WHEREAS, centai'n extraordinary emergencies have developed since the
adopticn of the existing annual budget so that it is now necessary
to appropriate more money for the various functi%,ns of the City
government than was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF
RICHMOND, INDIANA:
SECTION 1 That for the expenses of the City government and its
institutions fur the year ending December '31, 1971, the following
amount of money .is hereby appropriated and set apart out of the
fund named and for the:purpose specified. Said sum being subject
to all laws governing the same. Such amount appropriated shall
be held to include all expenditures authorized to be made during
the year, un ess expressly stipulated 6y l'aw.
SECTION 2. That for the said fiscal period, there is hereby
appropriatedfrom the Cumulative CGpitul,.Improvement Fund (Cigarette
Tax) to be used for R E S 7 North 1'D" Street Annex 3rd to 5th Street,
the following specified amount to meet the extraordinary emergency
hereby declared tc;• exis't.

These funds are to be appropriated for the following project:

SECTION 3. This ordinance shall be in full force and e"fect from
and after= its passage and approval by the Mayor and is subject to
the laws of the State of Indiana, governing emergency appropriations,
