HomeMy Public PortalAbout20231129102543069A special meeting of the Common Council was called to order in the Mayor office with Mayor Lewis presiding. Roll was called with the following aldermen present: Bohne, Grant, Johns, Kunach, Lawrence & Petta. Ald. Pecor arrived late and Ald. Church was -absent. Also present were Chamber Director Clarence Hartmann, Harold Sweet representing Marplex Products, City Clerk Protogere, & City Attorney John Krueger Mayor Lewis explained that he had called the meeting to have the council decide on whether to permit the Bingham--Risdon. Co. to sub —lease the old Vocational. School Building, which they are now leasing from the city, to Marplex Products. The present lease between Bingham & Risdon and the city provides that the building shall not be subleased. A discussion followed relative to following: Wages, number of personnel to be employed, the concrete floor on the upper story which is to be leased, heating and railroad facilities. Ald. Kunach requested that it be a matter of record that the city would not be responsible for any heating facilities to be provided in the building. A i,iOTION 1.OALLOW Bingham & Risdon to sublease the upper story of the old Vocational School Building to Marplex Products for a rental of $10©.00 per -month maximum to take effect May 23, 1967, was made by Ald. Johns and seconded by :"old. Pecor. On roll call, motion carried unanimously. Since this was the only busih : ss to be discussed at this special meeting, Mayor Lewis adjourned the meeting at, 4 :40 P.M. DATE OP PUBLICATION: 1967 A regular meeting of the Common. Council was called to order by Mayor Lewis. Roll was caller with the following aldermen present: Bohne, Church, Grant,Johns, Kunach, Lawrence, Pecor & Petta. None were absent. City officials present included' Fire Chief .Manning, Police Sgt. Skubal, City Attorney Krueger, Comptroller Smith, Director Woodward, Assessor Honrath, Inspector Treu, & Clerk Protogere. A MOTION WAS MADE by Ald. Bohne and secondd by Ale. Church to dispense with a reading of the minutes of th last regular meeting and accept them as published. Motion carried unanimously. APPOINTMENTS & COeN.UNICATIONS: A letter recommending the re-appleintment of John Macon & Mrs. C.A. Richards for three year terms to the Library Board was received from Dor- othy Whittaker, Recording Secretary of the Library Board of Trustees. Mayor Lewis stated that he was in favor of the recommendations. A MOTION WAS FADE by Ald. Fett and seconded by Ald. Bohne to accept the appointments for three year terms. Motion carried unanimously. G.A. Vig, School Superintendent, on behalf of the City Board of Educat- ion, requested that McCord --School custodian Ernest Bohm's retirement be post- poned until the first of September. A MOTION WAS MADE by A1d. Lawrence and seconded by A1d. Grant that Mr. Bohm be granted an extension of employment not to exceed one year. Motion carried unanimously. The matter of the renewal of the lease with the National Guards was brought before the council. It was explained that the original lease, signed two years ago for the Memorial Building called for bi-ennial renewal not to extend beyond June 30, 1969. A MOTION WAS MADE by Ald. Lawrence and seconded by A1d. Pecor to re -new the lease with the National Guards for the emorial Building for a two year period. On roll call, motion carried unan- imously. OLD BUSINESS A discussion followed on the perclonal property tax assessed to North. Side Glass Co. (John Wadzinski). A MOTION WAS MADE by Ald. Lawrence and seconded by A1d, Pecor to refer this matter to the City Attorney, with a r commendation to he made at the July meeting. Motion carried unanimously. ORDINANCE 5-67 AN ORDINANCE TO AMEND SECTION 14.04(1) OF THE ialaCIPAL CODE OF THE CITY OF RHINELANDER ALLOWING THE BUILDING INSPECTOR A REASONABLE TIME IN WHICH TO DETERMINE COMPLIANCE WITH TI EMJNICIPAL CODE BEFORE ISSLRNCE OF & BUILDING PERMIT OR APPROVING ANY CHANGE. OR ALTERATION IN PLANS OR SPECIFICA* TIONS AFTER ONCE APPROVED. TIE COMMON COUNCIL OF THE CITY OF RHINELANDER DO ORDAIN AS FOLLOWS: That all existing ordinances or codes or portions thereof in conflict here- with are hereby repe led and more specifically Section 14.04(1) is amended to. add the following sentence thereto. 14.04(1) The building inspector shall be allowed a reasonable time in which to determine compliance with the Municipal Code before issuance of the permit or approving any changes or alterations in approved plans or spec- ifications. This ev slated for a public hearing for final action on the above ordinance. Ivlr. Clarence Gilley appeared in opposition to the ordinanc A discussion fol with the lderman voicing their views. Mr. Wilbur Pecor, a spectator, questioned the city inspector, as to why this ordinance had not been brought before the council earlier. Inspector Treu stated that it was discussed in committee a few months ago but the ordinance was not drawn up for presentation until the last meeting. Mr. Gilley felt that the inspector has the privilege of holding up a building permit without an ord- inance. A1d. Bohne stated that he was puzzld as to what a reasonable length of time meant, and made a motion to amend the ordinance to read "not to exceed a ten day p rind". The motion was seconded by A1d. Kunach and on roll call the motion was lost 6 to 2 with Ald. Bohne & Kunach voting A.ye. A MOTION TO ADOPT 5-67 was made by Add. Lawrence and seconded by A1d. Grant. On roll call, motion carried with Ald. Bohne, Johns & Pecor voting Nay. (5 to 3) NEW BUSINESS An application & resolution to the Dept. of Housing & Urban Development for a a rant of $29,147.68 to be used in Sewer Separation Work was presented to the council. RESOLUTION Resolution authorizing filing of application with the Department of Housing and Urban Development, United States of America, for grant under P.L. 89-117. WHEREAS, pursuant to P.L. 89-117 the United States of America has auth- orized tha making of grants to public bodies to a id in financing the const- ruction of basic water and sewer projects: Now Therefore, Be It Resolved by the Conmcn Council of the City of Rhinelander, 1. That the Mayor be and he is hereby authorized to execute and file an application on behalf of the City of Rhinelander with the Department of Housing and Urban Development, U nited States Gov- ernment, for a grant to aid in financing the construction of Sewer Separation Work, and an assurance of compliance with the Department of Housing and Urban Development regulations under Title VI of the Civil. Rights Act of 1964,
