HomeMy Public PortalAbout2020-08-171 REGULAR COUNCIL MEETING, AUGUST 17, 2020 CALL TO ORDER Mayor Carrie Tergin called the August 17, 2020 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, and Ward Absent: Wiseman A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilmember Graham and seconded by Councilmember Ward to adopt the agenda. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mary Schantz with the Historic Preservation Commission presented the Gregory Stockard Award to Jayme Abbott. Mayor Tergin presented a plaque to Ms. Abbott and thanked her for her historic preservation contributions to the City. PUBLIC HEARINGS a. Establishing the Rate of Taxation for Property Tax for 2020 i. Associated pending Bill 2020-014. A Staff presentation was made by Margie Mueller, Director of Finance and Information Technology. There being no others to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded . 2020-014 sponsored by Councilmember Hensley, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR THE LEVY OF CITY TAXES AND ESTABLISHING THE RATE OF TAXATION FOR THE CITY OF JEFFERSON, MISSOURI FOR THE YEAR 2020. 2 REGULAR COUNCIL MEETING, AUGUST 17, 2020 There being no objection, Bill 2020-014 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16057. Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Lester, Schreiber, Vogt, and Ward Nay: None Absent: Wiseman APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Rachel Senzee, Neighborhood Services Manager, presented a brief summary of the Structural Survey Final Report. The full report will be presented at a public meeting on August 18th, 5:30 P.M. in the Police Classroom. The meeting will be virtual and in-person. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Councilmember Hensley announced the cancellation of the Thursday, August 20th Finance Committee meeting. The next Budget Committee meeting scheduled for Thursday, August 20th at 5:30 P.M. will be in-person; as will the 5:30 P.M. Budget Committee meetings on August 24th and August 27th.  Councilmember Hussey announced last week’s Public Works and Planning Committee meeting. Citizens affected by the recent flash flood spoke during the public comment portion of the meeting. Citizens were encouraged to contact Matt Morasch, Director of Public Works or Don Fontana, Storm Water Engineer with concerns.  Councilmember Laura Ward announced the virtual Human Relations Speaker Series Event, scheduled for Thursday, August 20th, at 6:30 P.M. The committee will meet virtually at 8:00 A.M. on Friday, August 21st.  Mayor Tergin encouraged City Council to participate in the United Way fundraiser currently taking place. The theme is “Oh, the Places You will Go!”  Mayor Tergin then read Cole County Health Department’s August 7th press release related to COVID-19. Mayor Tergin reminded citizens to take precautions to help prevent further spread.  The ground breaking ceremony for the Bicentennial Bridge was August 10th at 8:30 A.M., near the Missouri Senate parking structure and the Vete rans memorial. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE 3 REGULAR COUNCIL MEETING, AUGUST 17, 2020 There will be a new representative when the University’s Fall 2020 semester begins. Councilmember Graham announced the University’s start date as August 24th with in- person classes. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of Meetings: Aug 3 City Council and Aug 6 and Aug 10 Budget Committee b. Awarding Bid 3120 to Capital Region Medical Center for Medical Services for Workers’ Compensation and Other Employee Testing to be Used City-wide as Needed A motion was made by Councilmember Hussey and seconded by Councilmember Graham to approve the consent agenda items. The motion was approved unanimously. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Mayor Tergin announced her fundraising efforts for the Habitat for Humanity’s Mayor’s Build. CLOSED SESSION Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Real Estate.
