HomeMy Public PortalAbout20231129102044396A special meeting of the Common Council was called to order by Mayor Lewis. The purpose of this meeting was to discuss and approve the proposed 1967 city budget. On roll call, all members were present. Some of the members of the council had not received copies of the pro— posed budget. Copies of the budget were handed out and A MOTION °'AS MADE by Ald. Kunach and seconded by Ald. Church to declare a 20 minute recess for members to go over ,the budget. Carried unanimously. A1d. Church, chairman of the Finance Committee, went over the budget with council members, after Mayor Lewis reconvened the meeting. Ald. Law - rence was assured that the total departmental figures included wage and salary estimates as the Wage & Salary —Finance Committeehad not reached agreements with the Police, Fire_ and Union employees. Mayor Lewis felt that these estimates had to be listed and included in the proposed budget.. A MOTION ViAS MADE by Ald. Kunach and seconded by Ald. Church that the listed figures for wages be estimates and all city employees be given the opportunity to negotiate for wages and salaries after the budget is adopted, with any additional funds to be needed to come from the Contingent Fund. On roll call,, carried unanimously. Attorney Kirkhuff, of Eagle River, representing the Police Department, inquired about the proposed salaries for his clients. The proposed salary incf~eases for the Rhinelander Police Department were 5% with an increase in the clothing allowance to $100.00 per man per year. Ald. PeCor stated he was opposed to adoption of the budget because he felt some of the equipment purchases in Public Works for the new year, were not necessary. He also opposed the Recreation Dept. budget. Kris Gilbertson went on record as opposing the procedure used in opting the budget as wages and salaries were not actually set at the time the budget was to be adopted. No one else appeared at this hearing relative to the budget. A MOTION WAS MADE by Ald. Grant and seconded by Ald. Kunach to a dopt the proposed 1967 city budget .as recommended by the Finance Committee, and. set the tax rate at $36.00> per thousand. On roll call, carried with Ald. The purpose of the meeting was to discusstWO proposed ordinance changes dealing with tavern licensing and sick leave. ORDINANCE 18-66 was read and discussed by the council. City Attorney Krueger explained that the present ordinance tends to penalize the owner of the premises, rather than the operator. Attorney Albert Cirilli appeared. representing the Merchants State Bank, who had a mortgage on the equipment, and Anton Kurilla, who owned the building. The city council, at its October meeting, had granted a. Class "'BB" tavern license to Mr. Anton Kurilla (this was the license revoked from John Pitlik) however, the present ordinance prohibits him from opening the premises for siX months. If openec,the premises would be operated by Mr. Howard Pitlik.,, the father of John Pitlik, the former licensee. A motion was made by Ald. Kunach and seconded by Ald. Pecor to suspend the rules and waive a second reading. On roll, carried with Aid, Lawrence voting No. Ald.- Lawrence stated that advptiQn of this ordinance in its present form would place a burden on the property owner. Mayor Lewis was of the same opinion. A MOTION WAS MADE. by Aldo Bohne and seconded by Ald:. Grant to amend the ordinance to permit the opening of a premise in 60 days after revocation of the license. On roll call, the vote was a tie with Aid. Johns, Kunach, Lawrence and Pecor voting No. Mayor Lewis broke the tie by voting in favor of the amendment. ORDINANCE 18-66 AN ORDINANCE TO AMEND SECTION 13.01 (5)(b) of the Municipal Code of the City of Rhinelander to delete prohibiting the issuance of a license to a premises for six (6) months after revocation of liquor license. THE Col41,,ION COUNCIL OF THE CITY OF RHINELANDER DO ORDAIN AS FOLLOWS: That all existing ordinances or codes or portions thereof in conflict herewith are hereby repealed, and more specifically Section 13.01 (5)(b) is amended to read as follows: issued for any premises if a license covering such premises has been revoked within 60 days prior to application. A MOTION TO ADOPT THIS ORDINANCE AS AMENDED was made by Ald. Bohne and seconded by Ald. Petta. On roll call, tie vote with Ald. Johns, Kunach, Lawrence and Pecor voting No. Mayor Lewis again broke the tie by voting in favor of adoption of the ordinance as amended. The second and last item of business to come before the council was Ordinance 19-66 empowering the mayor to extend paid sick leave. A MOTION WAS ,.MADE by Ald. Kunach and seconded by Ald. Church to suspend the rules and waive a second reading of the ordinance. Carried unanimously. A gen— eral discussion followed with g general feeling that the proposed ordinance be amended to limit the extension of paid sick leave by the mayor to 60 days. A MOTION WAS MADE by Ald. Bohne and seconded by Ald. Kunach to place a limit of 60 days paid sick leave that can be granted by the mayor. On roll call, carried unanimously. ORDINL NCE 19-66 AN ORDINANCE TO REPEAL AND RECREATE SECTION 3.04 of the municipal code to authorize the Mayor to extend paid sick leave. THE COU,ICN COUNCIL. OF THE CITY OF RHINELANDER DO ORDAIN AS FOLLOWS: That all existing ordinances or codes or portions thereof in conflict herewith are hereby repealed,, and more specifically Section 3.04 is repealed and recreated to read as follows: 13.01 (5)(b) Effect of Revocation of License. No license shall be 3.04 SICK LEAVE. After satisfactorily serving a six (6) month prob— ationary period, all city employees receiving a regular salary, who are not seasonal or emergency employees, shall be entitled to sick leave, with pay, of one (1) day per month, for a total of twelve (12) days per calendar year. Sick leave shall be cumulative from year to year, up to a maximum of sev— enty—five (75) days. If sickness extends beyond the normal or cumulative allowance, the employee may apply any additional sick leave against his vacation period due hid for that year, without loss of pay. Where sickness extends beyond all above allowances, the pay of said employee will stop after allowances are exhausted, except the Mayor may grant an extension of sick leave up to 60 days with pay, each case to be judged upon its individual merits. Department heads shall be responsible for properly reporting sick leave to the Mayor. Sickness under this provision must be legitimate, and the Mayor may require a Physician's. Certificate at his own discretion. A MOTION TO ADOPT THIS ORDINANCE as amended was made by Ald. Lawrence and seconded by Ald. Church. On roll call, carried unanimously.
