date as we consider the agreement. He also suggested that the agreement contain
a provision for the continuation of the contract.and possibly see if North
Miami would be willing to have the physical properties located within Bal
Harbour Village revert to us upon the expiration of the agreement. It was
agreed that the Rate Schedule under Paragraph 22 was confusing with regard
to the amortization costs and Mr. Roth was instructed to write Mr. Anderson
his suggested change for this section. It was the decision of the Council
that Mr. Webb would write to Mr. Hampton, Manager of North Miami Beach, and
outline the various changes discussed ao that the agreement could be redrawn
if they were agreeable and resubmitted to our Council.
Mr. Webb said he had a request from the Chairman of the PTA of Bay
Harbor Islands Elementary School for a donation of $2,000.00 toward the
airconditioning of the school. It was Mr. Anderson's opinion that the
Village did not have the authority to make such a donation. On motion of
Mr. Landis, seconded by Mr. White and unanimously voted the request was
denied.
On motion of Mr. White, seconded by Mr. Faulkner, the meeting was
adjourned.

Mayor
The Council of Bel Harbour Village met Saturday, March 26, 1966, at
9:30 A. M. in the Village Hall.
Present were: Messrs. Faulkner, Landis, Taplin and White
Absent: Mr. Hart
Also present were W. H. Webb, Village Manager; Mary T. Wetterer,
Village Clerk; and Thomas Anderson, Village Attorney.
On motion of Mr. Landis, seconded by Mr. Taplin, the minutes of the pre-
vious meeting of March 12, 1966, were accepted as submitted.
In the absence of Mayor Hart, Assistant Mayor Faulkner, opened the hearing
to consider applications for Certificates of Public Convenience and Necessity.
Mr. Webb explained to those present that through an error in one of the news-
papers an incorrect impression had been generated and that all of the appli-
cations filed this week were actually filed too late for the hearing due to

an investigative period. The Council then considered an application for Howard
Shidlowsky for operation of a courtesy car for fees from the Beau Rivage.
On motion of Mr. Landis, seconded by mr. Taplin, and unanimously voted the
application was denied. Mr. Fletcher, attorney for White Taxicab Company,
asked if the applications filed would be continuous or if every six months
they would be expected to refile. mr. Anderson suggested that these
applications be filed for a period of time. Thereupon on motion of mr. Landis,
seconded by Mr. Taplin, the Council agreed that the applications would be
kept for two years and at the end of that period the applicants would be
notified.
mr. Webb told the Council that the Agreement of our purchase of water
from the City of North Miami Beach had been returned by them with the corrections
suggested at our previous meeting and that North Miami Beach was anxious to
have the Agreement signed by us and returned for their consideration on next
Tuesday. After consideration, on motion of Mr. Landis, seconded by Mr. Taplin
and unanimously voted the Assistant Mayor and the Village Clerk were authorized
to sign the Agreement.
Mr. Webb read a letter from Mr. Ralph Scott, President of the Bal
Harbour Club, in which he stated that a special meeting had been held and
that the majority of members present had indicated their willingness to
have the residential streets sealed, and he asked that the Village proceed
with an assessment for this purpose. He also stated that the Club had
granted the Village a six-foot easement north of the present storm pumping
station easement. Mr. Anderson said before the Council did anything about
sealing the streets he wanted to make a study of the actual dedication on
the record plat. He asked that the Village Manager send him a letter stating
just what we planned to do so that he could study the situation.
The Village Manager reported that he had answered a letter from State
Road Board Member Chelsie Senerchia stating that we had hired an engineer
to do some preliminary studies on the Collins Avenue Storm drainage, but has
had no further word from him. Mr. Taplin asked if now possibly the Hotel
Association and Chamber of Commerce could write letters regarding this
project and the Council agreed that this might be helpful.
The matter of changing the barricade to Park Drive and Bal Bay Drive
was discussed and Mr. Webb and Mr. White said they had heard that the Club
was planning on putting in an automatic traffic gate and that the residents
could pay a fee for the use of this entrance.
Mr. Webb said that he is unable to get an answer from the Dade County
Tax Department as to how they arrived at the reduction granted to the Bal
Harbour Regency Hotel on their personal property tax for 1965. On motion
of Mr. Landis, seconded by Mr. Taplin and unanimously voted it was agreed
to defer action on their request for a reduction from Bel Harbour until
word could be received from Dade County,
Mr. Webb reported that the Salute to Canada Week parade which we allowed
to go through Bal Harbour and break up in the County Park had not been too
successful due to poor staging and that some of the bands had dispersed in
Bal Harbour and stayed in the center parkway until about 5:00 P. M. It was
the opinion of the Council that this parade should not be permitted next
year.
Mr. Webb read a letter addressed to Mayor Hart from the Dade County
Civil Defense Department asking that the officials write the Chairman of

the Sub -Committee on Independent Office Appropriations expressing their. -
support of the budget request for the Civil Defense Program. It was agreed
that a telegram would be sent.
Inasmuch as a representative of the Chamber of Commerce did not arrive
regarding a proclamation for Chamber of Commerce week no action was taken
on this.
Mr. Landis asked about our new Police Car and Mr. Webb explained that
the unmarked yellow car was purchased for the residential section so as not
to be readily identified as a patrol car. He then explained how the
expenditures for new cars and trucks are allocated in the budgets.
Mr. Landis said he had received a copy of a letter from a Mr. Powers
whose boat had been in distress and was pulled to the Haulover Docks by
our Patrol Boat. He said he agreed with the action of the officers involved
and thought that a letter should be sent backing up the officers' position
in not taking them all the way to the boat launching ramp. Mr. Faulkner
said he would write the litter.
Mr. Taplin said he would like to discuss the matter of attracting
younger people into the area by getting some tennis courts. He said that
he realized that there was very little space where this could b d done,
but that he felt it important. Mr. Webb reminded the Council that our
local Chamber of Commerce group had been instrumental in getting Dade
County to build the Par 3 Golf Course at Haulover Park and thought that
this would be an ideal place for courts. Mr. Taplin said he would take
this up with the Chamber of Commerce.
On motion of Mr. Landis, seconded by Mr. Taplin, the meeting was
adjourned.

Clerk; and Herbert Nadeau, representing Mr. Anderson, Village Attorney.
On motion of Mr. Faulkner, seconded by Mr. Landis, the minutes of the
previous meeting of March 26, 1966, were approved as submitted.
Mr. John S. Greene, Assistant to the County Manager appeared and said
that he had been appointed to act as liaison officer between the County Govern-
ment and the cities and explained some of his.duties. Mr. Webb asked if he
