Chairman Hussey called the meeting to order at 7:30 a.m. A quorum was present at this time.
The following guests were present: Mayor Carrie Tergin; Brian Bernskoetter, JC Board of Realtors;
Matt Holland, H&H Property Management and Emily Cole with News Tribune.
1. Introductions
Introductions were made at this time.
2. Approval of the March 12, 2020 and June 15, 2020 Committee meeting minutes
Councilman Kemna moved and Councilman Schreiber seconded to approve the March 12 and
June 15, 2020 minutes, motion carried.
3. New Business
1. Clark Avenue Project Update (David Bange)
Mr. Bange explained the City has been unofficially notified by MoDOT that there has been a
reduction in the Governor’s Cost Share funds which has led to the defunding of the Clark Avenue
Roundabout Project. The Dunklin Street and Clark Avenue roundabout will be funded with the Capital
Improvement Sales tax fund. Without the cost share funds, the construction of roundabouts at Miller
and Elm cannot move forward as there is no known source of funding for the project. If MoDOT does
receive funds in the future, another application would have to be submitted for the project.
2. Wastewater Rate Study (Eric Seaman)

Mr. Morasch explained staff is in the process of working with Rafetilis Financial Services to
review and provide recommendations for the City’s sewer rates. Sewer rates within the City have not
been increased since 2017.
3. Contactless Payment Solution for Transit (Mark Mehmert)
Mr. Mehmert explained the Transit Division has received a $2.3 million FTA grant which is 100
percent federal money. Funds have been used on sanitizing and sterilizing solutions for Transit. He
then gave a presentation of the Token Transit site. This program would allow citizens to pay for fares
via a phone app.
4. Airport COVID grant (Britt Smith)
Mr. Smith explained staff is requesting the committee’s concurrence in applying for a grant
through MoDOT Aviation for CARES act funds dedicated for the Jefferson City Memorial Airport in the
amount of $68,500.00. Staff recommends the funds be used to assist in capital purchases with the
remaining needed funds coming from the airport portion of the Capital Improvement Program funds.
Councilman Kemna moved and Councilman Lester seconded to forward the grant application
to the City Council with recommendation to approved, motion carried.
5. Building Permit Fee Calculation and Building Plan Review Fee (Dan
VandeVoorde)
Mr. Barron presented Mr. VandeVoorde to explain the fees.
Mr. VandeVoorde explained this would restructure how the Building Division calculates fees
for construction permits using the International Code Council Building Valuation Data Chart rather
than the RS Means calculation. It would also establish a 20 percent building plan review fee which
would be applied to the building permit fee to cover the costs associated with reviewing such plans.
Councilman Fitzwater moved and Councilman Schreiber seconded to forward the proposed
ordinance to the City Council with recommendation to approve, motion carried.
6. Water Conditioning Contractor License (Dan VandeVoorde)
Mr. VandeVoorde explained this would add a category for a Water Conditioning Contractor
License and establish a fee of $150.00 for the license.
Councilman Fitzwater moved and Councilman Lester seconded to forward the proposed ordinance to
the City Council with recommendation to approve, motion carried.
7. Rental Property Inspection Update (Dave Helmick)
Mr. Helmick explained staff inspected the exterior of 1,739 rental properties and have sent 81
notices of violations to the property owners. Compliance of violations is down due to COVID-19 and
municipal court suspension.

8. Redevelopment Agreement at 813 Madison Street (Ryan Moehlman)
Mr. Moehlman explained Mr. Holland has made an offer to purchase the property at 813
Madison Street which is owned by the City of Jefferson. He has proposed to purchase the property via
a development agreement in which the buyer would promise to undertake improvements and limit use
of the property to benefit the neighboring property at 811 Madison, in addition to a cash offer.
Councilman Kemna moved and Councilman Lester seconded to forward the development
agreement to the City Council with recommendation to approve, motion carried.
4. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
Mr. Morasch distributed Section 31-240 of the City code. He explained that Part B, Items 2 & 3
deal with open storm water channels which state it is clearly the responsibility of the property
owner to maintain both on and off storm water easements. Staff does offer property owners
options on how to remedy their particular situation. Chairman Hussey requested Mr. Morasch
to send an email explaining this to all the City Council since the City gets many storm water
complaints around this time of year.
