The Council of the Village of Medina met in regular session on Tuesday, October
3, 1972 at 7:40 P. M.

The minutes of the meeting of September 5, 1972 read. Moved by Donald Des
Lauriers that the minutes be approved as read.
Seconded by Arthur Theis
Motion carried.
The minutes of the special meeting of September 20, 1972 read. Moved by Robert
Franklin to approve the minutes of the special meeting of September 20thi tith
amendndnt to Resolution 72-15, stating that it applies only to that portion
of the Dillman property therein whi hh is t sferred to North Star
Marina, Inc. according to the descriptio gr — s e to the Council.

The minutes of the Planning Commission meeting of September 18, 1972 read.
Moved by Donald Des Lauriers to pass Resolution 72-16 as follows: RESOLUTION
DECLARING COSTS TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT
REGARDING WEED DESTRUCTION! WHEREAS, certain noxious weeds have been destroyed
by the weed inspector for the Village of Medina, which had been paid for the
Village of Medina; and WHEREAS, pursuant to Minnesota Statutes, 1965, Chapter
18, as amended, the Village of Medina has submitted bills to the following
individual for said weed destruction without reimbursement and payment thereof,
NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF M DINA, MINNESOTA:
1. The cost of said weed destruction for which the Village of Medina is en-
titled reimbursement is assessed against Darrel Farr Properties, Plat 60013,
Parcel 1014 District 80, in the sum of Six Hundred Ninety-six and 80/100
($696.80) Dollars.

Estimate ##4988, subject to Donald Des Lauriers meeting with Mr. Perkins.

Moved by Robert Franklin to ask the Village Attorney to seek dismissal of the
case in the complaint against Wilfred "Hunk" Scherer on the grounds that it is
contrary to the opinion of the Village Attorney and was not filed through
his office.

Henry Lehn explained the hospit$lization, edtd:, as pertaining to Village Employees.
Moved by Arthur Theis that we set the date of the November meeting for November
8, 1972.

Moved by Robert Franklin to adopt Resolution 72-17 listing parcels of land in
the Independence Beach Area as listed in Classification List "646-C" - Non -Con-
servation, said resolution dated October 3, 1972.
Seconded by Arthur Theis
Council polled: Donald Des Lauriers, No; Arthur Theis, No;
Robert Franklin, No; Wayne Neddermeyer, No; and Thomas Stevens,No.
Motion Lost.
W. A. Riek appeared with regard to the E. Cunningham matter. He is now Mr.
Cunningham's guardian and he advises that the house will be put in good condition.
Mr. Elsenpeter appeared with regard to the bad sewage problem of a neighbor.. Moved
by Robert Franklin that the Council direct the Village Engineer to meet with the
resident in question and to direct that they solve the problem of the effluent.

Don Stotts appeared with regard to the road into his place. Mr. Mills. and
Mayor are to call the Day Camp people and a special meeting date will be set up.
Moved by Arthur Theis to adopt Resolution 72-18 for issuing $160,000.00 bonds
to replace the $100,000.00 'temporary bond.

Moved by Robert Franklin to pass ordinance #143, an Ordinance amending Ordinance
No. tanx 128 Regulating Municipal Sewer and Water Systems with the Village of
Medina, stating that Um for turning water on or off at the request of the
property owner or tenant, or for any other reason - $10.00.
Seconded by Thomas Stevens

Moved by Robert Franklin to adopt Resolution 72-19, which in essence asks that that
the Governor's Crime Commission continue and, if possible, increase its level of
support for both basic and advanced training of law dnforcement.

Moved by Robert Franklin to direct the Village Attorney to file Ordinance 118,
regarding lot size of five acres each with the Register of Deeds.

Moved by Donald Des Lauriers to pay the bills as follows: payroll in the amount
of $5,861.98 and order checks in the amount of $44,414.00, except to hold the
Itasca Equipment check until all matters are taken care of.
