AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL SUBDIVISION PLAT OF LAGE RIDGE SUBDIVISION, SECTION ONE, A
SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, James Lage, owner of the real estate hereinafter described, having submitted to the
City Council a plat of said real estate, being located in Jefferson City, Cole County,
Missouri, and described as part of the Section 23, Township 44 North, Range 12, in
the City of Jefferson, Cole County, Missouri, more particularly described as follows:
From the northwest corner of the Northwest Quarter of the Northeast Quarter of said
Section 23; thence N84°03'23"E, along the Section Line, 306.99 feet to the easterly
Right-Of-Way line of Vieth Drive; thence S8°23'14"E, along the easterly Right-Of-
Way line of Vieth Drive, 417.44 feet to the southwesterly corner of a 16.94 Acre
Tract described in Book 284, Page 295, Cole County Recorder's Office, also being
the northwesterly corner of a Tract described in Book 621, Page 201, Cale County
Recorder's Office and the POINT OF BEGINNING for this description; thence
N84 019'24"E along the northerly line of said Tract described in Book 621, Page 201,
1115.74 feet; thence S3°15'28"W, 357.29 feet; thence S34°03'48"W, 43.32 feet;
thence S78 043'18"E, 61.84 feet; thence N86°32'20"E, 157.97 feet; thence southerly
on a curve to the left, having a radius of 175.00 feet, an arc distance of 20.04 feet

the northeasterly corner of the property described by deed of record in Book 547,
Page 249 and as corrected by Surveyor's Affidavit in Book 608, Page 1000, Cole
County Recorder's Office; thence S84°04'54"VII, along the boundary of said Tract as
corrected by Surveyor's Affidavit in Book 608, Page 1000, and along the northerly
lines of Tracts A and B as shown and described on the survey of record in Survey
Record Book A, Page 150, Cole County Recorder's Office, 689.60 feet to the
easterly RIGHT-OF-WAY line of Vieth Drive; thence N8 023'14'W along the easterly
RIGHT-OF-WAY line of said Vieth Drive 759.34 feet to the POINT OF BEGINNING
of this description. Containing 17.38 Acres; and
WHEREAS, it appearing that said plat has been fully and properly signed and accepted by the
owner of said subdivision, known and referred to as the Final Subdivision Plat of
Lage Ridge Subdivision, Section One, that all taxes have been paid, that in all
respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully
complied with by the owner of said subdivision, and that in all respects the
requirements of the Planning and Zoning Commission of the City of Jefferson,
Missouri, relating to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. That the Final Subdivision Plat of Lage Ridge Subdivision, Section One, lying,
being, and situated within, the corporate limits of the City of Jefferson, Missouri, as shown by the
SUBSTITUTE - REVISED PLAT
said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by
the City Council of the City of Jefferson, Missouri.
SECTION 2, The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P12020 — Final Subdivision Plat of Lage Ridge Subdivision, Section One.
Application filed by James Lage, property owner, for a Final Subdivision Plat of 17.28 acres
consisting of 29 lots and one Reserved Tract. The property is zoned RS-2 Low Density
Residential and is located to the northeast of the intersection of Missouri Route C and Vieth Drive
with property frontage on both Route C and Vieth Drive. The property is described as part of
Section 23, Township 44 North, Range 12 West, Jefferson City, Missouri (Central Missouri
Professional Services, Consultant).
Mr. Barron described the proposal and explained that the proposed subdivision will be platted in
two phases. He stated that Section One is for the western portion of the property and consists of 29
lots and one (1) reserved tract on 17.28 acres. Mr. Barron explained that the reserved tract is for a
proposed detention basin. He stated that sidewalks are proposed along the south side of June
Court, the east side of Wyatt Drive and the east side of Vieth Drive. Mr. Barron explained that an
easement for a greenway trail has been proposed within the subdivision to provide a possible future
connection to a future greenway trail to the north along the drainage channel. He stated that
Section Two for the eastern portion of the property will be submitted at a future date.
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding
this request and distributed a visual showing the layout of Section One.
No one spoke in opposition to this request and no correspondence was received.
Mr. Barron gave the Planning Division staff report.
Mr.Wade gave the Engineering Division staff report.
Mr. Nunn moved and Mr. Dutoi seconded to recommend approval of the Final Subdivision Plat
subject to the following conditions:
1. Compliance with the comments and technical corrections of the Engineering Division.
2. Finalization of improvement plans and plat prior to introduction to City Council.
The motion passed 8-0 with the following votes:

