 3,1969 on waterworks and mains, sanitary sewers and storm sewers and drains pursuant to plans and specifications on file with the Department of Public Works and approved by the Department of Housing and Urban Development (H.U.D.) and WHEREAS, the bids in every instance greatly exceeded the estimated amounts for each phase of the project as submitted by Kraft Engineering who prepa±ed.the plans, specifications and estimates for the City and WHEREAS, the bid amounts exceeded the total amount of revenue to cover the entire project by corporate bonds and government grants, and WHEREAS, it became necessary to revise the total project plans and specifications in a manner that would allow the project to be relet for new bids, said revisions of the project plans having been approved by H.U.D., and WHEREAS, the revised plans and specifications have been explained at length and in detail to the Common Council by the Department of Public Works, and it appearing that is in the best interests of the City of Rhinelander that all bids heretofore received be rejected in total and that the nor plans and specifications be approved and that bids be taken on said plans as revised, NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF RHINELANDER that all bids received by the Public Works committee on.April 3,1969 on the plans and specifications for waterworks and mains, sanitary sewers and storm sewers and drains be and the same are hereby rejected, Be. it further resolved, that revised plans and specifications for the aforementioned improvements as presented to the City Council in detail prior to this resolution and as approved by H.U.D. be, and the same are hereby adopted and approved. Be it further resolved, that the Public Works Committee, be and it is hereby authorized to submit said revised plans and specifications for public bidding at a time and place that they may designate, that said committee open and consider said bids and present their recommendations on said bids for Council action as soon as practicable after the opening of said bids. ORDINANCE 7-69 First reading; AN ORDINANCE ANNEXING TERRITORY TO TI CITY OF RHINELAN'DER, WISCONSIN THE COMMON COUNCIL OF THE CITY OF RHINELANDER, WISCONSIN DO ORDAIN AS FOLLOWS: SECTION 1. Territory Annexed, In accordance with section 66.021(12) of the Wisconsin Statutes of 1967, and the petition for direct, unani- mous annexation filed with the City Clerk on the 13th day of March,1969, signed by all of the electors residing in the territory and all of the owners of land in the area and in assessed value in the territory, the the following described territory is annexed to the City of Rhinelander s. A parcel of land in Govt. Lot 7, Section 8, Township 36 North, Range 9 East, described as follows: Beginning at the meander corner, an iron pipe on the section line at the Northeast corner of the aforesaid Govt. Lot 7, Section 8; thence West on section line 259.8 feet to an iron pipe at -the Northeast corner of the Frank Alexander property as given in Vol. 133 Deeds, 579; thence South at a defledtion angle of 88° 11' and on the aforesaid. Alexander East boundry ( as monumented) 336.75 feet to an iron pipe marker at the Northwest corner of the Ray- mund Lund property as monumented as described in Vol. 135 Deeds, 92; thence East at an included angle of 89° 39' on the aforesaid Lund Pro- perty line as monumented (but not parallel the north line of the sec- tion as claimed to be in the Lund deed). 208.75 feet to the original iron pipe markee (which has to be accepted as the corner according to the Lund deed); thence South at a deflection angle of 90°34' a distance of 210.65 feet (passing thru the Lund Southeast corner as set) to an iron pipe on the true North boundry of the 30 foot town road- thence East at an included angle of 89°.5' a distance of 85.5 feet to an iron pipe on said road boundry (said iron being 20 feet West of the West line of the parallel deeded to Lena Deede in Vol. 109 Deeds, 59L); thence North at an included angle of 90° 05' and paralled the aforesaid "Deede West line and the West line of the Marko Jurinak parcel ( which is the same alignment) (and recorded in Vol. 111 Deeds 243) a total distance of 211.4 feet to an iron pipe; thence East in aligment with the North line of the Lund property as monumented a distance of 20 feet to an iron pipe in the west line of the aforesaid Marko Jurinak property; thence North on the aforesaid Jurinak West line 33.8 feet to the Northwest corner o the said Jurinak Property; thence East at a deflection angle of -86 35 ' a distance of 34.8 feet to an iron pipe on the West bank of the Pelican River (Jurinak's N.E. corner; thence North- westerly on the shore'of the Pelican River 318.8 feet more or less to theplace of beginning, SECTION 2. EFFECT OF ANKEXATION From and after the date of this ordinance the territory described in section 1 shall be apart of the City of Rhinelander for any and all purposes provided by law and all persons coming or residing within such territory shall be sub- ject to all ordinances, rules and regulations governing