REGULAR COUNCIL MEETING, AUGUST 3, 2020
CALL TO ORDER
Mayor Carrie Tergin called the August 3, 2020 City Council meeting to order at 6:04 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber,
Vogt, Ward*, and Wiseman
Absent: None
A quorum was declared present. *Councilmember Ward participated via call-in.
ADOPTION OF THE AGENDA
A motion was made by Councilmember Hensley to amend the agenda, moving item
13(a.) pending bill 2020-006 to item 4(a.); and adding item 4(c) Cole County Health
Department COVID-19 update. Councilmember Graham seconded the motion. There
being no objection, the motion to adopt the amended agenda was approved
unanimously.
MISCELLANEOUS AGENDA ITEMS
Public Works Operations Director Britt Smith introduced Veterans Councilmembers Hal
Dulle and Don Hentges. The veterans presented a “virtual” check to the City for the
Veteran’s Plaza Renovation project.
Fire Chief Matt Schofield, Mayor Tergin, and City Councilmembers recognized Retire d
Fire Captain Darren Reuter. He recently retired with 30 years of service.
Kristi Campbell, Cole County Health Department Director provided a COVID-19 update.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Councilmember Wiseman announced the Committee on Administration will be
meeting virtually, on Wednesday, August 5th at 7:30 A.M.
Councilmember Hensley announced the next Budget Committee meeting
scheduled for Thursday, August 6th at 5:30 P.M. The meeting will be held virtually.
Sonny Sanders, Director of Planning and Protective Services, announced the
Structural Survey Final Report Meeting on Tuesday, August 18th at 5:30 P.M. The
meeting will be held virtually and in-person in the Police Training Room.
Mayor Tergin reminded citizens to complete the 2020 Census if they haven’t
already done so, at 2020census.gov.
Mayor Tergin participated in the Moonlight Bike Ride hosted by JC Parks and Red
Wheel Bike Shop.
The ground breaking celebration for Community Park, scheduled for July 30 th was
postponed due to weather. A rescheduled date is to be determined.
The ground breaking ceremony for the Bicentennial Bridge is scheduled for August
10th at 8:30 a.m., near the Missouri Senate parking structure and the Veterans
memorial.
The annual Guns & Hoses fundraising event is scheduled August 22nd. Mayor
Tergin reminded everyone that tickets sell quickly, but encouraged everyone to
donate if they are unable to attend the event. The proceeds benefit the Safety Net
organization.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
There will be a new representative when the University’s Fall 2020 semester begins.
Councilmember Graham announced the University’s start date as August 24th with in-
person classes.

The following items were brought before the City Council for approval by Consent:
a. Minutes of Meetings: July 20 City Council and July 27 Budget Committee
b. Awarding Bid 3126 to ARSI for Asbestos Inspection and Abatement Servi ces Not-
to-Exceed $50,000

c. Authorizing the Application for a Grant Administered through MoDOT Aviation for
the Jefferson City Memorial Airport in the Amount of $69,000
d. Awarding Bid B3124 to Compass Minerals America, Inc. for Sodium Chloride in the
Estimated Amount of $293,160
A motion was made by Councilmember Graham and seconded by Councilmember
Hussey to approve the consent agenda items. The motion was approved unanimously.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Gus Wagner presented his observations and recommendations related to the Jefferson
City Police and the community. Mr. Wagner previously met with Police Chief Roger
Schroeder and Captain Eric Wilde.
COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
Councilmembers thanked Mr. Wagner for coming to the City Council meeting to share his
observations, concerns, and recommendations.
