A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD URGING TILE STATE LEGISLATURE TO
STRENGTHEN THE PENAL CODE DY SPECIFICALLY
MAKING IT A FELONY TO DISCHARGE A FIREARM IN
A RECKLESS MANNER

WHEREAS, each year many. innocent people are injured
and killed and property damaged due to persons discharging fire-
arms into the air; and
WHEREAS, state law (Penal Code 5246) makes it a felony
to willfully discharge.a weapon at an inhabited or occupied build-
ing or motor vehicle but provides no penalty for discharging a
weapon in a reckless manner so as to endanger innocent people;
and
NOW, THEREFORE, the City Council of the City of Lynwood
does hereby find, proclaim and resolve as follows:
Section 1. That the state legislature enact legisla-
tion making it a felony to willfully discharge a firearm in a
reckless manner without regard for the safety of others.
Section 2. That this Resolution be sent to the Gover-
nor and to those members of the Assembly and Senate representing
the City of Lynwood.
Section 3. That this Resolution be sent to the cities
in Los Angeles County urging their support of such legislation.
Section 4. That this Resolution shall take effect
immediately upon its adoption.
Section S. That the City Clerk shall certify to the
adoption of this Resolution.
