Lee Bastian appeared before the Council asking the Council for $300. to cover the expense of the Legion Drurr Corps' trip to Racine. Motion was made by Councilman Reardon, seconded by Councilman Taylor that the request be granted and the sum of 1300. be given to the Legion Drum Corps. Motion carried. A bill from the Dahlberg-Meris Post No. 7 for 1118.30 for expense insurred from Memorial Day was presented. Motion was made by Councilman Reardon, seconded by Councilman Fischer that the bill be allowed. Motion carried. The following resolution was offered by Councilman Taylor. RESOLUTION Be it resolved by the Common Council of the City of Rhinelander That, Whereas, Mabel Carr has for the past nineteen years served the City of Rhinelander, diligently and faithfully and has given freely of her time as City Clerk of Rhinelander, and Whereas, Mabel Carr has tendered her resignation and lea ies her position as City Clerk on July 1, 1946, Now, Therefore, keit resolved that the City Council extend to Mabel Carr and have imprinted on its records their thanks and appreciation .for her diligent and faithful work on behalf of the City. Grau of the Oneida Gas Company appeared before the Council requesting permission to construct a secondary gas plant on Soo Line right-of-way property on the north end of the city. He explained that the present plant could not efficiently serve the city on account of increased demand and limited capacity of present mains. Motion was made by Councilman Reardon, seconded by Councilman Fischer that permission be granted. Motion carried. Mr. Walter ? bendroth, representing the board of the Zion Lutheran Church, appeared before the Council to ask that parking be restricted on a part of the South Side of Frederick Street between Brown and Stevens Streets in order that anyone wishing to visit church pastorate could find parking space. After a discussion it was agreed that a restricted parking area would be marked on the paving and that the church supply' signs for install- ation at either end of restricted area. He also expressed the need of a middle -block light in this area but Councilmen agreed that this mid -block lighting could not be undertaken as there is a greater need for lights at intersections in other parts of city and difficulty in getting material at this time. A property owner appeared before the Council requesting installation of a street light at the corner of Lennox Street and Harvey Street. It was agreed that every effort should be made to have this installed'as soon as materials are available because of the darkness at this corner. Mulva, general manager of the Wisconsin Central Airlines, appeared before the Council explaining that the company intends to operate daily passenger service throughout the winter months and was interested in. knowing whether the city would be able to keep airport open during the winter months. After considerable discussion it was agreed that the winter service would be valuable to the city but that they felt it would be impossible, at least this year, due to the fact that our snow removal equip- ment was not adequate for_ the work and that we were not in a position to buy more equipment at the present time. September 23rd, Mr. Bradley Taylor, President of the Rhinelander Air Power Club, appeared before the Council relative to the Rhinelander Airport. He reported that his organization had received numerous complaints about conditions at the airport and that the airport needs a "new deal" to comply with CAA regulations and eliminate "wildcat flying". After considerable discussion Councilmen agreed that future violations of CAA regulations should be reported to the City Manager and proper steps would be taken to correct same. Public hearing will be held in the Council Room of the City Hall at 8:00 P.M. on Monday, October 28th, 19L6, for the purpose of hearing objections to the proposed improvements, and, if the Common Council deem such objections to the proposed improvements, if any, not sufficient, it will order the construction of the above listed improvements at said hearing, or as soon thereafter as practicable. The Common Council retains the right to act on the above schedule of improve- ments as individual units or as a whole, or to reduce the scope of said improvements as they see fit. It is further resolved that the City Clerk shall forthwith forward a copy of this resolution to all owners affected, to their last known address. IT IS FURTHER RESOLVED that the Common Council, acting as a Board of Public Works, hereby approve a schedule of benefits based on a unit price of 85 cents per front foot for curb and gutter, 35 cents per front foot for black top, one dollar per front foot for water main and one dollar per front foot for sewer mains, the foregoing unit prices being estimates only and the final costs to be assessed on actual construction figures.