This Major Subdivision Plat is for the first section of a new residential subdivision. The Preliminary
Plat for this subdivision was approved by the Planning and Zoning Commission on September 13,
2012, and included a total of 56 lots.
Description of Proposed Plat
Zoning: RS-2 Low Density Detached (Single Family) Residential
Size of Property: 17.28 Acres
Number of Lots: 29 lots and 1 reserved tract
Lot Sizes: Smallest Lot— 10,339 square feet
Largest Lot—49,063 square feet
Streets: June Court(approximately 900 feet in length).
Wyatt Court (approximately 200 feet in length).
A variance from the minimum cul-de-sac length of 800 feet was granted for June Court
at the time of Preliminary Plat approval.
Sidewalks: Sidewalks are indicated on the improvement plans along on the south side of June Court,
the east side of Wyatt Court, and the east side of Vieth Drive, in accordance with code requirements.
Staff Recommendation
Staff recommends approval of the final subdivision plat subject to the following:
1. Compliance with the comments and technical corrections of the Engineering Division.
2. Finalization of improvement plans and plat prior to introduction to City Council.

Missouri State Route C and Vieth Drive (Zoned RS-2, Single Family Residential)
ENGINEERING STAFF RECOMMENDATION-
Recommend approval of the final plat subject to items hi, h�lighted below being addressed on a
revised version of the plat.
Existing Infrastructure Summary
* Infrastructure needed to serve this development exists in the vicinity.
-An existing pond is on the property.
-A drainage channel exits the property to the north. Some drainage exits the property to
Vieth Drive to the west. Drainage enters the property from MO Route C. to the
south.
-Sanitary sewer exists to serve this property.
-Most other utilities that will be needed to serve this development will be extended from
Vieth Drive and from Sun Meadow Drive.
-Sidewalk does not exist in the vicinity.
-No extensions of streets are needed to adjacent property. Adjacent property is already
served by existing roadways.
Improvements Summary
Roadway, Storm Water/Erosion and Sediment Control
* Roadways within the subdivision are being proposed as curb/guttered roadways.
-Storm water detention is required for the subdivision. The existing pond is to be drained
and the existing dam utilized for the proposed detention pond.
-Erosion and sediment control plans have been submitted with improvement plans and
are currently under review.
-An off-site easement for access to the basin through a future section of the subdivision is
proposed.
* A separate tract has been proposed to be dedicated to the City for the proposed detention
area.
Sanitary Sewer
* All lots are to be served by sanitary sewer, either by the existing main or new main
extensions throughout the subdivision. Improvement plans are currently being reviewed
and seem to be in substantial conformance with City Standards.
* Three (3) existing properties along Southridge Drive are not served by sanitary sewer.
-A sewer easement to these properties has been provided so that these homes may be
served by a future City sewer.
-An off-site easement for sanitary sewer is proposed on the church property at the
northwest corner of the property near Vieth Drive, and through a future section
of the subdivision.
Greenway Trail Connection/Sidewalk
* Sidewalk is required in accordance with City Standards along all streets within the
subdivision.
-A four (4) feet wide sidewalk is proposed along one side of all new streets.
-Sidewalk is required along Vieth Drive, five (5) feet in width.
* An easement for greenway trail purposes has been proposed within the subdivision to
provide possible future connection of the proposed sidewalk within the subdivision to a
possible future greenway trail to the north along the drainage channel.
Street Access /Traffic Impact
* Access to the development will be from Vieth Drive and Missouri State Route C.
* Parking is currently allowed along Vieth Drive.
* Parking is proposed along the side of the street that has sidewalk for all new streets within
the subdivision.
* Sight distance has previously been quantified along Vieth Drive, but needs to be indicated
on the final plat.
-All driveways to lots along Vieth Drive will have turnarounds upon the lots, so
vehicles will not be backing onto Vieth Drive.
-The plat indicates that corner lots at the new street intersection with Vieth
Drive will have driveways that access June Court and not Vieth Drive.
Utilities/Fire Hydrants/Street Lights
* Facilities exist in the area and have been proposed to meet current City Standards and
requirements.
Technical Comments
* Minor technical corrections to the plat and improvement plans remain. These will need
