Car ried unanimously OLD BUSINESS. - A general discussion followed on the Amb ulance situation with the out- come - being to adopt the same resolution that was passed by the county board, RESOLUTION RESOLVED BY THE COMMON COUNCIL OF THE CITY OF RHINELANDER, WISCONSIN, THAT WHEREAS, the City of Rhinelander an d the County of O neida have oper- ated a joint mu nicipal ambulance service with each governme ntal unit pay- ing on e-half the cost thereo f, and WHEREAS said ser vice has been con trolled by a joint City -Co unty Mb.. u lance Committee, and WHEREAS, the Joint Committee has rep orted that the present equipment is obsolete and in disrepair and that if the present system is to be contin ued, newequipment will have to be pu rchased an d addition al help hired, and WHEREAS, the County Boar d and City of Rhinelander have instructed the committee to report on three alternative pla ns as to con tin uing ambulance service, namely (1) continu ation of the present system (2) tran sferring the ambulance service to the Sheriff's Department under control of the Sheriff an d Justice Committee, or (3) en tering in to a contr act with a private oper- ator for ambu lance service, a nd the approximate costs of each type of ser- vice, and WHEREAS., the Joint City -County Ambulance Committee has repor ted on the three altern ative plan s with approximate costs of each type of serv ice, and WHEREAS, it appears that fr om information gained fr om interested priv ate operators an d others that a private oper ator ma y be contracted with for ambulan ce ser vice at a cost to the City and Coun ty whic h is su bstant- ially lo wer than operation of ambulan ce service on a municipal basis, and WHEREAS, it is desir able that the City and Cou nty continue to shar e the co st of an ambu lance service on a fair an d equ itable r atio to be det- ermined by the Joint Ambulan ce Committee, an d WHEREAS, it is also desirable that the City of Rhinelander an d County of On eida enter into a written contract for the joint sharin g of cost and operation or provision of an ambulance service for the City and County pr ior to contracting with any priv ate contractor for ambulance service, and WHEREAS, by a motion duly made an d secon ded and passed on October 26, 1965, the Oneida County Board of Supervisors approved a contr act between the City and Coun ty to share ex penses of an ambulan ce service an d directed that a con tract be made with a private a mbulance operator , and WHEREAS, pursuant to Wiscon sin Statutes, said po wer should be exercise d by a duly passed resolu tion so tha t the aforesaid motion should be re s- cin ded and replaced with a resolution NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF RHINELANDER, WISCONSIN, that the City of Rhinelan der first enter into a written con tr act with the County of Oneida to share the cost of providing ambu lance service for OneidayCo unty an d the City of Rhinelan der, said cost sharing ratio to be established by the existing Joint City -Cou nty Ambu lance• Com mittee and that this contr act be drafted by the City Attorney and Dis- trict Attorney and appr oved by the County Boa rd Chairman and the City Mayor, and further that the present Joint City•County Ambu lance Committee, bey an d it is hereby author ized to abandon the pr esent a mbulan ce service as soon as is feasible and to enter into a wr itten contra ct on behalf of Oneida County with a priv ate ambulance oper ator for ambulance ser vice for On eida Cou nty and the City of Rhinelander the terms and conditions of said contract to be established by the Joint Committee , said contract to be drafted by the City Attorney and Distr ict Attor ney and appro ved by the County Board Chairman and the City Mayo r* an d that the, motion to this effect passed by the Coun ty Board on October 26, 1965 is rescinded and replaced by this resolution .. Code of the City of Rhinelander and an Ordin an ce to Create Section 10 .04(3=) of the Mun icipal Co de of the City of Rhinelander to provide for the regulation a nd disposal of disassembled, dismantled*_junked* wrecked, inoperable* or unused and un licensed motor vehicles. (b) In addition to the penalties.provided in Section 25.04 of this code, wheneve r the Building I nspe ctor shall find s uch vehicles placed or stored in violation hereof, he shall notify the owner of the property upon which such vehicles are placed or stored of the i ntentio n of the City to r emove s uch vehicles immediately. If such v ehicles a re not removed within three (3) days, the B uildi ng Inspecto r sh all cause s aid vehicles to be removed by a local garage, the cost of such removal to be charged to the property from which they are removed, which cha rges shall be e ntered as a special charge on the tax roll. (c) If such vehicles are claimed by the owne r, said garage shall. charge a reaso nable fee for handling and storage. Auld. TEE COMMON COUNCIL OF THE CITY OF RHINELANDER DO ORDAIN AS FOLLOWS That all existing ordinances or codes or portions thereof in conflict here with are hereby repealed and mo re specific ally Section 8.03(5)(c) is amended to add thereto the followi ng paragraph. 8.03(5)(c) A: minim umof forty (4o%) percent of the ext erior s urface of st reet ope ning bar riers shall be coveted with a red reflectoriz ed material, said material being specifically designed fo r and capable of redi recti ng light falli ng on s uch material from a mot or vehicle's headlamps back to the drive r of the vehicle and such reflectivity shall be consid erable greater than that of a s urface covered with awconve ntional pai nt or enamel of the s ame color. Said reflecto rized mate rial shall be installed or painted on said bar riers diagonally in not less than four (4) i nch wide strips, leavi ng; a mi nimum space between said st rips of fo ur (4) inches.
