4. The assessments against any parcel are to be paid in full upon
completion of the project.
5, The City Engineer is directed to prepare a report consisting

improvements.
b. An estimate of the entire cost of the proposed improvements.
c. An estimate as to each parcel of prop rty within the assess—
ment district of:
(1) The assessment of benefits to be levied for each
im;rovement.
(2.) The damages to be awarded for property taken or
damaged by each improvement.
(3) The net amount of benefits over damages or of dam—
ages over benefits for each improvement.
(4) The total assessment against each parcel.
6, on completing such report the City Engineer is directed to
file a copy thereof in the City Clerk's office for public in—
spection.
7. Upon receiving the report of the City Engineer, the Clerk is
directed to give notice of a public hearing on such report as
specified in s. 66.60(7), Wisconsin Statutes. The hearing
shall be held at the council chambers in the City Hall at a
time set by the Clerk in accordance with s. 66.60(7), Wisconsin
Statutes.

A special meeting of the Common Council was called, to order in the
Council Chambers by Mayor Church. Roll was called with all members present.
Mayor Church explained that the purpose of this meeting was to discuss
the possibility of holding a March primary for mayor and aldermen. At
present there are five candidates for mayor and three for alderman in the
first and seventh wards, respectively. By holding a March primary, the race in Apri
would be between the two candidates receiving the highest number of votes in
Ma r c h ;
A MOTION WAS MADE BY Ald. Lawrence and seconded by Ald. Grant, that since
the number of candidates for certain city offices exceeds twice the number to
be elected to office, a primary shall be held on the 1st Tuesday in March, 1968

RESOLUTION
BE IT RESOLVED BY THE COMMON COUNCIL of the City of Rhinelander,
Wisconsin, THAT WHEREAS, the City Comptroller has directed the City Attorney
to prepare a resolution directing and authorizing certain budget transfers;
NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL of the City
of Rhinelander, Wisconsin, that budget transfers are hereby authorized
and directed as follows:

The following claims were presented for payment: City, $42,504.86
and Water, $7,610.37. A MOTION FOR PAYMENT OF THE CLAIMS was made by Aid.
Bohne and seconded by Ald. Lawrence. On roll call, carried with Aid. Pecor
voting NO.
FINANCE, WAGE & SALARY
Recommended that the following accounts be non —lapsing for 1967 so
that the balances can be carried foreward to 1968: 6232 New Fire Truck,
685 West Side Development, 54012 Airport Runway Extension, 5222 Police
Clothing Allowance, 526 Ambulance Dept., and Library account number 553.
A MOTION WAS MADE by Ald. Petta and seconded by Ald. Cheslock to accept this
recomm ndation. Motion carried unanimously. A MOTION WAS MADE by Ald.
Petta and seconded by Ald. Cheslock to refer to this committee the possibility
of closing out the Ambulance account. Motion carried unanimously.
A lengthy discussion followed on the new wage & salary rate for
union employees. Taking part in the discussion along with aldermen was
union representative Walter Oestreich. At a special meeting in November,
the council had approved a 3% salary increase for city employees, however
negotiations with union employees was for 4, 5, & 6 cent increases. The
question was whether the 3% was to include union employees. A MOTION W,S
MADE BY Ald. Johns and seconded by Ald. Pecor to refer this matter back to
the Wage & Salary Committee for a solution with the 1967 rates to prevail
until an agreement is reached. On roll call, a tie vote resulted with Ald.
Bohne, Bourcier, Chesiock and Grant voting NO. Mayor Church broke the tie
by voting for the motion.
PROTECTION OF PERSONS & PROPERTY
Recommended approval of the following applications for Operators
Licenses: Michael Fortier 25 Echo Lane, Dennis C. Annis 611 Alban St,
Ray Pecor 727 Keenan, and William F. Schillings 20 Cherry St. A MOTION TO
APPROVE THESE APPLICATIONS was made by Ald. Johns and seconded by Aid. Law—
rence. On roll call, motion carried unanimously.
MISCELLANEOUS
The following r solution calling for a preliminary study for sewer
and water on Thornapple Drive from Iverson St. to Woodland Dr. was presented
to the council.
RESOLUTION
PRE LIMII =.RY RESOLUTION DECLARING INTENT TO EXERCISE SPECIAL ASSESSMENT
POWERS UNDER SECTION 66,60, WISCONSIN STATUTES OF 1965.
RESOLVED, by the Common. Council of the City of Rhinelander, Wisconsin:
1. The Common. Council hereby declares its intention to exercise
its power under S. 66.60, Wisconsin Statutes, to levy special assessments
upon property within the following described area for benefits conferred
upon such property by improvement of the following streets: TI RNF►PPLE DRIVE
from IVERSON ST. to WOODLAND DRIVE .- INSTALLATION OF SEWER AN➢ WATER.
2. Before such improvements are made, the City is directed to
cause water and sewer service pipes to be laid in said streets from the mains
to the curb line of each lot fronting on the street and to keep an accurate
account of the expenses incurred in front of each lot and report the same to
the City Clerk, who shall cause the amount charged to each lot to be entered
on the tax roll as a special tax against said lot.
3. The total amount assessed against such district shall not ex—
ceed the total cost of the improvements and the amount assessed against any
parcel shall not be greater than th benefits accruing thereto from said
improvements, except in the case of police power assessments where all prop—
erty assessed is benefited.
