Motion carried, al i voting aye. The following ordinance was read: An ORDINANCE abolishing the Library Board and providing for the management of the public library. TIE CO AS OF TIE CITY OP RHINELANBER DO ORDAIN OLLO'kS : Section 1. The Library Board of the City of Rhinelander is \,'hereby.abolished and the management of the public library vested in the City Manager. Section 2. There is hereby created a committee of three to act with the City Manager in an advisary capacity concerning matters ,; pertaining to the public library. :Such committee shall be appointed O by the City Manager and one of its members shall be selected from a list of -names proposed by the Rhinelander Woman's Club, Section 3. This ordinance shall take effect and be in force on January 1, 1928 after its passage and publication. Introduced and passage moved by Councilman Earl O. Korth.' Moved by Councilman Korth seconded by Councilman. Hardell that Section 2 be stricken out and the proposed ordinance as modified be adopted. Motion carried, Councilman Didier, Hardell, Abendroth amid Aorth voting aye and Councilman Piehl voting no.. On motion the apolica-tion of G. G. Bandy for Class "A(c`) license was granted. Report of City Manager for December was read, accepted and, placed on file. Moved by Counc.ilm.an Abendroth seconded by Councilman Hardell that the City Manager be authorized to dray up a contract with Burns & McDonald Co. and that the Burns & McDonald Co. be retained as engineers to make preliminary survey and investigation for proposed filtration plant, also that it be understood that said company is to receive no compensation if the proposed bond issue fails. Moved by Councilman Korth, seconded by Councilman Abendre°t�h that claim for rebate as to Rhinelander Paper Co. filed January 16th, 1928, as to Lot 5 be allowed in accordance with provisions of Chapter 62 and 74, sisconsin statutes 1925, and that the rebate relative to Lots 6, 10 and 11 of Sec. 6-36-9 be disallowed excepting as to the sum of $20,370.@0, which rebate is allowed in accordance with Chapter 62 and 74 Wis. Moved by Councilman Piehl, seconded by Councilman Hardell that, before any patient is accepted as an inmate of the isolation hospital and before accepted by the ;person. in charge of hospital that permission be secured from City Health Officer, who shall communicate with and secure the approval of the City Manager so that the fatter will be satisfied that the charge thereto will be paid or assured by some responsible party, and that if theme person or persons to be admitted to the hospital are indigent persons and charges of the City, that the fact be thoroly investigated by the city Health Officer and such fact proven to his satisfaction to exist, then the city Health Officer shall. report same to the City Manager for his approval, and that in all other cases of indigent parties who seek admission to the Isolation Hospital other than those chargeable to the city, that the proper authority and approval from the municipality which is chargeable for their support and care be procured and submitted and approved by the City Manager before such patient or patients are admitted. Roll call, all members present. The following resolution alas read: R SOLUTION. VIE R an ordinance was duly pu�::i.ished in the city paper of the City of thine_Lander on £arch 19th, 1928, which ordinance provides for the con— struction of a filtration plant and the issuance of bonds to provide funds forthe payment thereof, and submit the question to a referendum. And, WHEREAS said ordinance cannot be adopted until one week after such publication. .And, is deemed advisable to hold such referendum on .April 3rd, 1928 at the time of the said regular said election in order to insure a large vo.,e and save the expense of cG.using a special election. And, WHEREAS notice of said referendum must be pursuant to Section 10.36 of the Statutes, be posted and mailed ten days prior to the date of said election. Therefore IL 1T HESU.EoV1';11 that the City ',lark be and is hereby instructed to mail and pos,: notice of sucg referendum not less than ten days prior to April 3rd, 1928.
