A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY APPROVING CONDITIONAL
USE PERMIT 86 -797 WITH MODIFICATIONS
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES
RESOLVE AS FOLLOWS:
SECTION 1. Based upon a Public Hearing and appeal for a
modification of the conditions of Conditional Use Permit 86 -797
to allow kitchenettes in four of the 22 motel units at 5318 -22
Rosemead Boulevard, the City Council finds:
1. That the site for the proposed use is adequate in size,
shape, topography and circumstances; and
2. That the site has sufficient access to streets and
highways, adequate in width and pavement type to carry
the quantity and quality of traffic generated by the
proposed use; and
3. That the proposed use will not have an adverse effect
upon the use, enjoyment or valuation of adjacent prop-
erty or upon the public welfare.
SECTION 2. Accordingly, said Conditional Use Permit is
approved, subject to the following conditions:
1. That the proposed development is approved for the land
as described in this application and any attachments
thereto, and as shown on the plot plan submitted la-
beled Plan A.
2. That all buildings, walls, roadways, parking areas, and
other facilities or features shall be located and
maintained substantially as shown on the plot plan
labeled Plan A, except as otherwise indicated herein.
3. That all buildings and structures shall be substan-
tially of the design as shown on the elevation plans
labeled Plan A.
4. That compliance with and execution of all Conditions
listed hereon shall be necessary prior to obtaining
final building permits and occupancy.
5. That this Conditional Use Permit shall become null and
void unless acted upon within one year of approval.
6. That this Conditional Use Permit shall become permanent
and henceforth run with the property. Any and all
future alterations or significant changes shall be
reviewed by the Planning Commission through modifica-
tion of the Conditional Use Permit.
7. That the applicant shall, within 30 days, file with the
Planning Department an affidavit accepting this Condi-
tional Use Permit and the Conditions of Approval.
8. That all applicable City regulations shall be complied
with at all times.
9. That, during construction, traffic control and pedes-
trian protection shall be provided in accordance with
requirements of the City, Sheriff's Office and Los
Angeles Road Department.

10. During demolition and construction, noise will be
controlled by limiting work on the site to 7:00 a.m.
and 6:00 p.m. Monday through Saturday, and from 10:00
a.m. to 6:00 p.m. on Sunday, and by requiring all
trucks and motorized equipment to have properly operat-
ing mufflers.
11. That noise shall be maintained within the limits of the
City's noise ordinance.
12. That sprinklers and hoses will be utilized during
construction to minimize dust emanating from the site.
13. That a 6 foot high decorative solid masonry wall shall
be constructed along the northerly property line per
review and approval of the Planning Director. The wall
to be completed prior to the commencement of construc-
tion of the motel.
14. That all utilities shall be placed underground pursuant
to City requirements, and that a plan for underground
facilities shall be submitted for approval prior to
issuance of building permits.
15. That final site development plans, sign plans, building
floor plans, lighting plans, utility plans, elevation
and landscaping and irrigation plans shall be reviewed
and approved by the Planning Department prior to issu-
ance of any permits including grading, building, etc.
16. That licensed architects, building designers, engineers
and licensed landscape architects shall sign all plans
as applicable.
17. That property owner shall landscape and ensure mainte-
nance of landscaping in the parkway and all common
areas at all times.
18. That a trash collection and pick -up area shall be
provided. Such trash enclosure shall have a minimum
dimension of 6 feet by 8 feet, and shall be enclosed on
three sides by a five (5) foot high masonry, brick or
concrete wall, and one side by a solid decorative gate
of the same height. The enclosure shall also have a
6 -inch bumper around the bottom to prevent the trash
bins from hitting the walls.
19. That, prior to the issuance of building permits, plans
shall be submitted and approved to:
a. Provide for on -site drainage.
b. Provide for contributory drainage form adjoining
properties.
20. That prior to the issuance of building permits a fee of
$4,872 shall be paid in accordance with the Sewer
Reconstruction Ordinance.
21. That cooking /kitchen facilities are allowed in only 4
of the 22 units and the manager's living unit.
22. That this approval is subject to the applicant paying
all fees, assessments and deposits to the City of
Temple City, County or State as required.
23. That each motel unit.ghall not be occupied or regis-
tered by a person or persons for a period of more than
21 calendar days in any 90 day period.

ISECTION 3. The city Clerk shall certify to the adoption of
this Resolution.

24. No use shall be made of any parking area or access
thereto, other than for parking of passenger automo-
biles, motorcycles, or light trucks, which spaces shall
be used for no other purpose at any time.
25. That double pane windows shall be utilized to mitigate
noise impacts and assist in energy conservation.
26. Curbs, gutters, sidewalks: Install curb and gutters to
match existing where old driveway is removed. Install
10' wide sidewalk across full width of property..
27. Street Lights: Relocate existing street light to
either side of new driveway. Install new 30' marbelite
pole and 2" underground conduit from property line to
property line for street lights.
28. Street Trees: Install two 24" box street trees behind
property line. Incorporate into landscape plan.
29. Surface Drainage: Provide adequate drainage from
property to flood control facilities or into street. no
drainage shall be allowed to flow across sidewalk.
30. Underground Utilities: All utilities shall be provided
underground and shall be shown on a utility plan sub-
mitted to Public Works for approval.
31. Dedications:. Non required.
32. Permits: Permits shall be obtained prior to
commencement of any work in the public right -of -way.
All work in public right -of -way shall meet L.A. County
and State of California standards.
33. All ground and roof -top mechanical equipment shall be
placed behind a permanent parapet wall and shall be
completely restructured from all ground level views per
the review and approval of the Planning Director. All
equipment shall be shown on plans as submitted to the
Building Department for plan check.
34. Each parking space shall be a minimum of 9 feet wide
and 20 feet in length. All spaces shall utilize a 6"
continuous curb with 2 -1/2 feet of landscaping for
overhang areas. This landscaped area shall be shown on
the landscape plan submitted to staff for review and
approval.
35. That the motel rooms shall not be rented more than two
times in a 24 -hour period.
36. That no barricades impeding ingress or egress to the
parking are permitted.