the City of Rhinelander. SECTION 3. Temporary Zoning Classification. (a) upon recommendation of the plan core ission the territory annexed to the City of Rhinelander by this ordinance is temporarily desiginated to be a part of the follow- ing districts of the City for zoning purposes and subject to all provi- sions of Chapter 19 of the City Ordinances entitled "Zoning Code" relat- ing to such district classifications and to zoning the City: R-2 Residential (b) The plan commission is directed to prepare an amendment to the zoning ordinance setting forth permanent classifications and regulations for the zoning of the annexed area and to submit its recom- mendations to the Council. SECTION 1. WARD DESIGNATION The territory described in ...section 1 of this ordinance is hereby made a part of the Eighth Ward of the City of Rhinelander, subject to the ordinances, rules and regulations of the City governing wards. SECTION{ 5. Severability. If any provision of this ordinance is invalid or unconstitutional, or if the application of this ordinance to any person or circumstances is invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the other provisions or applications of this ordinance which can be given effect without the invalid or unconstitutional provisions or applications. SECTION 6. EFFECTIVE DATE. This ordinance shall take effect updn passage and publication as provided by law. A MOTION WAS MADE by Ald. Johns seconded by Ald. Bourcier to set ordinance for public hearing at the next regular Council meeting 1969. On rbll call vote, all aye motion carried. 2, May 5,1969 SPECIAL MEETING COT. ORDINANCE 8-69 First reading AN ORDINANCE TO the special perm THE COMMON COUNCIL OF SECTION 14.07 (3) of the City Code to increase to $1.00. HE CITY OF RHINEL?NDER DO ORDAIN AS FOLLOWS: That all existing ordinances or codds or portions thereof in conflict herewith are hereby repealed, and section 1!}.67 (3) is amended to read as follows: 1.07 (3) Fees. The application for a special permit shall be accompanied by a fee of X1.0© and shall_ be paid when the permit is issued. A MOTION WAS MADE BY Ald. Petta. seconded by Ald. Bourcier to set this ordinance for public hearing at the next regular council meeting. On roll call vote all aye motion carried. RESOLUTION BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF RHINELAND WISCONSIN WHEREAS, Mabel Carr gave untiringly of her time and efforts to the City of Rhinelander 19 years as City Clerk and also Clerk cirthe Citys School Board as well as a teacher for some years. NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Rhinelander. That, in exchange for these many ,years of service to the City of Rhinelander, That the City of Rhinelander would like to formally -and publicly thank Mrs. Carr and wish her a very happy 100th Birthday. A MOTION WAS MADE BY Ald. Hack seconded by Ald. Prosser to adopt this resolution and to send a copy to Mrs. Carr. All aye motion carried. A letter from Alvin 0konski was presented to the Council requesting City water service be extended tothe new WAEO TV station -located on Musson mountain. William Anderson appeared before the Council representing the TV station and explained that they would like an answer to this request at this meeting if possible as portions of construction at the station were dependent on this water service. A NOTION WAS MADE BY Ald. Lawrence seconded by Ald. Larson that the City authorize the construction of a water :main to Northland TV Inc. site, the full cost of which will be assessed to said Corporation. Construction of said line to be under the supervision of the City Engineer and according to his specifications. At this point Ald. Bohne stated that he felt that the Water Committee should act on this request before the motion was voted on. 8:30 P.M. Mayor P.A. Taylor called for a ten minute recess so that the Water Committee could meet on this issue and bring a recommendation back to the Council. 8:40 P.M. Mayor Taylor called the Council back into session and asked for the Water Committees recommendation. Ald. Bohne Chairman of the Water Committee reported that the committee recommended that the Council permit WAEO to extend a 12 inch water main to the new TV station on Mussons Mountain, all costs to be paid by WAEO and work to be done under city supervision and specifications, and negotiations be started for annexation of the property. A MOTION WAS MADE BY Ald. Bohne seconded by Ald. Johns to amend Ald. Lawrences motion to read "and further that negotiatons for annexation be referred to the planning commission." On roll call vote all aye motion carried. The Council then acted on Al-. Lawrences 'motion with the amendment. On roll call vote all aye motion carried. A request from Mr. Vig Superintendent of `.Schools was presented to the Council, requesting the cost to supply city water to the Cresent School. A MOTION WAS MADE BY Ald. Johns seconded by Ald. Bourcier to refer this request to the Water Committee. All aye motion carried. A MOTION WAS MADE BY ALD. Bohne seconded by Ald.. Johns to Adjourn. x11 aye motion Carried.
